THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES OCTOBER 4TH, 2021 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on October 4th, 2021. ROLL CALL: Commissioner David Himebaugh Commissioner Nancy Hill Commissioner Laura Frank Adjunct Bob Schneidmiller Absent Commissioner Tom Chamberlain Absent Adjunct Noreen Johnson Commissioner Tara Cael Ops. & Maint. Director Jennifer Camp Commissioner Laina Schutz Ops. & Maint. Supervisor Trevor Ragan Administrative Assistant Tait Hunter APPROVALS: Commissioner Schutz opened the meeting and began the motion to approve the minutes from the September meeting. Commissioner Himebaugh moved to approve, which was seconded by Commissioner Johnson. The motion carried unanimously. CITIZEN COMMENTS: No comments were made at this meeting. STAFF REPORT: Trevor Ragan provided the staff report. He noted that there are two utility boxes that can still be wrapped, the box near the new high school and the box that will be near the Greenstone Welcome Center. Commissioner Schutz followed up that the high school will be contacted for artwork to be on the high school wrap. Commission- er Frank stated that the plan for the Greenstone box is Native American artwork, and the commission discussed how to best go about obtaining authentic submissions from the Native community for the box. Trevor Ragan updated the commission on the progress so far of choosing a new Parks and Arts applicant to fill the vacant position. At this time, there are only 3 submissions, and only 1 is complete. The other two have been contacted for a complete submission. At this time, the Rocky Hill Liberty Lake Together project is focused on electric work for the lighting. The electric work in the barn needs to be updated and then a conduit needs to be moved for the artwork, and that process is in the works. NEW/ UNFINISHED BUSINESS: Commissioner Hill reached out to the Hoopfest organization and was able to be put in contact with the individual who does their court resurfacing projects. She asked whether Liberty Lake would qualify for the 22, 23, and 24 planned projects and she hopes to hear back before the next meeting. Commissioner Himebaugh announced the new book for the Story Walk project had been put in. The next book will be put in around December. Trevor Ragan briefly discussed the plans for the Winter Glow event. Due to recent increases in vandalism in NEW/ UNFINISHED BUSINESS CONTINUED: Liberty Lake, there has been an effort on the community page to gather volunteers for a night watch group. The set-up for the event will begin on October 20th and end on November 20th when the event starts. The commissioner briefly discussed the potential for artwork on the new overpass bridge. It was noted that a de- cision should be made as soon as possible, and Commissioner Hill suggested determining a route at the next meeting. ADJOURNMENT: There being no further business, the meeting adjourned at 4:30 PM.
