PARKS AND ARTS COMMISSION MEETING MINUTES Monday, January 6, 2025 4:00 PM HELD IN PERSON & REMOTELY VIA ZOOM 22710 E COUNTRY VISTA DRIVE LIBERTY LAKE, WA 99019 1. Call to Order Commissioner Hill called the January 6th meeting of the Parks and Arts Commission to order at 4:00 PM. 2. Roll Call Roll call was taken, with Commissioners Hill, Himebaugh, Ferris and Frank present. Student Commissioner White was also marked as present. Commissioners Bahr, Loparco, Hay and Schneidmiller were marked as absent and excused. 3. Approval of December 2024 meeting minutes Commissioner Hill opened discussion for approval of the December meeting minutes. Commissioner Frank motioned for approval of the December minutes, which were seconded by Commissioners Himebaugh and Ferris before carrying unanimously. 4. Citizen Comments No comments were made at this meeting. 5. Action Items/Discussions/Presentations Ridgeline Art Rotary Room Commissioner Hill suggested tabling this discussion for another month for further research. Review of 2025 Projects & Budget Commissioner Hill briefly introduced the approved 2025 budget and projects associated. Roadmap/ Timelines 2025 Commissioner Frank went over the roadmap for the 2025 project timelines. The call for artist qualifications will be needed soon in order to begin the two larger projects slated for 2025 (Liberty Lake Together roundabout and community art installation). The goal would be to have both projects installed by the end of 2025. Both projects will be listed in the singular call for artist qualifications, which allows the artist to indicate their own project preference for application. Commissioner Himebaugh motioned for approval and send-out of the Call for Artist Qualifications, which was seconded by Commissioner Ferris. The motion carried unanimously. The historical outlook is ready to begin, however the mounting frame is still needed from the historical society. The ticket booth at Pavillion Park is roughly estimated to be done in June of 2025, as it is simply cosmetic and being handled by City staff. The remaining electric boxes will be tentatively handled around July/ mid-Summer. The Orchard Park pickle ball box can be done by February tentatively. The next Story Walk project will rely heavily on the SVT student’s timeline.  Commissioner Himebaugh will continue to reach out. The Rocky Hill Park smarty board can be installed potentially around April-May, but relies on finalizing the icons and overall details for the board. Collaboration between the Parks and Arts Commission and the Community Engagement Commission will be useful in gaining community input for the Pavillion Park playground remodel. Remaining project timelines were briefly outlined and not discussed. Review of Potential Recreation Programs Mickael Stevens opened discussion regarding possible recreation programs for 2025. The tentative process for introducing new programs will follow the usual format—the proposal will be brought to the commission, budget impact will be discussed, a vote will take place to approve the proposal and send it to Council, and once it reaches Council it will either be approved to go forward or denied. The current ideas were briefly reviewed and discussed by the commissioners. 6. Unfinished/ New Business Updates: Remaining 2024 Projects- Various Projects The commission went over the remaining projects for 2024, starting with the Never Forget Garden electrical work. The contractor for this started today and should be done this week. The Art Map brochure was given to the commissioners for review and consideration. Pavillion Historical Outlook There has been no further update from the Historical Society. Kramer LL Together This is on track for the 2025 installation estimate. 7. Staff Report Mickael Stevens provided the staff report in Jennifer Camp’s extended absence. - staff is currently working on the Parks and Recreation master plan. - recreation program guidelines are being worked on internally. - the Trailhead whimsical map is officially completed and installed. - dual authentication is required for commissioners and any remaining commissioners need to connect with the City’s IT staff to complete this process. - Commissioner Hill volunteered for the January 21st Council report. 8. Adjournment There being no further business, Commissioner Frank motioned to adjourn the meeting. Commissioner Himebaugh seconded the motion, which carried unanimously. The meeting adjourned at approximately 4:44 PM.
