THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES FEBRUARY 7TH, 2022 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on February 7th, 2022. ROLL CALL: Commissioner David Himebaugh Commissioner Nancy Hill Commissioner Laura Frank Excused Commissioner Connie Psomas Unexcused Commissioner Tom Chamberlain Adjunct Bob Schneidmiller Commissioner Tara Cael Ops. & Maint. Director Jennifer Camp Commissioner Laina Schutz Ops. & Maint. Supervisor Trevor Ragan Administrative Assistant Tait Hunter APPROVALS: Commissioner Schutz made the motion to approve the January minutes. Commissioner Chamberlain motioned to approve, which Commissioner Hill seconded. The motion carried unanimously. CITIZEN COMMENTS: No comments were made at this meeting. STAFF REPORT: Trevor Ragan provided an update on the vacant commissioner position, though it has been posted again and staff will continue to update as necessary. NEW/ UNFINISHED BUSINESS: There was no new or unfinished business to discuss. ACTION ITEMS: Greg Rogers, Liberty Lake Rotary, met with Commissioners Himebaugh and Schutz in the last week regarding project sponsorship opportunities. Possible items of interest were art or signage installations for a ‘Welcome to Liberty Lake’ display, where the different service organizations could be displayed as well. Rogers noted that grants could possibly be applied for and utilized for projects. The commission began discussion once more regarding the Kramer Parkway Art project. Lisa Key, City Planning Director, joined the meeting for questions and answers. Commissioner Hill recommended putting pieces at either end of the overpass instead of in the middle of the overpass. Key confirmed there is space at either end for art installations, and there would not be a requirement for WSDOT approval. The commission continued to discuss location opportunities and the possibility of Rotary working with the City on the project as well. Key noted that the area around Kramer/ Country Vista may have enough space for a pocket park. Commissioner Hill provided a brief update on the Hooptown Community Court project. Hill noted that presenta- tion would be ready soon for Council, and Trevor Ragan confirmed that the courts are due to be resurfaced and it is already in the budget to do so. Ragan reached out to the City of Spokane for a Call to Artist rundown for the court project they did, and felt it would be similar to what the commission would have to meet as far as a stand- ard. Pavillion Park will likely be the first location in the proposal. ACTION ITEMS CONTINUED: Commissioner Schutz briefly presented information regarding the Ridgeline utility box wrap. The RHS art teacher provided artwork that was worked on the last semester that could possibly go towards the wrap. The commission reviewed the photos and discussed the possibility of which pieces could be utilized for different wraps. ADJOURNMENT: There being no further business, the meeting adjourned at 4:46 PM.
