THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES DECEMBER 2ND, 2019 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:01 PM on December 2nd, 2019. ROLL CALL: Commissioner David Himebaugh Commissioner Laina Schutz Commissioner Laura Frank Commissioner Bridgette Harris Commissioner Tom Chamberlain Excused Adjunct Bob Schneidmiller Excused Commissioner Tom Sahlberg Adjunct Kate Laven Excused Commissioner Tom Stanley Maintenance & Operations Director Jennifer Camp Activities & Events Maintenance Worker Anita Eylar Administrative Assistant Tait Hunter APPROVALS: Commissioner Himebaugh made the motion to approve the minutes with proposed changes from the November 18th meeting. Commissioner Sahlberg seconded the motion, which carried unanimously. CITIZEN COMMENTS: Mayor Steve Peterson spoke on the importance of the commission, and the importance to continue providing a sense of community and art opportunities to the residents. Mayor Pro Tem Brickner spoke to assure the commission that they would continue to be supported in 2020 by the Council, and to continue to bring wants and needs before the Council so they can better assist the commission. STAFF REPORT: Commission Sahlberg provided the update on the Winter Glow Event, noting that so far, it had gone well. Staff and volunteers alike have been working hard and are appreciated. It was briefly mentioned that the Winter Glow owners are considering selling the event, and that may be something for the commission and City to look into purchasing. Jennifer Camp, Operations & Maintenance Director, opened conversation with the commission regarding the up- coming changes to the commission members and how that affects meetings in January of 2020. It was unanimously decided to table the discussion until the last December meeting. Commissioner Frank let everyone know that there should be a signed Artist Agreement on Wednesday, as the Council approved the agreement at their last meeting. NEW & UNFINISHED BUSINESS: Commissioner Himebaugh reached out to Commissioner Chamberlain’s contact regarding the golf sculpture mold. Information was not readily available, so further discussion will be tabled until more is known from the sculpture maker. Jennifer Camp provided the Art Map for the commissioners to review for the next meeting. If it is approved, it will be made final. ACTION ITEMS/ PRESENTATIONS/ GENERAL DISCUSSION: The commission went over possible cuts that can be made to the project list in relation to the 2020 budget. At this time, the proposed budget was cut down to approximately $35,000.00, leaving the commission to consider cutting out the dedicated sculpture project, as well as the sculpture garden if needed. Further discussion is set to take place at a January meeting. Jennifer Camp answered questions regarding the new commission positions. The positions must be appointed by December 17th to begin January 1st. The current commission should know where they stand by the 11th of December. At this time, there are still no student commissioner applications in. ADJOURNMENT: There being no further business, the meeting adjourned at 4:29 PM.
