THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES MAY 1ST, 2023 - 4:00 PM CALL TO ORDER: Commissioner Hill called the meeting of the Parks and Arts Commission to order at 4:00 PM on May 1st, 2023. Director: Jennifer Camp Position $5: Laura Frank Present Administrative Assistant: Tait Hunter APPROVALS: Commissioner Hill opened discussion regarding the April 17th meeting minutes. A request for an amendment was made, specifically to chance Commissioner Schneidmiller’s attendance from absent to present. The motion was made to approve the minutes with amendments as requested, by Commissioner Himebaugh. Commissioner Bahr and Commissioner Chamberlain seconded the motion, which then carried unanimously. CITIZEN COMMENTS: No citizen comments were made at this meeting. UNFINISHED/ NEW BUSINESS: Recreation Contract– Fitness Classes, Jennifer Morton Jennifer Morton, via Zoom, presented briefly her proposal for fitness classes in Pavillion Park. It is aimed towards families, including teens and parents. Commissioner Himebaugh motioned for the fitness classes to go through to Council for approval, which was then seconded by Commissioner Bahr. The motion carried unanimously. Liberty Launch Academy– Proposal, Posie Kalin Posie Kalin, with Liberty Launch Academy, presented her proposal for youth arts integration and community part- nership through her organization ‘Heartworks’. She went through the details of her program, how it benefits youth while integrating art. The project would revolve around native plants and creating native plant plaques, which would provide information on the plant and allow for the community to create rubbings from the plaques that they could keep. This would be planned for April 2024, and the partnership between Heartworks and Parks & Arts would benefit the organization in being able to cite P&A as a partner for grants. Commissioner Hill confirmed the project proposal will be added to the list of projects for discussion as the Strategic Plan begins discussion. Storywalk Update– Mark Bitz and Students Mark Bitz and Jacob Cloward, with SVT, presented the first prototype for the new Storywalk installation. They dis- cussed the changes to the design and possible cost for the new prototype. The total cost is out for quote at this time, but due to inflation, there is no firm estimate. The hope is that is will be less than the last installation. A plan for production was presented, and it was noted that it was preferred for Kiwanis to place the order individually to avoid any funding discrepancies between SVT and the school district. The goal is to get the final products done within 1 week once funding and procurement of supplies is determined. The overall schedule was discussed with the commission, landing on a final installation timeline of approximately mid-July, sometime after the 4th. UNFINISHED/ NEW BUSINESS CONTINUED: Hooptown Update Commissioner Frank presented a portfolio of art from artists up for selection. The next step will be gathering the selection committee and determining a final selection to bring to council for approval. DAR Stone Update Jennifer Camp briefly spoke on the most recent update for the DAR memorial monument stone. The donation and project proposal goes before Council at the 5/2/23 meeting. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS: Strategic Plan/ Budget Discussion 2024 The commissioners began by discussing possible projects for 2024. Commissioner Bahr proposed a master gar- dener program at the Library as a possible future project, as well as a possible plant sale and a new flag pole for Town Square Park. The master plan for Town Square Park was brought up, and Jennifer Camp agreed that the involvement of the commission in the master plan would be beneficial. Interactive art, such as climbing boulders, were proposed as well. UPCOMING MEETING: The next meeting is scheduled for May 1st, 2023.
