THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES NOVEMBER 18TH, 2019 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on November 18th, 2019. ROLL CALL: Commissioner David Himebaugh Commissioner Laina Schutz Commissioner Laura Frank Commissioner Bridgette Harris Commissioner Tom Chamberlain Adjunct Bob Schneidmiller Excused Commissioner Tom Sahlberg Adjunct Kate Laven Commissioner Tom Stanley Maintenance & Operations Director Jennifer Camp Activities & Events Maintenance Worker Anita Eylar Administrative Assistant Tait Hunter APPROVALS: Commissioner Himebaugh made the motion to approve the minutes from the October 14th meeting. Commissioner Sahlberg seconded the motion, which carried unanimously. CITIZEN COMMENTS: Pat Dockery, Liberty Lake Kiwanis, announced that the Liberty Lake Kiwanis Club would like to fund the future Story Walk project for Orchard Park. Commissioner Sahlberg moved to approve Kiwanis donating funds, which Commissioner Himebaugh seconded. The commission voted unanimously in favor, and further discussion will continue at a later meeting. Mark Saba, resident, spoke in appreciation towards the Winter Glow project and volunteer work. STAFF REPORT: Jennifer Camp, Operations & Maintenance Director, provided a brief staff update to the commission regarding the budget workshop. She went over the Council recommendation of $35,000.00 for the 2020 Parks & Arts budget. The commission discussed the details of the workshop and discussed revisiting priorities for the coming years. Jennifer Camp went over the expectations and details of the Commission positions that are expiring. Currently, there are around 4 applicants, plus the current members that are re-applying. It was recommended to postpone the January meetings based on this situation until more information is obtained. Anita Eylar provided an update on the progress of the Winter Glow event. The tentative art map was presented and discussed amongst the commissioners. The commissioners discussed the potential for adding other works of art from the Liberty Lake area to the list. NEW & UNFINISHED BUSINESS: Commissioner Sahlberg reminded the commission that the Women of Russia Series is still on display at the Library. NEW & UNFINISHED BUSINESS CONTINUED: Commissioner Frank briefly mentioned the possibility of having a historical touch added to the mural at Pavillion Park, and that she would be going over costs as we move forward with the project. Jennifer Camp noted that the previous student commissioner resigned, and that the City is re-opening the position for application. ACTION ITEMS/ PRESENTATIONS/ GENERAL DISCUSSION: Commissioner Schutz discussed a backstop at Liberty Creek Elementary, and how the local groups including the commission, can get involved and assist with funding. The commission discussed the project and its details, including cost. Commissioner Chamberlain presented a golf themed statue concept to the commission. The commission briefly discussed continuing contact with the artist and potential locations for the statue. ADJOURNMENT: There being no further business, the meeting adjourned at 4:27 PM.
