THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES JULY 10TH, 2023 - 4:00 PM CALL TO ORDER: Commissioner Hill called the meeting of the Parks and Arts Commission to order at 4:00 PM on July 10th, 2023. Director: Jennifer Camp Position $5: Laura Frank Present Administrative Assistant: Tait Hunter APPROVALS: Commissioner Hill opened discussion regarding the June 5th meeting minutes. Commissioner Frank moved to approve the minutes as is, which was seconded by Commissioner Chamberlain. The motion carried unanimously. CITIZEN COMMENTS: No public comments were made at this meeting. UNFINISHED/ NEW BUSINESS: CEC/ P&A Sign-Up for Barefoot 2023 There is a sign-up sheet where the commissioners can volunteer to attend, alongside the Community Engage- ment Commissioners, at Barefoot in the Park 2023. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS: Smarty Signs– Remi Salami Remi Salami, Smarty Symbols, gave a presentation to the commissioners regarding communication boards. The boards are intended to assist children and those with limited verbal communication, as well as educating caregiv- ers and others through the use of the boards. She went over the steps to build a board, location options, customi- zation options, and finished by answering questions posed by the commissioners after the presentation. Vote– Satori Dance Proposal, Breeun Johnson Breeun Johnson presented her proposal for recreational dance classes provided by Satori Studio. Commissioners asked questions such as frequency of classes, intended fees, types of dances provided, and more. Commissioner Chamberlain motioned for the commission to approve support, which was seconded by Commissioner Himebaugh. The motion carried unanimously. The proposal will now go through the agreement drafting stage be- fore reaching City Council for final approval. Vote– Pickle Ball League Proposal, Greg Woodman Greg Woodman briefly spoke on his proposal to bring a pickle ball league to the area. He presented his ideas as far as space required, overall expected initial participation, and answered questions posed by the commissioners. Commissioner Loparco motioned to for the commission to approve support, which was seconded by Commission- er Frank. The motion carried unanimously. The proposal will now go through the agreement drafting stage before reaching City Council for final approval. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS CONTINUED: Ecological Art– Posie Kalin Discussion did not take place, as the presenter did not respond or attend. Vote– Budget and Strategic Plan Budget prep for The City is beginning earlier than in previous years, so the budget and strategic plan for the com- mission is up for vote now. The commissioners briefly viewed the current proposal for the budget and strategic plan before moving to the final vote. The commissioners made edits and had discussion regarding which projects could move forward sooner than others. Commissioner Himebaugh motioned for approval of the plan and budget, which was seconded by Commissioner Hill. The motion carried unanimously. Vote– Skate Park Art Potential Project The commissioners voted to move the skate park art project onto Council for final approval. The motion was made by Commissioner Frank, which was then seconded by Commissioner Himebaugh before carrying unanimously. Rotating Art Wall at Trailhead/ Update on Opening This discussion has been moved to the August meeting agenda. Meeting Expectations & Reminders The commission was reminded of meeting expectations such as meeting attendance and the proper method of notifying either the Staff liaison or Chair of absence. STAFF UPDATE: Jennifer Camp provided a brief update that included a Council voiced need for additional field space. She will be presenting on this topic alongside a local league coach to see what can be done regarding space. Jennifer Camp concluded her report by going over upcoming projects and possible staffing needs for 2024. UPCOMING MEETING: The next meeting of the Parks & Arts Commission will take place on August 7th, 2023 at 4:00 PM. The commissioners voted to move the September 4th meeting to September 11th, 2023. The motion was made by Commissioner Chamberlain, which was then seconded by Commissioner Loparco before carrying unanimously. ADJOURNMENT: There being no further business, the meeting adjourned at approximately 5:35 PM.
