PARKS AND ARTS COMMISSION MEETING MINUTES Monday, November 4th, 2024 4:00 PM HELD IN PERSON & REMOTELY VIA ZOOM 22710 E COUNTRY VISTA DRIVE LIBERTY LAKE, WA 99019 1. Call to Order Commissioner Hill called the November 4th meeting of the Parks and Arts Commission to order at 4:00 PM. 2. Roll Call Roll call was taken, with Commissioners Hill, Himebaugh, Schneidmiller, Frank, Ferris, Bahr, and Hay present. Commissioner Loparco was excused from this meeting. 3. Approval of September 2024 meeting minutes Commissioner Hill opened discussion for approval of the October 7th meeting minutes. Commissioner Himebaugh motioned for approval of the October 7th minutes, which was seconded by Commissioner Frank before carrying unanimously. 4. Citizen Comments No comments were made at this meeting. 5. Action Items/Discussions/Presentations Ridgeline Art Rotary Room Jennifer Camp went over a series of photos provided by the Ridgeline Art teacher, and noted that it was requested these be framed and hung in the Rotary Room for Veterans Day. Unfortunately, due to the short notice of this request, they were not able to be utilized in this fashion. For future requests of this nature, the commission discussed possibly offering rotating art in the room on an annual basis. 6. Unfinished/ New Business VOTE: Remaining 2024 Projects- Various Projects The commission heard from Derek Kosanke on possible options for the Orchard Park Never Forget Garden project. He went over the options available to the commission at this time, and answered questions such as estimated costs, material details, and more. Commissioner Frank motioned to move funding from the beautification line item for the project, which was seconded by Commissioner Schneidmiller before carrying unanimously. Mickael Stevens was asked to create a Parks & Arts Commission brochure and potentially an art map before the end of the year. Printing would likely take place around the beginning of the year. The pickle ball box project is still a possibility, with more information to come at a future meeting. Regarding the Harvard Trailhead, Commissioner Ferris suggested metal, colorful bike sculptures that would serve as a lock-up point along the trail. This would be beneficial in  areas such as the River Distrct. The four graffiti barrels were taken to the high school and should be back by spring to be clear coated by staff. Pavillion Historical Outlook- Laura Frank Commissioner Frank did not provide an update for this meeting. Kramer LL Together- Laura Frank Commissioner Frank confirmed the Artist Agreement has been signed, and install should take place in 2025. Trailhead Map Update- Laura Frank Commissioner Frank went over the resubmitted artwork that would better showcase the actual golf course. This can be installed by the end of 2024 if approved. Commissioner Himebaugh motioned to approve the selected artwork, which was seconded by Commissioner Hay. The motion carried unanimously. Public Art Fund Update- Mark McAvoy Mark McAvoy was not able to attend this meeting, so Jennifer Camp provided the update for the Public Art Fund. Ultimately, the City Council voted in favor of a 2% of sales tax for public art fund that would continue for five years. Discussion about this will continue into the new year. Bike Advisory Update- Katie Ferris Commissioner Ferris provided a brief update on the Bike Advisory Committee. The last meeting took place over the fall, and the first meeting of 2025 will take place in the spring. There will be a pavement survey upcoming to determine re-striping of lanes and improving visibility overall. Deputy Chief Morgan suggested a podcast or segment about bike safety. 7. Staff Report Jennifer Camp, Derek Kosanke, and Mickael Stevens jointly provided a brief staff report to the commissioners: - Winter Glow is coming up soon - Hometown Heroes banners will come down after Veterans Day - A new tree lighting ceremony will take place at Trailhead on December 1st at 5:00 PM - The Lions Club arboretum project’s first phase is complete, and the etched pavers will be installed at a later date - Commissioner Frank committed to provide the November 19th Council report - Mickael briefly went through the new sub-pages on the website for the commission 8. Adjournment There being no further business, Commissioner Himebaugh motioned to adjourn the meeting. Commissioner Frank seconded the motion, which carried unanimously. The meeting adjourned at approximately 5:54 PM.
