THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES DECEMBER 16TH, 2019 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:01 PM on December 16th, 2019. ROLL CALL: Commissioner David Himebaugh Commissioner Laina Schutz Commissioner Laura Frank Commissioner Bridgette Harris Commissioner Tom Chamberlain Adjunct Bob Schneidmiller Excused Commissioner Tom Sahlberg Adjunct Kate Laven Excused Commissioner Tom Stanley Maintenance & Operations Director Jennifer Camp Activities & Events Maintenance Worker Anita Eylar Administrative Assistant Tait Hunter APPROVALS: Commissioner Sahlberg made the motion to approve the minutes from the December 2nd meeting. Commissioner Frank seconded the motion, which carried unanimously. CITIZEN COMMENTS: Shane Brickner, Mayor Pro Tem and newly elected City Mayor, discussed the potential of budget roll-over for the commission. STAFF REPORT: Jennifer Camp, Operations & Maintenance Director, encouraged member of the commission to attend the final council meeting for 2019. She noted she would be presenting the donation from Ross & Kelly Schneidmiller for $6250.00 for approval on the January 7th agenda. She briefly went over the volunteer sheets in relation to the Winter Glow Event, presenting over 600 hours donated by community members. She noted the Tree City applicated would be due the coming Friday. Skyhawks was met with the previous week, and noted their desire to move some sports camps to the other side of the freeway. Commission position appointments will be done at the next Council Meeting. The second Story Walk is being planned with Mark Bitz, beginning with a set cost number. His team is currently trying to narrow down that cost and get community feedback regarding the project. NEW & UNFINISHED BUSINESS: The commission took the time to thank Commissioner Bridgette Harris for her time served on the commission. Commissioner Sahlberg spoke regarding the potential need to make an amendment to consider a portion of the tourism funds for non-profits to go towards funding Winter Glow 2020 and assist with costs. Commissioner Himebaugh noted that funds have already been allotted for 2020, so further discussion would need to take place. It was recommended to hold off on further discussion until after the next Council Meeting. Shane Brickner made the recommendation to alter the name of the Parks & Arts Commission. He also mentioned the need for more kids and teen centered events from the Youth Commission, which the Parks & Arts NEW & UNFINISHED BUSINESS CONTINUED: Commission could potentially assist with. It was determined that a joint meeting with Shane and others might be useful going forward to better plan events. Jennifer Camp mentioned the Library may be helpful to lean on for information and guidance as they often host events of that nature. ACTION ITEMS/ PRESENTATIONS/ GENERAL DISCUSSION: Commissioner Frank presented some photos from a park in Denver that could provide some inspiration for future projects and landscaping ideas. The commission discussed the potential for similar design ideas. It was determined that for the January meetings, the commission would begin meeting on January 20th. Commissioner Himebaugh moved to cancel the January 6th meeting, proposing to only meet on the 20th. The commission voted unanimously to approve meeting only on the 20th for January. ADJOURNMENT: There being no further business, the meeting adjourned at 4:35 PM.
