THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES JANUARY 8TH, 2024 - 4:00 PM CALL TO ORDER: Commissioner called the meeting of the Parks and Arts Commission to order at 4:00 PM on January 8th, 2024. Director: Jennifer Camp VOTE– CHAIR & VICE CHAIR POSITIONS: Commissioner Hill opened discussion and nominations for Chair and Vice Chair. Commissioner Himebaugh nomi- nated Commissioner Hill for a continuation as Chair. All commissioners voted unanimously to maintain Commis- sioner Hill as Chair. Commissioner Hill nominated Commissioner Himebaugh to retain his position as Vice Chair. All commissioners voted unanimously to maintain Commissioner Himebaugh as the Vice Chair. APPROVALS: Commissioner Hill opened discussion regarding the December 2023 meeting minutes. Commissioner Himebaugh motioned for approval of the minutes, which was seconded by Commissioner Chamberlain. The motion carried unanimously amongst all commissioners present. CITIZEN COMMENTS: No citizen comments were made at this meeting. UNFINISHED/ NEW BUSINESS: Trailhead Beam/ Bench Discussion It was discussed with the Library Director to have the bench installed at the new facility, once it is in progress. This is projected to take place in 2025 at some point. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS CONTINUED: Community Events Update– Amy Mullerleile & Lisa Key Amy Mullerleile, PEBS Department, provided a brief update regarding the Community Event application and re- view process. Trailhead Art Walls– Ross Schneidmiller, Allison Pegram Commissioner Himebaugh motioned to move this to the February 5th meeting, which was seconded by Commis- sioner Loparco. The vote carried unanimously amongst all commissioners present. 2024 P&A Project Priorities Commissioner Hill opened the discussion regarding the 2024 projects and priorities. Projects such as the Smart Boards and Trailhead Beam Project, were discussed as continued priorities but that still require more information to be able to proceed in any fashion. ACTION ITEMS/ DISCUSSION/ PRESENTATIONS CONTINUED: City Council Project Discussion Jennifer Camp went over the final adopted parks and public facilities capital projects. The categories include en- hancement, new construction, and maintenance, and went over the projects that are in each of those categories. Some projects are still out a few years until 2026, and some are set for 2024 and 2025. Commissioners discussed the items and asked questions for clarification where needed. VOTE– Recreation Program Fee Schedule Commissioner Hill opened the discussion and vote regarding the Recreation Program Fee Schedule. Jennifer Camp went over the schedule and changes, including Town Square Park which did not have any fees until now. It is proposed to be charged similarly to Rocky Hill due to shelter size, usage, etc. Further discussion took place be- tween the commissioners until a vote took place. It was noted by Jennifer Camp that these changes would not go into effect until mid-year to allow for amendments. Commissioner Himebaugh motioned for approval of the current fee schedule, which was seconded by Commis- sioner Loparco before carrying unanimously amongst all commissioners present. STAFF UPDATE: Jennifer Camp provided a brief update to the commissioners. There will be a new Recreation Coordinator position, and this position will be heavily involved with the commission as well as the reservations, events, and more. There will also be a Parks and Open Space Supervisor position available as well, who will be on the ground with the maintenance staff more. Commissioner Loparco volunteered to attend the upcoming Council meeting on the 16th. UPCOMING MEETING: The next meeting of the Parks and Arts Commission will take place on February 5th, 2024 at 4:00 PM.
