THE CITY OF LIBERTY LAKE
PARKS & ARTS COMMISSION MEETING MINUTES
NOVEMBER 20TH, 2023 - 4:00 PM
CALL TO ORDER:
Commissioner called the meeting of the Parks and Arts Commission to order at 4:00 PM on November 20th, 2023.

APPROVALS:
Commissioner Hill opened discussion regarding the October and first November meeting minutes. Commissioner
Himebaugh moved to approve both sets of minutes, which was then seconded by Commissioner Chamberlain.
The motion carried unanimously.
CITIZEN COMMENTS:
No comments were made at this meeting.
UNFINISHED/ NEW BUSINESS:
Student Commissioner, Allison Pegram
Allison Pegram was appointed to the position of Student Commissioner by Mayor Cris Kaminskas. Allison is a
senior at Ridgeline High School.
Adjunct Mayoral Appointee, Katie Ferris
Katie Ferris is to be appointed by Mayor Kaminskas to an adjunct position within the commission. The appoint-
ment is scheduled for November 21st.
Adjunct Mayoral Appointee, Joni Hay
Joni Hay’s appointment to an adjunct position has been postponed to December 5th.
P&A City Council Report
Commissioner Hill volunteered to provide the report at the November 21st Council meeting.
ACTION ITEMS/ DISCUSSION/ PRESENTATIONS:
Community Events Discussion, Amy Mullerleile & Lisa Key
Amy Mullerleile opened the discussion regarding the Community Event process. Issues such as clarity and guid-
ance were noticed by staff in 2022, and amongst a change in insurance providers, the entire process was due for
an update and clean-up. Updates to definitions within the code, as well as reduction of paperwork and work-load
on staff and applicants, are amongst the proposed changes. Amy further went over the proposed changes, and
answered questions posed by the commissioners. After discussion, it was determined that an update would be dis-
cussed for the fee schedule, and further discussion on the topic in general would continue at the December meet-
ing.
ACTION ITEMS/ DISCUSSION/ PRESENTATIONS CONTINUED:
Vote—Addition of 2 Adjunct Positions
Commissioner Himebaugh motioned to approve the addition of 2 adjunct positions. The motion was seconded by
Commissioner Loparco, which then carried unanimously.
Hooptown Donation/ Installation of Backboards & Rims
Hooptown USA will be donating 4 backboards and rims for the new courts. Installation will be taking place soon.
Hooptown Mural Extension
Due to a measurement error, there is blank space on the sides of the court as it is now. The commissioners voted
to approve an extension to finish the courts, using additional funds. Commissioner Himebaugh motioned the ap-
proval, which was seconded by Commissioner Chamberlain. The motion carried unanimously.
Trailhead Bench/ Beam Discussion
The salvaged beam from the original Trailhead building has been slated for reuse as a bench. The bench is pro-
posed to sit at the Rotary entrance, and serve as a seating area/ overflow for the restaurant.
Trailhead Art Walls
There are two possible art walls at the new Trailhead building. It was proposed to have a rotating art selection,
possibly via contest, to bring local artist’s and photographer’s work to the building. Historical photos were also sug-
gested to go alongside the newer, rotating photos. Student Commissioner Pegram also suggested extending the
photography contest to the local high schools. Further discussion took place amongst the commission regarding
the timeframe for switching out the art, how to break up categories for submission, and more. The commission de-
cided to propose the concept to Council in order to gain support.
STAFF UPDATE:
Jennifer Camp started the staff update by letting the commission know that the Rocky Hill shade structure is pro-
gressing, and will be up and finished soon. It will be taken down for rain and snow. She continued with a brief up-
date on the Winter Glow opening, with Commissioner Chamberlain noting it was very successful. Moving on to pro-
ject updates, Student Commissioner Pegram contributed to the staff update by detailing the progress of a graffiti
barre being completed. Jennifer noted that the Inland Chess agreement was approved by Council, and wrapped up
by briefly going over the upcoming term expirations for Commissioners Chamberlain and Barr. Any reapplications
will need to be put on the December 5th Council agenda for approval.

The next meeting of the Parks & Arts Commission will be held on December 4th, 2023 at 4:00 PM.
ADJOURNMENT:
There being no further business, the meeting adjourned at approximately 5:05 PM.
