THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES AUGUST 2ND, 2021 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:01 PM on August 2nd, 2021. ROLL CALL: Commissioner David Himebaugh Commissioner Nancy Hill Excused Commissioner Laura Frank Excused Adjunct Bob Schneidmiller Excused Commissioner Tom Chamberlain Adjunct Noreen Johnson Excused Commissioner Tom Sahlberg Ops. & Maint. Director Jennifer Camp Commissioner Tara Cael Ops. & Maint. Supervisor Trevor Ragan Commissioner Laina Schutz Administrative Assistant Tait Hunter APPROVALS: Commissioner Schutz opened the meeting and began the motion to approve the minutes from the July meeting. Commissioner Himebaugh moved to approve, which was seconded by Commissioner Sahlberg. The motion carried unanimously. CITIZEN COMMENTS: Gretchen Walker Steinheiser spoke during the citizen comments period, stating that she appreciated the work done by the commission and appreciated the Liberty Lake Together statue, but hoped that there might be room to allow for a different location other than Rocky Hill, or a different location within Rocky Hill. Commissioner Himebaugh asked the reasoning, to which she stated that the park is more natural than the others in the City, and residents in that area would like it to remain that way as much as possible. STAFF REPORT: Jennifer Camp updated the commission regarding the Open Public Meetings Act, stating that there had been no change made recently to the regulations on in-person meetings. Due to requirements that the City is unable to accommodate at this time, all commission meetings will remain remote until further notice. NEW/ UNFINISHED BUSINESS: Commissioner Schutz opened brief discussion regarding the possibility of adding art to the basketball courts at the parks. Jennifer Camp noted that Orchard Park’s lining was never fully finished and that it may be an oppor- tunity if the project moves fast enough. Rocky Hill and Pavillion Park are also in need of re-lining in the next year and again, those may be opportunities if the commission can decide on a plan fast enough. Commissioner Sahlberg brough up the possibility of reaching out to the Washington Parks Commission for fund- ing, as they assist the Valley in projects currently. ACTION ITEMS: The commission briefly discussed the budget as it stands, and determined that further discussion and final deci- sions could be made at the September meeting. For now, the budget as it stands would be used as a template to present to Council, with the knowledge that a finalized budget for at least 2022 would be presented at a later ACTION ITEMS: date. Commissioner Himebaugh moved for the budget to be used as it stands for temporary purposes, which was seconded by Commissioner Sahlberg seconded, carrying unanimously amongst the rest of the commission. ADJOURNMENT: There being no further business, the meeting adjourned at 4:31 PM.
