THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES OCTOBER 14TH, 2019 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:03 PM on October 14th, 2019. ROLL CALL: Commissioner David Himebaugh Commissioner Laina Schutz Commissioner Laura Frank Commissioner Bridgette Harris Excused Commissioner Tom Chamberlain Excused Adjunct Bob Schneidmiller Commissioner Tom Sahlberg Adjunct Kate Laven Commissioner Tom Stanley Maintenance & Operations Director Jennifer Camp Activities & Events Maintenance Worker Anita Eylar Administrative Assistant Tait Hunter APPROVALS: Commissioner Schutz made the motion to approve the minutes from the October 2nd meeting. Commissioner seconded the motion, which carried unanimously. CITIZEN COMMENTS: Holly Woodruff, resident, expressed her support for the Winter Glow event. She also offered to volunteer her time to the project should it be approved. STAFF REPORT: Jennifer Camp, Operations & Maintenance Director, provided a brief staff update to the commission regarding the CFP workshop. She also provided a update to the commission regarding the current state of the 2019 budget, how much had been spent, and how much remained. If Council approves the proposed budget for 2020, any excess in the 2019 budget would roll over. Emily Horton will be assigned as the new student commissioner at the October 15th Council Meeting. NEW & UNFINISHED BUSINESS: Commissioner Frank went over the art selection for the Pavillion Park mural. The commission discussed the details of the project while viewing the artwork provided. Commissioner Schutz provided the update regarding the wrap project. We still have not received a response for the final wrap. Commissioner Schutz plans to continue reaching out. The commission discussed creating an ‘art map’ to show the locations of various pieces throughout the City. ACTION ITEMS/ PRESENTATIONS/ GENERAL DISCUSSION: Jennifer Camp opened discussion with the commission regarding the Winter Glow event proposal. Citizen concerns (resident proximity to event), cost, etc. were brought up by the Council. The Winter Glow event invoice is on the agenda for the upcoming Council meeting, and support from the commission was requested in the form of attendance at the October 15th meeting. If the event is approved by Council, planning will begin immediately. ACTION ITEMS/ PRESENTATIONS/ GENERAL DISCUSSION CONTINUED: The commission briefly discussed the artwork being displayed at the Library, as well as the need for more senior centered activities and events. ADJOURNMENT: There being no further business, the meeting adjourned at 4:31 PM.
