THE CITY OF LIBERTY LAKE
PARKS & ARTS COMMISSION MEETING MINUTES
FEBRUARY 6TH, 2023 - 4:00 PM
CALL TO ORDER:
called the meeting of the Parks and Arts Commission to order at 4:01 PM on February 6th, 2023.

APPROVALS:
Commissioner Hill opened discussion regarding the January 9th meeting minutes. Commissioner Himebaugh mo-
tioned for approval, which was seconded by Commissioner Frank. The motion carried unanimously.
CITIZEN COMMENTS:
No comments were made at this meeting.
STAFF REPORT:
Parks & Facilities Updates
• Legacy Building
Jennifer Camp opened the staff report with an update on the Legacy Church building. Right now, the current
tenants are there under a lease, wherein they pay the City for monthly for 18 months. Mark McAvoy noted that
the lease is not yet active, but will go through November 1st 2023.
• Trailhead
Construction is still in progress at this time.
• Public Works Yard
The Public Works Yard is also is progress, though there is no information on possible art opportunities at this
time.
• Kramer Overpass/ Roundabout
The overpass and roundabout are still in progress at this time, with more updates to come as the projects
continue.
Upcoming Events
• Father Daughter Dance
March 4th at the Mirabeau Park Hotel. This is not a City event, but Kiwanis will advertise in the Liberty Lake.
• Easter Egg Hunt
The Easter Egg Hunt as done by Alicia Hunt is on pause for this year. This is not a City event. A local Girl
Scout Troop interested in hosting their own at Orchard Park, and is working on the paperwork.
• Windermere Marathon
This race takes place on May 21st, and is not a City event but does briefly take place on City property.
• Farmers Market
The Farmers Market will begin in the second or third week of May this year.
• Memorial Pancake Breakfast
This will take place at the end of May and is a great opportunity for the commissioners to attend.
• 4th of July
This is a City event and is also a great opportunity for the commissioners to attend.
Recreation Update
• Yoga Contract
Niki Folardo at The Mat wants to hold yoga classes at the park(s). There will need to be a contract agreement
in place, and the commission will have the opportunity to vote on the approval of this contract going through.
Staff will be taking the contract agreement to Council and it would be preferred to have the commission’s
backing for the presentation. Commissioner Himebaugh moved to support and advise Council to review and
approve a possible contract. Seconded by Frank, carried unanimously.
• Fat Bike Trail
Through the interest of a Councilmember, it was suggested to have the area at the Trailhead course be
groomed for a fat bike/ cross country skiing trail when it is snowy. There was an old contract that followed the
20% rule, but the contract fell through due to lack of usable snow. This is up for consideration in the future.
• Skyhawks, SuperTots, Challenger British Soccer
Registration has begun, and will continue until the camps begin.
• Tree City USA Update
There is a stipulation to spend a certain amount to qualify, which the City did not in 2020-2022 due to covid
restrictions, as we weren't spending money on trees. We will get approved for this year.
OPMA Renewals
Jennifer Camp reminded the commissioners to complete their training and submit their certificates.
Graffiti Barrels
3 barrels have been ordered, and they are on the way. Trevor Slocum said each barrel came in at about $130 a
piece, and he could order more if necessary. The commission agreed 3 more barrels would be helpful, for a total
of 6.
Monthly Council Report
The next meeting, February 21st, will need a representative from the commission. Commissioner Hill volunteered
to be at this meeting.
UNFINISHED/ NEW BUSINESS:
DAR Never Forget Garden Site Selection
Commissioner Bahr commented regarding the possible selection, remarking that a larger flag pole would go well at
Town Square Park and create a great draw for citizens. He also suggested a topiary, though noted it may require
additional staff work. The estimated cost for the flagpole project could be as much as $8000.00, which is not cur-
rently in the budget. Commissioners discussed that Orchard Park may be a better location, as the master plan for
Town Square is not yet ready. Commissioner Himebaugh moved to approve Orchard Park as the location for the
DAR garden. Commissioner Bahr seconded, and the motion carried unanimously.
Rocky Hill Shade Structure Update
Jennifer Camp commented that we are over-budget for quotes we have received for the structures. Commissioner
Frank requested we provide options and hold off on choosing for now until they have more input.
Call to Artists– Hooptown Court
Commissioner Frank has been in contact with artists that have done court projects before and they have offered to
provide input and perspective on this project as well. The courts are set up for multi-purpose use, and it is the goal
to keep them multi-purpose but they can be changed if necessary.
Utility Boxes
Boxes are all available to be wrapped as dummy boxes. Selkirk would be a possible candidate for art on an
available dummy box that could go to Orchard Park.
Orchard Park Story Walk
Mark with SVT has quoted late February for a possible timeline to begin a new Story Walk project. It will likely
remain a similar physical design as the last project.
Plaque Installation for Rocky Hill Sculptures
The plaque is still in Jen’s office, and crews are waiting on the ground to thaw for lighting installation.
ACTION ITEMS/ DISCUSSION/ PRESENTATIONS:
Trailhead Beam Project
There is a wooden beam available to serve as a possible art opportunity. The commission decided to further
discuss at the next meeting in March.
Trailhead Facility Project and Rotary/ Commission Involvement
There is a potential bottle filling station intended for the building, and it provides opportunity for an art feature to be
included. This was tabled as well for the next meeting to get Rotary input.
Workshop
The commissioners discussed how to handle the March meeting and workshop. It was determined the meeting will
start at 4:00 PM and run no later than 6:00 PM.
UPCOMING MEETING:
The next meeting is scheduled for March 6th, 2023. The April meeting has been rescheduled to the 17th from the
3rd.
