PARKS & ARTS COMMISSION MEETING MINUTES
JANUARY 9TH, 2023 - 4:00 PM
CALL TO ORDER:
called the meeting of the Parks and Arts Commission to order at 4:00 PM on January 9th, 2023.

APPROVALS:
December 5th, 2022 Meeting Minutes– Commissioner Himebaugh made the motion to approve the minutes
from the December 5th meeting. Commissioners Chamberlain and Hill seconded, which then carried unanimous-
ly.
Jennifer Camp requested an acknowledged amendment to the agenda to include Commissioner Schneidmiller.
CITIZEN COMMENTS:
No comments were made at this meeting.
NEW/ UNFINISHED BUSINESS:
D.A.R. Never Forget Garden Update– Moved up, 4:01 PM. Representatives Janet Ulbright and Rae Anna Victor
of the D.A.R. presented a brief slideshow to the commission. The presentation explained the Never Forget Gar-
den project, as well as provided background information on the D.A.R. and its purpose. Town Square parks is at
this time, the most desirable location for a new flag pole and Never Forget Garden installation. The commission
discussed possible funding methods, including direct donation from the D.A.R. as well as potentially seeking out
donations from local businesses. There is no master plan at this time for Town Square park, and no projected
changes for 2023 to the park, however there is no guarantee the park will not change in the future. At this time,
the commission agreed that Town Square would be the best location, tentatively. A walkthrough of the park to get
an idea of space and usability will be done by the commissioners individually before the next meeting.
Chair & Vice Chair Vote– Commissioner Frank motioned to approve Commissioner Hill as the Chair and Com-
missioner Himebaugh as the Vice Chair. Commissioner Chamberlain seconded, and the votes carried unani-
mously.
Call to Artists Hooptown Court- Commissioner Frank briefly went over the Call to Artists for the Hooptown court
project. Submission for artwork ideas is limited to 4, which will reduce the amount of submissions to choose from.
The total estimated allowance for the project will be approximately $17,000.00 for the two courts.
Commissioner Himebaugh will be reaching out to Mark Bitz regarding an update on the Story Walk project.
STAFF REPORT:
Barefoot 2023 Commission Involvement– Commissioners will be invited to participate in Barefoot 2023 for vol-
unteer and assistance during the event. More information will come as the event is further planned.
STAFF REPORT CONTINUED:
New Commissioner Introduction– Noelle Otersen Loparco is the new commissioner and provided a brief intro-
duction of herself. Bob Schneidmiller has now moved to a voting position within the commission.
Group Photo/ ID Badges– Badges have been issued for those who needed them from the last meeting. The com-
mission group photo will need to be updated to include new commissioners.
Monthly Council Reports– The commissioners decided to have a rotation as possible for Council reports. Attend-
ance will be at the meeting on the 3rd Tuesday Council meeting.
OPMA Renewals– Emails will go out to commissioners soon for updated OPMA training. The training is mandato-
ry.
Jennifer Camp announced the discovery of several blank dummy boxes that could be wrapped still. There are ap-
proximately 5.
ACTION ITEMS/ DISCUSSION/ PRESENTATIONS:
Rocky Hill Shade Structure (Commission Involvement)- Commissioner Himebaugh suggested a meeting that
would take place outside of the usually scheduled meetings, to discuss the purpose, goals, etc. of the commission.
For example, a shade structure at Rocky Hill Park has been addressed recently, and the discussion would be
whether or not the commission should be involved with decisions like that. Jennifer Camp showed the 2023 CFP to
the commission as an example of what would be discussed and understood. Unfunded projects are still up for fu-
ture discussion and are not yet on the CFP list, but would be a good starting point for the commission to consider
and possibly be part of.
After discussion, the commission unanimously agreed to extend the meeting on February 6th to begin at 3:00 PM
and end approximately at 5:15 PM. This will allow for additional time to discuss the aforementioned topic of com-
mission purpose as well as possible projects they can be part of.
UPCOMING MEETING:
The next meeting of the Parks & Arts Commission will take place on February 6th, 2023 at 3:00 PM.
