PARKS AND ARTS COMMISSION MEETING MINUTES Monday, May 6, 2024, 4:00 PM HELD IN PERSON & REMOTELY VIA ZOOM 22710 E COUNTRY VISTA DRIVE LIBERTY LAKE, WA 99019 1. Call to Order Commissioner Hill called the May 6th meeting of the Parks and Arts Commission to order at 4:00 PM. 2. Roll Call Roll call was taken, with Commissioners Hill, Himebaugh, Frank, Loparco, Schneidmiller, Ferris and Hay being present. Student Commissioner Pegram was also in attendance. Commissioner Bahr was excused before this meeting. 3. Approval of April 8, 2024 meeting minutes Commissioner Hill opened discussion for approval of the April meeting minutes. With no edits or comments made, Commissioner Himebaugh motioned for approval of the April meeting minutes. Commissioner Loparco seconded the motion, which then carried unanimously. 4. Citizen Comments No citizen comments were made at this meeting. 5. Unfinished/New Business Trailhead Art Wall Commissioner Hill opened discussion regarding the Trailhead Art Wall, starting with the student lead portion of the project. Students will be incorporation PNW elements into the wall and asked for a plaque to recognize the Ridgeline efforts in the project. Ridgeline staff expects an art selection to be made by the end of the school year. Commissioner Frank briefly went over the Call to Artists for the mural concept intended to go in the entryway. Commissioners discussed the details of the Call to Artists. The estimated cost would be $3500.00 at this time, though that may change. Commissioner Loparco motioned for approval of the draft, which was seconded by Commissioner Himebaugh. The motion carried unanimously. Pavillion Historical Outlook – Laura Frank Commissioner Frank provided the update regarding the Pavillion Historical Outlook project. She went over the details of the ideas provided by the Historical Society so far, including what the H.S. would be comfortable donating to the commission for the project. Commissioners discussed ideas for overall appearance and location within the park. Court/Skate Finishing/Dedication Commissioner Hill provided the update regarding the finishing and dedications of both the basketball court and skate part projects at Pavillion Park. June 8th at 11:00 AM is the tentative date and time for the event, and the City Council and Mayor will be invited to attend. It was proposed that the Police Department and Fire Department have attendants present to participate in a 3v3 tournament for the event. Commissioner Ferris volunteered to reach out to the Police Chief to get involvement from the Police Department and Fire Department. Council Workshop Goals Commissioner Hill opened discussion regarding the goals for the Council workshop on July 2nd at 6:00 PM. Mark McAvoy, City Administrator, provided a brief rundown of what new commissioners could expect from a Council workshop, and provided tips as to how best to propose requests for future projects and funding. Kramer LL Together – Call to Artist – Laura Frank Commissioner Frank provided the update regarding the Kramer Liberty Lake Together project and the associated Call to Artists. The Call went out in April, to approximately 82 individuals within the database of local artists. It remains open for about another month, and so far there have been no responses. Bicycle Communities Update – Katie Ferris Commissioner Ferris provided the final update, regarding the City’s status for Bicycle Communities. The Bike Audit will be Saturday, May 11th at 10:00 AM at Town Square Park. This event is open to the public for participation and is mainly used to gather information regarding bicycling within the community and the overall friendliness of Liberty Lake for cyclists. Commissioner Ferris will work on applying for the Spark Community Grant, which would possibly grant funds to improve friendliness for bicycling within the community. Story Walk Updates Commissioner Himebaugh provided a brief update for the new stories and their timeline for installation. 6. Action Items/Discussions/Presentations Comprehensive Plan Presentation – Lisa Key Lisa Key, Planning Director, presented the Comprehensive Plan to the commissioners. After the presentation, Lisa answered questions from the commissioners. Notably, the deadline for submission of the City’s Comprehensive Plan will be June of 2026. Lisa recommended the commission be heavily involved in the contracting of a consultant in relation to the Parks, Recreation & Open Space portion of the plan. The consultant would need to go out for bid by the end of 2024 to be hired by 2025. Fee Schedule – Mickael Stevens Mickael Stevens, Recreation Coordinator, presented his recommendations and findings regarding the fee schedule for the parks, shelters, and fields. His presentation covered the current rates for all City owned and operated shelters, including the non-profit rates, and went over the estimated processing fees for staff to offer a single reservation. He went over suggested guidelines for charging and possible minimum rental time frames that would break the availability into blocks of time, versus the current hourly option. He proceeded to go over field and ballfield recommendations for cost recovery, and moved to answering questions from the commissioners. Commissioner Hill requested a mock 2025 fee schedule for review and possible approval by the commission. Budget/Strategic Plan 2025 Discussion of the 2025 budget and strategic plan was moved to the June meeting. 7. Staff Report Jennifer Camp provided a brief staff report to the commissioners: - The City website has been updated with a new look, including the recreation page. - The Centennial Trail project is underway, and may be open soon. - Lions Club paver project is moving forward in the Arboretum, and cost is being established. - Vendors have been met with regarding the replacement of play equipment at Pavillion Park. The goal is to replace the structure as close to 1:1 as possible. - A volunteer was requested for the upcoming Council Meeting. - The commission is seeking to fill the vacant position left by previous Commissioner Chamberlain. 8. Adjournment There being no further business, Commissioner Ferris motioned to adjourn the meeting. Commissioner Schneidmiller seconded the motion, which carried unanimously.
