THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES AUGUST 7TH, 2023 - 4:00 PM CALL TO ORDER: Commissioner Hill called the meeting of the Parks and Arts Commission to order at 4:00 PM on August 7th, 2023. ROLL CALL: Position #1: Bob Schneidmiller Present Position #6: Tom Chamberlain Excused Position #2: John Bahr Present Position #7: Noelle Otersen Loparco Present Position #3: David Himebaugh Present Student Position: Vacant Position #4: Nancy Hill Present Ops. & Maint. Director: Jennifer Camp Position $5: Laura Frank Present Administrative Assistant: Tait Garcia APPROVALS: Commissioner Hill opened discussion regarding the July 10th meeting minutes. Commissioner Frank moved to approve the minutes as is, which was seconded by Commissioner Himebaugh. The motion carried unanimously. CITIZEN COMMENTS: No public comments were made at this meeting. UNFINISHED/ NEW BUSINESS: Terms Ending Jennifer Camp briefly went over the process of position terms ending, and how the re-election of those positions would go. Ridgeline High School has also been made aware of the vacant student position. Hooptown Update The commissioners briefly discussed the Hooptown project, which is underway at Pavillion Park. New backboards will be needed, and costs are not definite at this time, but there is money in the budget should other funding not come through. Trailhead Art Commissioners Frank and Himebaugh relayed their experience when going through the new Trailhead building, noting that there are possibly more opportunities for art within the new building, as well as opportunities with the beam. StoryWalk Update The commissioners briefly went over the latest updates regarding the latest StoryWalk project. The projected pick- up time frame by Maintenance Staff will be either this week or the week of August 14th. The StoryWalk at Rocky Hill was also discussed, as there are concerns for accessibility as well as overall maintenance. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS: Vote– Skate Park Potential Artist Agreement Commissioner Frank presented the proposed agreement submitted by the artist. After discussion, the motion to approve the agreement was made by Commissioner Frank. It was then seconded by Commissioner Himebaugh, and carried unanimously. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS CONTINUED: Vote– Proposed Recreation Program Fee Schedule Jennifer Camp went over the current fee schedule with the commissioners, and suggested approving the fee schedule as is and tackling the possibility of updating those fees in 2024. The commissioners requested clarifica- tion on the fees already in place, before deciding to take a final vote during the September meeting. STAFF UPDATE: Jennifer Camp provided a brief staff update that included suggestions from citizens for future events like Barefoot in the Park, specifically to widen the bowl in front of the Pavillion. There was also an update on the shade structure for Rocky Hill, specifically that it will be done by the end of this year. The barrels have been painted and are with Rolf Goetzinger at this time. New recreation agreements were approved through Council, and now background checks are being performed. Additionally, Council approved the 3-year symphony agreement. The Centennial Trail relaying will take place during spring of 2024 to keep up with maintenance needs. Hometown Heroes flags are re- ceiving an update to the mounts which will hopefully help with the high number of fallen flags this season. Finally, the City pushed out a survey that provides helpful information to the commissions. Results were not discussed. UPCOMING MEETING: The next meeting of the Parks & Arts Commission will be held on September 11th, 2023 at 4:00 PM.
