PARKS AND ARTS COMMISSION
MEETING MINUTES
Monday, October 7th, 2024
4:00 PM

1. Call to Order
Commissioner Hill called the October 7th meeting of the Parks and Arts Commission to
order at 4:00 PM.
2. Roll Call
Roll call was taken, with Commissioners Bahr and Frank being noted as absent and
excused. Commissioners Hill, Himebaugh, Ferris, Loparco, and Schneidmiller were noted
as present. Student Commissioner White was also noted as present.
3. Approval of September 2024 meeting minutes
Commissioner Hill opened discussion for approval of the September meeting minutes.
Commissioner Himebaugh motioned for approval of the September minutes, which was
seconded by Commissioner Schneidmiller before carrying unanimously.
4. Citizen Comments
Leslie Chastine, resident of the surrounding area to Liberty Lake, suggested an art project
possibility involving large scale art sculptures that would be placed around the city.

There was no discussion of any action items or presentations at this meeting.
6. Unfinished/ New Business
Recreation Programming- Mickael Stevens
Mickael Stevens, Recreation Coordinator, briefly went over the results (so far) of an
online recreation survey that was made publicly available via the City’s Facebook page
and the last Farmers Market date. The survey covered age demographic information, as
well as where residents were getting their information to begin with and how they would
like to be communicated with in the future. Survey participants were also asked their top
prioritized activities and what activities they would like to see implemented. The final
questions involved preferred time frame for programs and preferred costs per-hour for
programs.
Pavillion Historical Outlook- Laura Frank
Commissioner Frank was not able to attend this meeting, and so the Pavillion Historical
Outlook discussion was led by Commissioner Hill. There has been no recent update
from the Historical Society, and it is not expected that an update will be received in 2024.
As there is no carry-over in the budget for the Historical project, Commissioner Hill
suggested a motion to add the item as a carry-over into the 2025 budget. Commissioner
Himebaugh motioned to move the Pavillion Park Historical project ($20,000.00) from
2024’s budget to 2025 as a carry-over item. Commissioner Schneidmiller seconded the
motion, which then carried unanimously.
Kramer LL Together- Artist Agreement- Laura Frank
Commissioner Frank was not present for this meeting, so the Kramer LL Together Artist
Agreement update was provided by Commissioner Hill. The artist will be painting this on
a mountable hardboard which can be changed or repaired as needed.
Trailhead Map Update- Artist Agreement- Laura Frank
Commissioner Frank was not present for this meeting, so the Trailhead Map Artist
Agreement update was provided by Commissioner Hill. At this time, the artist agreement
is yet to be signed, but when it is the City will be invoiced for 50% as agreed. The artist
has also decided to paint the mural on a mountable board which will make any changes
or repairs easier in the future.
CEC Project Proposal- Follow Up (Tentative)
Jennifer Camp provided the follow up on the CEC project proposal. At this time, the CEC
has decided to move in another direction, and the Parks Commission will not be needed
for this project. Volunteering for help is still welcome.
Public Art Fund Update- Follow Up to October 1st Council Workshop
Mark McAvoy provided a brief update regarding the Public Art Fund. This was not
covered during the October 1st Council meeting and will be moved to the next meeting
workshop for discussion (October 15th). Based on the current policy, Mark suggested
simpler edits to the existing policy for the sake of clarification, but overall did not
recommend a specific percentage for art funding.
Remaining 2024 Budget & Project Possibilities
Jennifer Camp provided a brief rundown of what remains of the various budget line items
and available projects for those remaining funds. The commissioners discussed possible
outlets for the remaining (approximate) $10,000.00. Suggestions included more graffiti
barrels, updated concrete for the inside of the Pavillion shelter, and pickle ball boxes
could use an update on their wraps. Commissioner Himebaugh suggested reaching out
to STCU for funding on the pickle ball box wraps and will handle that contact himself.
Commissioners will decide on a more specific way to utilize those funds by the next
meeting.
Bike Advisory Update
Commissioner Ferris provided a brief update on the Bike Advisory Committee. Ben
Turner, Public Works Director, has been working with the committee to establish a
master plan for bike and pedestrian safety. Areas of concern have been brought up by
the Spokane Valley Fire Department, which can be taken into consideration for the
masterplan.
7. Staff Report
Jennifer Camp, Derek Kosanke, and Mickael Stevens jointly provided a brief staff report to
the commissioners:
- Events are winding down with WinterGlow coming up.
- Hometown Heroes banners will come down around Veterans Day for the year.
- The Harvard Trailhead project is moving forward, with staff assisting with the restroom
cleanup for an upcoming tear down. It should be completed by next spring.
- Pavillion’s courts have been resurfaced, and Rocky Hill will be next for resurfacing.
- Pavillion’s roof has been showing signs of wear and was repaired in September.
- Rocky Hill’s bathroom will be repainted and pressure washed.
- The Lions Club will be pouring concrete this week, and will begin working on pavers by the
end of this week.
- The upcoming Council meeting will be attended by Commissioner Hill.
- Reapplication for positions will need to be in for the first Council meeting in December
where they will be approved.
- The public art inventory was briefly presented, which will be for tracking, historical, and
insurance purposes.
- A tentative art section for the City website was presented, which will include information on
the Commission as well as visuals and descriptors for each art piece and an art map.
- The 2025-2030 CFP draft was given to the Commissioners for discussion at the next
meeting.
8. Adjournment
There being no further business, Commissioner Himebaugh motioned to adjourn the
meeting. Commissioner Ferris seconded the motion, which carried unanimously. The
meeting adjourned at approximately 5:11 PM.
Upcoming Meeting Schedule (tentative) - Regular Meeting, 1st Monday of the month
• The next meeting of the Parks and Arts Commission will take place on November 4th,
2024 at 4:00 PM.
