THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION WORKSHOP MEETING MINUTES JANUARY 24TH, 2022 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the workshop meeting of the Parks and Arts Commission to order at 4:00 PM on January 24th, 2022. STAFF REPORT/ PRESENTATIONS: Jennifer Camp deferred the opening staff report to Lisa Key, City Planning Director. Key opened by introducing Larry Larson and Tom Brash with WSDOT, along with Julie Hartwick and Jeff Peters, who is responsible for the Kramer Over- pass design. The aforementioned guests were present to assist in the discussion surrounding art placements within the overpass project. Commissioner Schutz briefly described the commission’s idea of having a piece affixed to the bridge post completion, with Commissioner Frank deferring back to WSDOT for further guidance on what would be acceptable. Julie Hartwick provided examples from Richland, WA., noting that an art committee assisted in the proposal and overall selection of the artwork. She provided a brief explanation of the process of proposing artwork in this type of situation, citing safety, visibility, public appeal, etc. Tom Brash provided the progress update of the overpass, noting that much of the casting has already begun. He be- lieves that by the time the art plan is approved, the main construction may already be underway by March. He believes that the commission may be limited as far as designs on the actual bridge, but post construction affixtures may be pos- sible, as long as it adheres to the rules within the policy. He noted that from an engineering standpoint, any art plan pro- posal would need to also cover structural integrity of the piece in relation to the part of the bridge it is attached to. Lisa Key confirmed that it would require a Structural Engineer’s review to approve a piece being affixed to the overpass post construction. Key provided an image to show the commission available spots for potential art installations. Jeff Pe- ters confirmed the City public right of way, and Tom Brash confirmed via the provided photos where WSDOT’s interest would end. Commissioner Schutz inquired on the distance rules of having a ‘welcome’ piece included on the side of the overpass that takes you towards Liberty Lake, which was confirmed as a possibility by the WSDOT speakers. It was also noted that directional signs would be affixed to the overpass and those signs would also possibly serve as a guide for possible artwork placement. Sign engineers from WSDOT may also be available to provide guidance on post- construction artwork. The commission went on to discuss their options as far as artwork in the public right of way, therefore requiring no input from WSDOT, versus the process and costs associated with affixing artwork to the overpass. The commission discussed how best to structure a proposal. The commission chose to have further discussion and form a plan for proposal.
