THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES NOVEMBER 1ST, 2021 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on November 1st, 2021. ROLL CALL: Commissioner David Himebaugh Commissioner Nancy Hill Commissioner Laura Frank Adjunct Bob Schneidmiller Commissioner Tom Chamberlain Adjunct Noreen Johnson Commissioner Tara Cael Ops. & Maint. Director Jennifer Camp Commissioner Laina Schutz Excused Ops. & Maint. Supervisor Trevor Ragan Administrative Assistant Tait Hunter APPROVALS: Commissioner Himebaugh opened the meeting and began the motion to approve the minutes from the October meeting. Commissioner Hill moved to approve, which was seconded by Commissioner Chamberlain. The motion carried unanimously. CITIZEN COMMENTS: No comments were made at this meeting. STAFF REPORT: Trevor Ragan provided the staff report. He provided photos of the Liberty Lake Together art piece in its final phases. The date is set for installation next Monday, November 8th, which City staff will help with. Lighting is still on hold until the contractor can determine the best lighting for the project. Winter Glow is kicking off November 20th at 4:30 PM. There will be a Santa appearance, singers and band members from the new high school, and warm drinks and treats. NEW/ UNFINISHED BUSINESS: A new Commissioner will be added at the Thursday City Council meeting. At the next month’s commission meet- ing, she will be an official Commissioner. ACTION ITEMS: Commissioner Himebaugh briefly discussed the progress of the Orchard Park story walk project. David con- firmed with Mark Bitz last week that the students are beginning on welding, but to circle back later on in Novem- ber as the senior class is still coordinating leadership for the projects. The City was approached by the Junior League of Spokane to provide a temporary Story Walk through Orchard Park. The commission briefly discussed, and Commissioner Himebaugh noted he would reach back out for further discussion with the group. Commissioner Hill presented information on the possibility of a Hooptown Court refinishing for courts in Liberty Lake. She presented photos of the organization’s work, which the Commission approved of. The Commission agreed to have Commissioner Hill continue pursuit of this project with Hooptown. ADJOURNMENT: There being no further business, the meeting adjourned at 4:37 PM.
