Flag Salute Roll Call of Council Members Present: DiDomenico, Hess, Jackson, Sinon, Strippoli, President Randolph-Sharpe, and Mayor Roach. Motion was made by President Randolph-Sharpe, second by Councilwoman Sinon that all bills that have been properly audited be approved for payment. Roll call vote was unanimous in the affirmative. Motion carried. The following reports have been filed and are available in the respective offices for review and will be included in the minutes: a. Tax Collector’s Report $4,726,509.79 b. Sewer Report $ 34,760.10 CONSENT AGENDA: The items listed below are considered routine by the Borough of Lindenwold and will be enacted by one motion. There will be no formal discussion of these items. If discussion is desired, this item will be removed from the Consent Agenda and will be considered separately. Resolution 2019:232-237 Motion was made by President Randolph-Sharpe, second by Councilman DiDomenico that Resolution 2019:232 to Resolution 2019:237 be adopted as read. Roll call vote was unanimous in the affirmative. Motion carried. RESOLUTION 2019:232 Change Order for Police Cameras BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold, based upon the recommendation of Lindenwold Police Department, that Change Order #1 to the contract for Body Cameras, with AXON Enterprise, Inc., 17800 N. 85th St., Scottsdale, Arizona 85255 is hereby approved as follows: Original Contract Amount $154,777.30 Data Storage/Change Order $15,028.00 Adjustment Amount Based on Change Order No. 1 $169,805.30 The reason for the change is “Additional data storage required for the body cameras.” BE IT FURTHER RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that above change order is hereby approved and the purchase shall be made over a period of five years in conjunction with the original contract adopted by Resolution 2019:102 as follows: Year 1: $1,156.00 Year 2: $3,468.00 Year 3: $3,468.00 Year 4: $3,468.00 Year 5: 3,468.00. RESOLUTION 2019:233 Budget Transfers BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that the following transfers be made to the 2019 Budget in accordance with N.J.S 40A:4-58: From To General Fund Tax Collector S&W 15,000.00 Parks & Playgrounds S&W 15,015.00 Accumulated Compensation 30,000.00 Emergency Management S&W 15.00 Total 30,015.00 30,015.00 RESOLUTION 2019:234 Sewer Line Abandonment WHEREAS, there is a need in the Borough of Lindenwold to revise regulations pertaining to the sewer lines, and COUNCIL CAUCUS MEETING December 23, 2019 Page | 2 WHEREAS, the Borough of Lindenwold needs to address property owners that have abandoned or capped existing lines, and WHEREAS, the Borough of Lindenwold requires notification to the Lindenwold Sewer Department for documentation and scheduling of an inspection for the proper capping of sewer lines when the owner wishes to stop future sanitary sewer bills, and WHEREAS, if the property owner wishes to keep the sewer connection for future building or occupancy, the owner is required to notify the Lindenwold Sewer Department and to maintain the sewer account in good standing, and WHEREAS, it will be determined by the Lindenwold Sewer Department if a sewer connection fee is required based on these regulations. THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold approves the regulations as submitted by the Lindenwold Sewer Department. RESOLUTION 2019:235 Property Maintenance Liens WHEREAS, the following properties in the Borough of Lindenwold had property maintenance work done by the Lindenwold Sewer Department, and WHEREAS, lien should be put on the following property for the cost of performing this work: Invoice Date Block Lot Address Amount 12/17/19 511 Gibbsboro Rd.(Arborwood) $2,710.00 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that a lien be put on the property. RESOLUTION 2019:236 Recognizing the Importance of the 2020 Census WHEREAS the U.S. Census Bureau is required by the U.S. Constitution to conduct a count of the population and provides a historic opportunity to help shape the foundation of our society and play an active role in American democracy; and WHEREAS the Borough of Lindenwold is committed to ensuring every resident is counted; and WHEREAS federal and state funding is allocated to communities, and decisions are made on matters of national and local importance based, in part, on census data and housing; and WHEREAS census data helps determine how many seats each state will have in the U.S. House of Representatives and is necessary for an accurate and fair redistricting of state legislative seats, county and municipal councils, and voting districts; and WHEREAS information from the 2020 Census and American Community Survey are vital tools for economic development and increased employment; and WHEREAS the information collected by the census is confidential and protected by law; and WHEREAS a united voice from business, government, community-based and faith-based organizations, educators, media and others will enable the 2020 Census message to reach more of our citizens; NOW, THEREFORE, BE IT RESOLVED that the Mayor and Governing Body of the Borough of Lindenwold is committed to partnering with the U.S. Census Bureau and the State of New Jersey and will: 1. Support the goals and ideals for the 2020 Census and will disseminate 2020 Census information. 2. Encourage all Lindenwold residents to participate in events and initiatives that will raise the overall awareness of the 2020 Census and increase participation. 3. Provide Census advocates to speak to Lindenwold and Community Organizations. Support census takers as they help our Lindenwold residents complete an accurate count. 4. Strive to achieve a complete and accurate count of all persons within our borders. RESOLUTION 2019-237 Purchase Litter Containers and a 2021 Freightliner Whereas, the Borough of Lindenwold, pursuant to N.J.S.A. 52:34-6.2 (B) (3) may, by Resolution and without advertising for bids, purchase any goods or services through Sourcewell, and Whereas, the Borough of Lindenwold desires to purchase of 30 - Litter Containers and a 2021 Freightliner w/ high angle dump with all needed attachments through the Sourcewell contract # 041217-WQI, and Whereas, Wastequip, Inc. has been awarded the contract for the of 30 - Litter Containers and a 2021 Freightliner w/ high angle dump with all needed attachments, and Whereas, the Mayor and Council of the Borough of Lindenwold recommend the utilization of this contract on the grounds as the best means available to obtain the equipment, and COUNCIL CAUCUS MEETING December 23, 2019 Page | 3 Whereas, the 30 - Litter Containers and a 2021 Freightliner w/ high angle dump with all needed attachments shall not exceed the amount of $165,126.35, and Whereas, funding for this resolution is available by Ordinance 2017-11 General Capital. Now, Therefore, Be It Resolved by the Mayor and the Borough of Lindenwold, County of Camden and State of New Jersey as follows: The Borough of Lindenwold hereby authorizes the purchase of 30 - Litter Containers from Wastequip, Inc. and a 2021 Freightliner w/ high angle dump with all needed attachments from Mid-Atlantic Waste Systems. through Sourcewell # 041217-WQI. 1. The total fee also authorized for this contract shall not exceed $165,126.35 without prior written approval from the Borough Council. 2. The Mayor, Borough Clerk and/or such other officials as is necessary and proper are hereby authorized to execute documents necessary to implement this resolution. 3. A copy of this resolution shall be provided to the Borough Treasurer, Wastequip, Inc. and Mid-Atlantic Waste Systems for their information and guidance. Mayor Roach opened the meeting to the public. Diane Veteri, resident, complained about the sidewalk in front of her house where South Jersey Gas had performed work. She stated that she called them to come out a second time to fix the problem but it has sunk and is a tripping hazard. If she makes the repairs, she is sending the bill to the Borough. Mayor Roach responded that it was the responsibility of South Jersey Gas as they contracted the work. Tim Foran and Danielle Brittin, Commitment Community Church, addressed Council regarding the request for support for the grant from Heart and Soul. Council questioned the specifics of this program as it was not clear. Members of Commitment explained this was a plan to bring different members of the community together. Councilman Jackson asked for references from other towns that have participated. Danielle Brittin stated this is a national program with New Jersey participating for the first time. Councilman Strippoli added that he has been speaking with residents for years and this made it sounded as if Mayor and Council does not interact with the residents. There being no one else desiring the floor, the Mayor closed the meeting to the public. President Randolph-Sharpe wished everyone a happy and healthy holiday. Mayor Roach wished everyone a happy holiday. Executive Session 2019:238 BE IT RESOLVED by the Mayor and Council of the Borough of Lindenwold that the Mayor and Council are now going into closed session to discuss legal matters, Personnel Matters, and 2020 Census Motion was made by President Randolph-Sharpe, second by Councilman DiDomenico that Resolution 2019:238 be adopted as read. Roll call vote was unanimous in the affirmative. Motion carried. Motion was made by Councilman DiDomenico, second by Councilman Jackson that the meeting be adjourned.
