THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES JUNE 6th, 2018 - 4:00 PM CALL TO ORDER: Jennifer Camp, Maintenance & Operations Director for the City of Liberty Lake, called the meeting of the Parks and Arts Commission to order at 4:00 PM on June 6th, 2018. ROLL CALL: Commissioner David Himebaugh Commissioner Laina Schutz Commissioner Laura Frank Commissioner Bridgette Harris Commissioner Tom Chamberlain excused Adjunct Anita Eylar Commissioner Tom Sahlberg Adjunct Bob Schneidmiller Excused Commissioner Tom Stanley Maintenance & Operations Director Jennifer Camp Student Commissioner Caleb Betts Unexcused Administrative Assistant Tait Hunter Student Commissioner Katelyn Hansen Excused Student Commissioner Natalia Alva AGENDA: The minutes from the May 16th meeting were approved. NEW & UNFINISHED BUSINESS: Jennifer Camp presented staff items to the commissioners, including the library project and Eagle Scouts projects. She also made the announcement that due to vandalism and safety issues at Pavillion Park, there would be needle disposal boxes at all public bathrooms. Jennifer also presented to the commissioners the 2018 and tentative 2019 fee schedules and asked for their review. Jennifer mentioned to the commissioners that there would need to be a priority list made before projects were started to ensure the appropriate City stall would be prepared for any and all changes. Commissioner Schutz presented to the commissioners with Commissioner Frank their thoughts on creating an artist data base for organization and clarification going forward. ART UPDATE: Commissioner Schutz presented her research on wrap companies, including tentative quotes, experience, and examples of their work. The commissioners were informed of the City’s guidelines in regards to bid work. The bid will be awarded based on the quote and meeting-of-qualifications. ACTION ITEMS: Potential funding outlets were discussed by the commissioners, including looking into fundraising, integrating with current and future City projects, potentially requesting donations, etc. ACTION ITEMS CONT.: Commissioner Sahlberg presented the concept of naming the newer park in the River District, and having residents assist in the process. CITIZEN COMMENTS: Councilman Kennedy addressed the commissioners, stating the surplus from the Maxwell property is not guaranteed to go towards the commission. He spoke for clarification purposes only. Jennifer recommended looking further into what other Cities use for funding art. Commissioner Schutz stated it was imperative that budget and funding strategies be set in place as soon as possible. Councilman Kennedy agreed that financial information needed to be set in place before any projects are started. Jennifer recommended that the priority move from projects to funding. CLOSING ITEMS: Commissioner Himebaugh brought up the idea of altering the golf cart permits, building on Councilman Dunne’s original idea. MEETING ADJOURNMENT: At 4:50 PM, the meeting concluded.
