THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES DECEMBER 4TH, 2023 - 4:00 PM CALL TO ORDER: Commissioner called the meeting of the Parks and Arts Commission to order at 4:00 PM on December 4th, 2023. ROLL CALL: Position #1: Bob Schneidmiller Present Position #6: Tom Chamberlain Present Position #2: John Bahr Present Position #7: Noelle Otersen Loparco Present Position #3: David Himebaugh Present Adjunct Commissioner: Katie Ferris Present Position #4: Nancy Hill Present Student Position: Allison Pegram Present Position $5: Laura Frank Present Ops. & Maint. Director: Jennifer Camp Administrative Assistant: Tait Garcia APPROVALS: Commissioner Hill opened discussion regarding the November 20th meeting minutes. Commissioner Himebaugh motioned for approval of the meeting minutes, which was seconded by Commissioner Chamberlain. The motion carried unanimously. Adjunct Commissioner Ferris took a moment to introduce herself to the commission. CITIZEN COMMENTS: No citizen comments were made at this meeting, however Commissioner Chamberlain briefly spoke on Winter- Glow and the need for volunteers as well as the desire to light more up around the City for the event. UNFINISHED/ NEW BUSINESS: Upcoming Commission Appointments Positions 4 (Nancy Hill), 2 (John Bahr), and the additional Adjunct Position (Joni Hay) were discussed. On De- cember 5th and 19th, the positions will be formally appointed by Mayor Cris Kaminkas. Council Report, December 19th Commissioner Himebaugh volunteered to provide the report at the December 19th Council meeting. Chair & Co-Chair Nominations, January 2024 Commissioners discussed the upcoming January nominations and vote for Chair and Co-Chair. Trailhead Beam/ Bench Discussion Commissioners discussed the ongoing Trailhead beam/ bench project. Commissioner Hill provided photos of a recent visit to the facility that showed possible locations for the bench to go after completion. Due to logistic con- cerns, the location may have to change. Further observation and discussion will take place at later meetings. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS: Trailhead Art Walls Commissioner Hill provided photos of the art walls inside the new Trailhead building. Commissioner Himebaugh briefly proposed historical photos for the wall, similar to the ones inside the Council Chambers. Commissioner Bahr also suggested working with a local photography group for art curation. Commissioner Frank also suggested other art mediums and working with students for displays. Further discussion will take place at a future meeting. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS CONTINUED: Recreation Program Fee Schedule– Town Square Park Jennifer Camp began the discussion regarding the proposed program fee schedule. At this time, Town Square Park has no fees for usage or rental. Commissioners discussed various aspects of the topic such as what consti- tutes a ‘City sponsored’ event, what non-profit usage would mean, and more. Joni Hay questioned how liability was handled, which Jennifer Camp clarified—the applicant for the event is to pro- vide the insurance that meets the limits set forth by the City’s risk management team. STAFF UPDATE: Jennifer Camp provided the staff update to the commission. Photos of the Hooptown backboards and rims were provided. The shade structure at Rocky Hill will come down for the winter, but has been completed. Snow removal is the main focus of the Ops. Department at this time. A required security training has been sent to all staff and commissioners for completion. UPCOMING MEETING: Commissioners voted to move the January 1st meeting to January 8th. Commissioner Himebaugh motioned for the change of date, which was seconded by Commissioner Loparco. The motion carried unanimously. ADJOURNMENT: There being no further business, the meeting adjourned at approximately 5:00 PM.
