THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES SEPTEMBER 13TH, 2021 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on September 13th, 2021. ROLL CALL: Commissioner David Himebaugh Commissioner Nancy Hill Commissioner Laura Frank Adjunct Bob Schneidmiller Commissioner Tom Chamberlain Adjunct Noreen Johnson Commissioner Tara Cael Ops. & Maint. Director Jennifer Camp Commissioner Laina Schutz Ops. & Maint. Supervisor Trevor Ragan Administrative Assistant Tait Hunter APPROVALS: Commissioner Schutz opened the meeting and began the motion to approve the minutes from the August meet- ing. Commissioner Hill moved to approve, which was seconded by Commissioner Chamberlain. The motion carried unanimously. CITIZEN COMMENTS: No comments were made at this meeting. STAFF REPORT: OPMA MEETING UPDATE: Jennifer Camp provided an update regarding public meetings and COVID. Currently, we are not yet set up for public meetings in the chambers. We will continue virtually until further notice. BAREFOOT/SYMPHONY/FIREWORKS UPDATE: Barefoot was the first event, with the Symphony and fire- works, in nearly a year and a half. It was well attended and went over smoothly. Katy Allen has announced her retirement. Until further notice, Jennifer Camp will be filling in for her in the interim and Trevor Ragan will be filling in during the Parks & Arts meetings for Jennifer. NEW/ UNFINISHED BUSINESS: OPEN POSITION: Tom Sahlberg resigned, leaving an open position. Usually candidates would be encouraged to apply from the open district, in this case Orchard Park, however due to the lack of applicants it will be open to any resident that is willing to represent that district and has an interest in being part of the commission. ACTION ITEMS: LL TOGETHER STATUE- LIGHTING: Laura Frank provided an artist update on the project; September installation is not looking possible as steel supply is low and difficult to obtain right now. We have progress pic- tures to distribute. It was recommended that an update be provided via Facebook or the website to provide clari- ty on the project’s progress to residents. Lighting for the project was briefly discussed and while low level curb lighting is the preferred style, especially so residents can safely approach the statue, all lighting will fall in line with the City code. ACTION ITEMS: Commissioner Frank moved to approve funds from the beautification line item to go towards the lighting for the statue. Commissioner Johnson seconded the motion which then carried unanimously. BUDGET: The commission discussed the 2022 and 2023 budget lines. All tennis courts are slated to be redone by 2024. The Capital Improvement Budget has been set for court resurfacing already, but artwork could be in- volved if the commissioners weighed in on time. The commission decided to tentatively leave the next Liberty Lake Together project for 2022 just in case, noting that it shouldn't be a problem to have it on there in the event a project is wanted by that time or the 2021 project bleeds over. Commissioner Himebaugh questioned why the current commission couldn't interview and select candidates, as they have the knowledge of the position already and could select someone suited to the task. Jennifer Camp clarified that it is solely the decision of the Mayor and Council to decide. It was also questioned if there was a “job description” of the position to which Jennifer again clarified that the Ordinance in place is considered the job description.
