Flag Salute Roll Call of Council Members Present: DiDomenico, Hess, Jackson, Sinon, Strippoli, President Randolph-Sharpe, and Mayor Roach. Resolution 2020:110 Extend Grace Period for Property Taxes WHEREAS, the Governor of the State of New Jersey issued Executive Order 103 on March 9, 2020 declaring both a Public Health Emergency and State of Emergency, and WHEREAS, Governor of the State of New Jersey issued Executive Order 1119 extending this order, and WHEREAS, in accordance with N.J.S.A. App. A:9-34 and -51, the Governor reserves the right to utilize and employ all available resources of the State government to protect against the emergency created by COVID-19, and WHEREAS, under N.J.S.A. 54:4-66(a), second quarter property taxes are due May 1, 2020 for municipalities on a calendar year budget cycle, and WHEREAS, under N.J.S.A. 54:4-67(a), local governments may fix the rate of interest to be charged for the nonpayment of taxes, assessments, or other municipal liens or charges, on or before the date when they would become delinquent, and may provide that no interest shall be charged if payment of any installment is made within the tenth calendar day following the date upon which the same became delinquent, and WHEREAS, under N.J.S.A. App. A:9-47, the Governor is authorized to, among other things, suspend any regulatory provision of law when its enforcement is detrimental to the public welfare during an emergency, and WHEREAS, in an attempt to alleviate some of the financial burden on property taxpayers, extends the grace period concluding on a date no later than June 1, 2020 for the payment of second-quarter property taxes. NOW, THEREFORE, BE IT RESOLVED that the Mayor and Borough Council of the Borough of Lindenwold authorizes the acceptance of Executive Order No. 130 by the Governor of New Jersey to extend the second-quarter property tax payment until June 1, 2020, and NOW, BE IT FURTHER RESOLVED that payments received after June 1, 2020 will be subject to interest back to the original due date of May1, 2020. Motion was made by President Randolph-Sharpe, second by Councilman DiDomenico that Resolution 2020:110 be adopted as read. Roll call vote was unanimous in the affirmative. Motion carried. CONSENT AGENDA: The items listed below are considered routine by the Borough of Lindenwold and will be enacted by one motion. There will be no formal discussion of these items. If discussion is desired, this item will be removed from the Consent Agenda and will be considered separately. Motion was made by President Randolph-Sharpe, second by Councilman DiDomenico that Resolution 2020:111 to Resolution 2020:112 be adopted as read. Roll call vote was unanimous in the affirmative. RESOLUTION 2020:111 Property Maintenance Liens Rev WHEREAS, the Borough of Lindenwold placed a property lien under Resolution 2020:100 for property maintenance work done by the Lindenwold Public Works for Code Compliance, and WHEREAS, the Block and Lot were reported incorrectly, and WHEREAS, lien should be put on the following property for the cost of performing this work: Invoice Date Block Lot Address Amount 2/27/20 46 10 816 E. Elm Ave.(trash) $334.00 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that lien be put on this property. RESOLUTION 2020:112 WHEREAS, there is a need for members to the Emergency Management Committee for the Borough of Lindenwold. THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold, New Jersey that the following be and are hereby appointed as members to the Emergency Management Committee: Craig Wells OEM Coordinator Richard J. Mayor Roach stated that this was a bad week for the virus. Lindenwold is now the second highest in the County. Even though the Governor opened the parks, children should stay off the equipment. The parks are opened but the gates will remain closed due to the playground. President Randolph-Sharpe asked about the restrooms which are closed. She added about the dense population due to the apartments which contribute to the high numbers. Mayor Roach opened the meeting to the public. Diane Veteri, resident, questioned if employees are still working even though the Borough is closed. The Mayor responded that schedules have been staggered as well as staff working from home. There being no one else desiring the floor, the Mayor closed the meeting to the public. Motion was made by President Randolph-Sharpe, second by Councilman DiDomenico that the meeting be adjourned.
