PARKS AND ARTS COMMISSION MEETING MINUTES Monday, December 2nd, 2024 4:00 PM HELD IN PERSON & REMOTELY VIA ZOOM 22710 E COUNTRY VISTA DRIVE LIBERTY LAKE, WA 99019 1. Call to Order Commissioner Hill called the December 2nd meeting of the Parks and Arts Commission to order at 4:00 PM. 2. Roll Call Roll call was taken, with Commissioners Hill, Himebaugh, Ferris, Hay and Bahr being marked as present. Commissioners Frank and Loparco were marked as excused. Commissioner Schneidmiller and Student Commissioner White were marked as absent. 3. Approval of November 2024 meeting minutes Commissioner Hill opened discussion for approval of the November meeting minutes. Commissioner Ferris motioned for approval of the November minutes, which was seconded by Commissioner Himebaugh before carrying unanimously. 4. Citizen Comments No comments were made at this meeting. 5. Action Items/Discussions/Presentations Ridgeline Art Rotary Room Commissioner Hill noted a request from one of the RHS art teachers, the request being Veterans Day related. At the time, it was too close to the actual holiday to proceed. Commissioner Himebaugh offered to take photos of the Rotary Room so the project can be further discussed at a later date. 6. Unfinished/ New Business Updates: Remaining 2024 Projects- Various Projects The commission went over the remaining projects for 2024, starting with the Never Forget Garden electrical work. Derek Kosanke provided the update for that project, noting that they will be holding off on bringing in an electrician for this job until January 6th. Mickael Stevens went over the art map flier with the commissioners, providing a brief presentation of the possible final product. The commissioners went over the example and provided input and edits. Once discussion was over, Commissioner Himebaugh motioned to move forward with 200 fliers, noting that this would go through after verifications had been made. Commissioner Bahr seconded the motion, which carried unanimously. The Orchard Park pickle ball box next discussed, and Commissioner Himebaugh noted that there were no updates yet on this project. The Harvard Trailhead Expansion was next for discussion, and Derek Kosanke provided updates on the restroom tear down as well as the framing for the new build. This should be done by spring. Temporary restrooms are currently being provided. Pavillion Historical Outlook Commissioner Hill stated there has been no further update from the Historical Society. Kramer LL Together Commissioner Hill noted that this is on track for the 2025 installation estimate. Trailhead Map Update Commissioner Hill stated that this is on track to be completed before the end of 2024, and should be in by the week of 12/20/24. Project Proposal: Leslie Chasteen- Nancy Hill The commissioners briefly went over the project proposal from Leslie Chasteen, with the knowledge that any progress would be made during 2025 most likely. 7. Staff Report Mickael Stevens provided the staff report in Jennifer Camp’s extended absence. - the graffiti barrels are ready to be painted. - proposal requests for the master plan will be coming in later during the month. - results for the program survey were shared with the commissioners, and Mickael briefly went over the results with the group. - The City has updated to Duo Authentication, and commissioners will soon need to switch over in order to continue accessing City emails. - Commissioner Hill volunteered for the December 17th Council Meeting. - lease negotiation is taking place between two possible vendors for the Trailhead restaurant space. 8. Adjournment There being no further business, Commissioner Himebaugh motioned to adjourn the meeting. Commissioner Ferris seconded the motion, which carried unanimously. The meeting adjourned at approximately 4:41 PM.
