PARKS & ARTS COMMISSION MEETING MINUTES
MARCH 4TH, 2024 - 4:00 PM
CALL TO ORDER:
Commissioner Hill called the meeting of the Parks and Arts Commission to order at 4:00 PM on March 4th, 2024.

APPROVALS:
Commissioner Hill opened the floor for discussion and approval of the February 5th 2024 meeting minutes. Com-
missioner Himebaugh motioned for approval of the minutes as they are, which was seconded by Commissioner
Bahr. The motion carried unanimously.
CITIZEN COMMENTS:
No citizen comments were made at this meeting.
UNFINISHED/ NEW BUSINESS:
Graffiti Barrel– Allison Pegram
Allison Pegram, Student Commissioner, briefly presented an update regarding her graffiti barrel. It has been
dropped off, and visuals of the barrel have been made available to the commissioners in their meeting packet.
Jennifer Camp briefly mentioned an issue with peeling regarding the barrels. Noting that going forward, barrels
will be coated after painting, the commissioners agreed to get the affected barrels redone.
Trailhead Art Wall– Historical Recognition, Chris Cargill
Council Member Cargill spoke regarding historical recognition for the City of Liberty Lake, including the four
founding individuals that established the region. He suggested an art installation, or perhaps a sculpture of some
type, but overall wanted the decision to rest with the commission. The commission agreed to continue discussing.
Smarty Signs Update– David Himebaugh
Commissioner Himebaugh presented information and a visual of the proposed double-sided Smarty Sign for Or-
chard Park. After brief review, Commissioner Bahr motioned for approval, which was seconded by Commissioner
Ferris. The motion carried unanimously. Jennifer Camp briefly went over suggested locations for the sign, and the
commissioners voted unanimously for the sign to be placed near the splash pad for better access.
Pavillion Historical Outlook– Laura Frank
Commissioner Frank provided a brief update,
Court/ Skate Finishing/ Dedication
Commissioner Hill opened discussion regarding the finishing and dedication of the court and skate area. At this
time, the temperature is still too low for the court to be finished, so finalization and dedication is weather depend-
ent.
UNFINISHED/ NEW BUSINESS CONTINUED:
Update Story Walk Books
Commissioner Himebaugh provided the update regarding new books for the Story Walks. March books are in,
and April’s are selected.
ACTION ITEMS/ DISCUSSION/ PRESENTATIONS:
Fireworks/ Events Budget Discussion
Jennifer Camp opened discussion regarding the Fireworks and events budget. Jennifer suggested that should the
commissioners want to make the recommendation for Council to increase funding for an event, that the Fireworks
event would be an ideal place to start. Commissioners briefly discussed, and agreed to consider the information
going forward.
Discuss Council Workshop Schedule– Mark McAvoy
Mark McAvoy began the discussion regarding the Council workshops, and how to get one started with the commis-
sion. He discussed tips regarding dates to suggest a workshop, noting May or June as a good time to possibly
have one, and stated that the workshop must start at 6:00 PM. At this time, the May 21st meeting is being consid-
ered for the workshop.
2024 CFP Project Update (Update on timeline of WSDOT release)
Commissioner Hill began discussion regarding the 2024 CFP list, specifically regarding the Kramer Overpass and
the signal boxes. The bridge will likely not be released until 2025, which would affect the signal boxes being re-
leased any sooner. The landscaping is more flexible, and the budget for that work would not come from the Parks
and Arts Commission budget. Landscaping is being handled by Operations & Maintenance, and thus input from
the commission will be welcome. Jennifer Camp will update more once those projects are getting ready to start.
Discussion then began regarding the triangle of land near the Country Vista Apartments, and what could possibly
be done there with the limited space. The commissioners discussed a possible Call to Artists for the space, and
discussed possible installations. More discussion will take place at the next meeting.
STAFF UPDATE:
Jennifer Camp introduced the new Recreation Coordinator, Mickael Stevens. He will be handling park shelter rent-
als, sports field rentals, garden plots, events and more within the department.
She went over the upcoming confirmed events, and project updates.
She reminded the commissioners of the need for someone to attend and provide the update for the March 19th
Council meeting.
UPCOMING MEETING:
The next meeting of the Parks and Arts Commission will take place on April 8th, 2024 at 4:00 PM. The meeting
was moved from the 1st due to Spring Break. Commissioner Frank motioned for the change, which Commissioner
Himebaugh seconded. The motion carried unanimously.
ADJOURNMENT:
There being no further business, the meeting was motioned for adjournment by Commissioner Bahr, and second-
ed by Commissioner Ferris. There being no objections to the unanimous vote, the meeting adjourned at approxi-
mately 5:25 PM.
