THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES JANUARY 3RD, 2022 - 4:00 PM CALL TO ORDER: Chair Laina Schutz called the meeting of the Parks and Arts Commission to order at 4:00 PM on January 3rd, 2022. ROLL CALL: Commissioner David Himebaugh Commissioner Nancy Hill Commissioner Laura Frank Commissioner Connie Psomas Unexcused Commissioner Tom Chamberlain Adjunct Bob Schneidmiller Unexcused Commissioner Tara Cael Ops. & Maint. Director Jennifer Camp Commissioner Laina Schutz Ops. & Maint. Supervisor Trevor Ragan Administrative Assistant Tait Hunter APPROVALS: Commissioner Schutz made the motion to approve the December minutes with an adjustment requested. The requested adjustment would correct the spelling of Commissioner Psomas name. Commissioner Himebaugh moved to approve, with Commissioner Hill seconding the motion. The motion carried unanimously. CITIZEN COMMENTS: No comments were made at this meeting. STAFF REPORT: Trevor Ragan provided an update on the purchase of the lighting for the Liberty Lake together structure. With snow removal, crews will get to the installation when possible. NEW/ UNFINISHED BUSINESS: The vote for Chair and Vice Chair took place with Commissioner Schutz and Commissioner Himebaugh remain- ing in the same positions. Commissioner Himebaugh moved to keep the positions the same, with Commissioner Frank seconding the motion. The motion carried unanimously. ACTION ITEMS: Commissioner Hill welcomed Connor Walch, the Projects and Events Manager with Hooptown USA, for a presentation and discussion. Connor presented briefly a rundown of the Community Courts program through the Spokane Hoopfest Association. The presentation clarified the organization as a whole and provided history of the brand with photo examples of court renovations. Maintenance questions such as touch-ups were discussed. The discussion will be put on the next meeting’s agenda. Commissioner Chamberlain provided the update on the Winter Glow Wrap Up. The light displays are coming down and being organized to go into the storage containers, and clean up should be done within the next 5 days. The event was overall a success. Commissioner Frank provided the update on the Liberty Lake Together dedication plaque. ScreenTek gave a broad quote and more information is being sought out. The commission discussed including the Liberty Lake To- gether flag design and adding that into the quote. Commissioner Schutz discussed two topics not originally included in the agenda. The first regarding a meeting ACTION ITEMS CONTINUED: had with Heather Cronister, the art teacher with Ridgeline High School. She offered to work on art with her stu- dents that could be used on the wrap boxes. The second topic was the potential artwork for the overpass. Jen- nifer Camp noted that WSDOT may need to be included depending on the location. Jennifer Camp made the announcement that the Story Walk will not be happening this year as SVT does not have the class to be able to provide it. There is the option to wait as seeking other assistance may drastically in- crease the cost. There is also the option of seeking out schools within the district to assist via welding or shop programs. Commissioner Frank reached out to the Spokane Arts Commission for possible artist references as well as a lo- cal welcome center that has a specific artist providing pieces at this time. The commission agreed to have a workshop to further the discussion and progress of possible overpass art with WSDOT. The workshop is scheduled for January 24th, 2022 at 4:00 PM, tentatively.
