THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES APRIL 17TH, 2023 - 4:00 PM CALL TO ORDER: Commissioner Hill called the meeting of the Parks and Arts Commission to order at 4:00 PM on April 17th, 2023. ROLL CALL: Position #1: Bob Schneidmiller Present Position #6: Tom Chamberlain Present Position #2: John Bahr Excused Position #7: Noelle Otersen Loparco Present Position #3: David Himebaugh Present Student Position: Vacant Position #4: Nancy Hill Present Ops. & Maint. Director: Jennifer Camp Position $5: Laura Frank Present Administrative Assistant: Tait Hunter APPROVALS: Commissioner Hill opened discussion regarding the March 6th meeting minutes. Commissioner Frank motioned for approval of the minutes, which was seconded by Commissioner Himebaugh. The motion carried unanimously. CITIZEN COMMENTS: Councilman Sahlberg briefly spoke regarding the proposal of ADA communication boards for parks and facilities. Derek Kosanke spoke briefly regarding the Touch-A-Truck event, and reaching out to the local high school to have students paint artwork on two loaders possibly. Commissioner Hill proposed the Staff Report be moved after Item 7. Commissioner Himebaugh motioned for ap- proval, which was seconded by Commissioner Chamberlain. The motion carried unanimously. UNFINISHED/ NEW BUSINESS: Graffiti Barrels– Rolf Goetzinger Rolf Goetzinger presented his perspective as well as information on the best way to handle graffiti barrels. He dis- cussed the best supplies to use in his experience, and how to best execute the project. The commission proceed- ed to ask questions and discuss ideas for handling the project. Tinkergarten Introduction– Program Proposal Tinkergarten has had recreation programs in the parks previously, and Annie and Haley with Tinkergarten provid- ed a brief proposal for yet another year of recreation programs. Tinkergarten is for younger children, from 18 months to 8 years, and is an outdoor program that focuses on nature and outdoor learning activities. Parents are present for this program, as it is not a drop-off event. Class sizes sit around 15 kids, and there are about 9 outdoor lessons for the year that range throughout all seasons. Jennifer Camp went over the agreement specifics, and the commission asked questions regarding fees and specifics of the program. Commissioner Himebaugh motioned for approval of the Commissions support for the agreement to go before Council, which was seconded by Commissioner Loparco. The motion carried unanimously. DAR Never Forget Garden– Monument Stone Janet and Rae Anna with the local DAR chapter briefly went over their proposal for the Monument Stone exam- ples. The commissioners were given a few proposals that ranged in price and overall appearance. UNFINISHED/ NEW BUSINESS CONTINUED: Janet and Rae Anna continued discussion by answering questions from the commissioners regarding the appear- ance of the monument, as well as costs of other examples. It was noted that prices of examples provided would be at least a few years old, and current prices would differ. Funding was also discussed, and the commission request- ed City Maintenance place the monument. Trevor Slocum answered questions from both Janet, Rae Anna and the Commission regarding placement, the cutting of the basalt rock, and more details of the project that maintenance can be involved in. Trailhead Rotary Art Project– Tom Chamberlain Commissioner Chamberlain presented the choice submission for the Trailhead Rotary art project. The piece will be at the back of the water fountain at Trailhead and will be about 9 feet high. He described the details of the appear- ance and supplies that will be used. Commissioner Frank provided a brief update on the Call to Artists for the Hooptown Project. She has reached out to the contenders for the selection committee, and will have more information at the next meeting. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS: Introduction to CFP/ CIP & Donation Ordinance Regarding Signage/ Sponsorships Jennifer Camp began the discussion regarding CFP/ CIP. She went over the Parks and Arts related improvements that are proposed in the currently approved CFP. The commission briefly discussed possible opportunities for in- volvement. Funding was discussed, and donations/ sponsorships were brought up as a possible funding source as it has been with other projects. Sponsorships and donations were briefly discussed in this conversation, and it was further clarified amongst the commission how sponsors and donors would be recognized within projects. STAFF REPORT: Parks & Facilities Update Jennifer Camp noted movement needs to be made on the Rocky Hill shade structure. Jennifer also reminded the commissioners that this is not an art based project, that the commission only needs to approve a color scheme. Commissioner Chamberlain motioned for approval of the current design for the shade structure, which was se- conded by Commissioner Loparco. The motion carried unanimously. Jennifer Camp noted the remainder of the Staff Report was mostly update related, and there are no items left to be voted on. Events are moving forward, and she has no other updates on the items. UPCOMING MEETING: The next meeting is scheduled for May 1st, 2023. ADJOURNMENT: There being no further business, the meeting adjourned at approximately 5:15 PM.
