PARKS AND ARTS COMMISSION MEETING MINUTES Monday, February 3, 2025 4:00 PM HELD IN PERSON & REMOTELY VIA ZOOM 22710 E COUNTRY VISTA DRIVE LIBERTY LAKE, WA 99019 1. Call to Order Commissioner Hill called the February 3rd meeting of the Parks and Arts Commission to order at 4:02 PM. 2. Roll Call Commissioners Marked Present: Hill, Hay, Himebaugh, Ferris, Schneidmiller, Loparco, White. Commissioners Marked Excused: Frank Commissioners Marked Absent: Bahr 3. Approval of January 2025 meeting minutes Commissioner Hill opened discussion for approval of the January meeting minutes. Commissioner Himebaugh motioned for approval of the January minutes, which were seconded by Commissioners Ferris before carrying unanimously. 4. Citizen Comments Tom Sahlberg, resident, briefly spoke in positive praise of Commissioner Ferris and her efforts in helping making Liberty Lake a Bicycle Friendly Community. 5. Action Items/Discussions/Presentations Rotary Room The commissioners briefly discussed possible artwork preferences for the room. Pacific Northwest centered artwork was brought up, noting that it could rotate on a specified timeframe to include new work and work from other artists or students. Parks & Recreation Master Plan Update Mickael Stevens updated the commissioners on the progress so far with the master plan update. A preferred firm has been selected, and further work is still to be done before an agreement can go before Council. Public Engagement on Pavillion Park Playground The playground survey questions were provided to the commissioners for review and comment. The commissioners discussed attending a Community Engagement Commissioner meeting to further discuss outreach to the community. Review of 2025 Roadmap & Budget No specific discussion or decision was made on this topic. Proposal Form(s) Two proposals are in place, one from the Lions Club for an informational kiosk in the Arboretum near the picnic tables. This would be to aid in the public being able to obtain a paver for the Lions Club arboretum project. Kiosk design will be reviewed by the commission for comments and edits at the next meeting, tentatively.  The second proposal is from a local group that teaches archery with Spokane Parks and Recreation. The commissioners agreed to bring in the applicant for further questions and discussion. Never Forget Garden Electrical Box The commissioners decided to reach out to the Never Forget group to see if they want to wrap the electrical box at the location. It was also discussed to do a simple patriotic wrap. Liberty Lake Bike Friendly Community Commissioner Ferris briefly presented the report card for Liberty Lake’s BFA program. The City received the bronze award, and Commissioner Ferris went over the categories for the program and how the City met each mark. Review of Potential Recreation Programs Mickael Stevens presented a rough draft for 2025 recreation program options. Two spring activities being proposed for younger children would be youth field trips (with parents present), and lego building competitions. Commissioner Himebaugh motioned to bring the spring proposals before Council. The motion was seconded by Commissioner Hay and carried unanimously. 6. Unfinished/ New Business Updates: Remaining 2024 Projects- Various Projects Mickael Stevens updated the commissioners on the pickle ball box, which has now been picked up for wrapping. Derek Kosanke updated the commission on the Harvard Trailhead project, noting that they are just waiting for the ground to thaw enough to begin working again. The new bathroom has been installed, and irrigation will begin soon. The trailhead should be open by April. Pavillion Historical Outlook Sign dimensions have been received, and the Historical Society is ready to start working on the project. Kramer LL Together The commissioners received some snippets of the glasswork for the project, and the artist is hoping for a spring installation. WSDOT has released the utility boxes and they can now be wrapped as well. Smarty Boards The Rocky Hill board was discussed by the commissioners. Color changes were discussed, but overall the content will be the same as the other park boards. The commission is hoping for a spring installation of the board once ordered. Commissioner Ferris motioned for approval of the board, which was seconded by Commissioner Himebaugh. The motion carried unanimously. Story Walk Location Locations for the new Story Walk were discussed, the Arboretum and the trail by Liberty Lake Road were mentioned specifically. More research will need to be done before any decisions on location can be made. 7. Staff Report Mickael Stevens provided the staff report in Jennifer Camp’s extended absence. - staff will rebuild the ticket booth at Pavillion Park on site to ensure it is done by the summer. - indoor work is being done by staff to maintain equipment and facilities during the winter. - clean green/ bulky waste is scheduled for April 26th at Town Square Park. - staff will have an increased involvement with Winter Glow this year.  - the Kramer/ Legacy box has been released and can be wrapped by the City. - commissioners who are struggling with emails are encouraged to meet with Evan from Executech. - staff has been renovating the inside of the Rocky Hill barn for additional space and storage. 8. Adjournment There being no further business, Commissioner Hill motioned to adjourn the meeting. Commissioner Ferris seconded the motion, which carried unanimously. The meeting adjourned at approximately 5:20 PM.
