PARKS & ARTS COMMISSION MEETING MINUTES
FEBRUARY 5TH, 2024 - 4:00 PM
CALL TO ORDER:
Commissioner Hill called the meeting of the Parks and Arts Commission to order at 4:00 PM on February 5th, 2024.

APPROVALS:
Commissioner Hill opened discussion regarding the January 2024 meeting minutes. Commissioner Himebaugh
motioned for approval of the minutes, which was seconded by Commissioner Loparco. The motion carried unani-
mously amongst all commissioners present.
CITIZEN COMMENTS:
No citizen comments were made at this meeting.
UNFINISHED/ NEW BUSINESS:
Smarty Signs Update– David Himebaugh
Commissioner Himebaugh provided the brief update regarding the Smarty Signs communication board bid. This
board will go at Orchard Park, and the bid is approximately $2,830.00, with the potential of tax added as well. This
is over the current budgeted amount, and so the additional funds will come from the Beautification line of the
budget.
Bicycle Communities Update– Katie Ferris
Commissioner Ferris provided the update regarding the City’s status as a Bicycle Community. Commissioner Fer-
ris went over the 2014 information from when the City was last a Bicycle Community, and potential ways for the
City to get back to that status in the future. The ‘bike audit tool kit’ was discussed, as well as a possible grant that
the commission could apply for to further the City’s bike friendliness. The application is due at the end of June.
Pavillion Historical Outlook– Laura Frank
Commissioner Frank provided a brief update regarding the Historical Outlook for Pavillion Park. More information
should be available at the March meeting, in order to move forward by April or May.
Nature’s Place at Meadowwood (Arborteum) Info– Jen Camp
Jennifer Camp went over the masterplan for the Arboretum, and went over a brief history of that masterplan. The
budget for the Lion’s Club donation match was briefly discussed. Further discussion will take place as more infor-
mation becomes available.
ACTION ITEMS/ DISCUSSION/ PRESENTATIONS CONTINUED:
Community Events/ Project Update– Amy Mullerleile
Amy Mullerleile went over the Community Event rules and requirements provided for review to the commissioners.
After a brief rundown of the information in the draft document, the commissioners were given time to ask questions
and provide input. The next steps will be to wait for the Recreation Coordinator to come on, and continue work on
this process, before anything is live to the public.
Lisa Key briefly answered land use/ property acquisition questions asked by the commission. She also clarified the
close out process for WSDOT regarding the Kramer Overpass. At this time, we do not have a date provided, but it
is predicted to close out in 2025.
4th of July, Naming of Events– David Goehner
Every 4th of July, the City coordinates with Kiwanis for the 4th of July event. For 2024, it is being proposed to have
a multi-collaborative event that includes, the fireworks, concert, parade, and more. David Goehner went over the
proposal to have this as an umbrella event, thus enhancing the draw of each event. The event needs a name, and
so the Parks & Arts Commission, as well as the Community Engagement Commission, are asked to come up with
at least a few to ultimately vote on.
Trailhead Art Walls– Ross Schneidmiller, Allison Pegram
Ross Schneidmiller presented to the commissioners his ideas for the Trailhead art walls, showcasing specifically
his collection of historical photographs of Liberty Lake, as they related to ‘gathering’ and ‘recreation’. After a brief
slideshow, Allison Pegram proceeded to showcase student art in a separate slideshow.
City Council, Project Coordination– Mark McAvoy
Jennifer Camp opened discussion regarding improvement of communication between Council and the commis-
sion, so projects can be discussed and input can be given by the commission in the future. Mark McAvoy agreed
that there were opportunities for joint engagement, and noted that results of future surveys being put out by the
City could go before the commission before going to Council. For projects such as the Town Square Master Plan,
Mark agreed it was imperative to have the commission involved and providing input.
Harvard Trailhead Project– Greenstone
Jennifer Camp provided a brief update regarding the Greenstone renovation proposal, which would take place at
the Harvard trailhead entrance on the Centennial Trail. It would include landscaping, pavement improvements, and
plumbing improvements. The property is partially shared with the City, so there could be an opportunity for involve-
ment if Greenstone is open to coordination. As more information comes in, Jennifer will update the commission.
STAFF UPDATE:
Jennifer Camp introduced Derek Kosanke as the new Parks Supervisor for the City, and went over his duties
briefly.
A Recreation Coordinator has been hired, and he will start March 4th and be at the next meeting.
Jennifer finished by briefly going over upcoming projects and events, and asked for a commissioner to attend the
next Council meeting. Commissioner Frank cannot attend, but offered to provide a slideshow update.

The next meeting of the Parks and Arts Commission will take place on March 4th, 2024 at 4:00 PM.

There being no further business, the meeting adjourned at approximately 5:43 PM.
