‘ç1e City o THE CITY OF LIBERTY LAKE PARKS & ARTS COMMISSION MEETING MINUTES APRIL 8TH, 2024 4:00 PM - CALL TO ORDER: Commissioner Hill called the meeting of the Parks and Arts Commission to order at 4:00 PM on April 8th, 2024. Director: Jennifer Camp Present APPROVALS: Commissioner Hill opened discussion regarding the March 2024 meeting draft minutes. Commissioner Loparco motioned for approval of the minutes. Commissioner Himebaugh seconded the motion, which then carried unani mously. CITIZEN COMMENTS: No citizen comments were made at this meeting. UNFINISHED! NEW BUSINESS: Trailhead Art Wall Corn missioner Hill opened the discussion regarding the Trailhead Art Wall. Examples of map-style artwork, and challenges surrounding the installation of an art wall in the Pro Shop, were discussed by the commissioners. Sty listic options, and what to include in the Call to Artists, were also briefly discussed. Further discussion will tenta tively take place at the next meeting. Allison Pegram briefly updated the commission on the possibility of a student focused rotating art wall. Pavillion Historical Outlook— Laura Frank Commissioner Frank could not attend, and left her update to be provided by Commissioner Hill. Coordination is still ongoing, and more information will be at the next meeting. Court! Skate Finishing! Dedication— Laura Frank Commissioner Frank’s update was given by Commissioner Hill. The target for completion will be this weekend (April l3th-l4th), and David Goehner will be part of the promotion for the dedication ceremony. The commission agreed that a sooner-than-later approach to the dedication ceremony date, would be best as a kick-off to the sea son, but also to avoid too much use before the official opening. Discuss Council Workshop Goals The possibility of having a council! commission workshop was briefly discussed. Dates will be explored between the July and August meetings as a preference, but June is also a last option. Kramer LL Together— Call to Artists— Laura Frank Commissioner Hill went over the draft Call to Artists provided by Commissioner Frank. Commissioner Himebaugh motioned for approval of the agreement. Commissioner Loparco seconded the motion, which carried unanimous ly. UNFINISHED! NEW BUSINESS CONTINUED: Bicycle Communities Update— Katie Ferris Commissioner Ferris began discussion regarding the Bike Communities certification, noting that a bike audit will need to first take place. May 11th at 10:00 AM is the proposed time for the audit, and the four things being audited are who is biking, traffic! bike safety, parking availability, and car-free pathways. A volunteer sub-committee will be formed, spearheaded by Commissioner Ferris. ACTION ITEMS! DISCUSSION! PRESENTATIONS: There was no discussion regarding action items or presentations. STAFF UPDATE: Jennifer Camp provided a brief staff report to the commission. The new Recreation Coordinator, Mickael Stevens, has been working to create a new version of the Parks & Recreation site. It is much cleaner and easier to navigate. The fee schedule will be discussed at the next meeting. Upcoming events include the Arbor Day celebration at the Diamonds, followed by Spring Clean Up day at Town Square Park. Subscribing Waste Management will be receiv ing their pamphlets and tickets soon. 4th of July celebrations and activities are underway for planning. There will be trail closures this summer for an overlay project. Greenstone and the City are collaborating for the trailhead en trance renovation. Recreation software is being explored, and hopefully online reservations will be up for 2025. Fi nally, the Smarty Sign has been installed at Orchard Park, and has been well received by the community, and the Comp Plan will be discussed more at a future meeting. UPCOMING MEETING: The next meeting of the Parks and Arts Commission will take place on May 6th, 2024 at 4:00 PM. ADJOURNMENT: There being no further business, the meeting was motioned for adjournment by Commissioner Himebaugh, and seconded by Commissioner Bahr. There being no objections to the unanimous vote, the meeting adjourned at ap proximately 4:58 PM.
