Resolution 2022:159 Executive Session
BE IT RESOLVED by the Mayor and Council of the Borough of Lindenwold that the Mayor and Council are
now going into closed session to discuss Legal Updates and Personnel
Motion was made by President Randolph-Sharpe second by Councilman DiDomenico, that Resolution 2022:159 be
adopted as read. Voice vote was unanimous in the affirmative. Motion carried.
Motion was made by President Randolph-Sharpe, second by Councilman Lenkowski to go out of executive session.
Voice vote was unanimous in the affirmative. Motion carried.
Motion was made by Councilwoman Hess, second by Councilwoman Sinon that the Council Meeting and Executive
Session for August 10, 2022 be adopted as presented. Roll call vote was in the affirmative with Councilman DiDomenico
and President Randolph-Sharpe abstaining. Motion carried.
Motion was made by President Randolph-Sharpe, second by Councilman Lenkowski that all bills that have been properly
audited be approved for payment. Roll call vote was unanimous in the affirmative. Motion carried.

CONSENT AGENDA: The items listed below are considered routine by the Borough of Lindenwold and will be enacted
by one motion. There will be no formal discussion of these items. If discussion is desired, this item will be removed from
the Consent Agenda and will be considered separately. Resolution 2022:160-185
Motion was made by President Randolph-Sharpe, second by Councilwoman Hess that Resolution 2022:160-185 be
adopted as read. Roll call vote was unanimous in the affirmative. Motion carried.
RESOLUTION 2022:160 Amend Lindenwold Employee Handbook
WHEREAS, the Borough of Lindenwold is a member of the Camden County Municipal Joint Insurance Fund,
and
WHEREAS, there is a requirement for the Borough of Lindenwold to maintain an Employee Manual, and
WHEREAS, after a review by the Borough Solicitor the following items are recommended to be updated:

Resignation Policy(Page 111):
An employee who intends to resign must notify the Department Head in writing at least two weeks in advance.
After giving notice of resignation, employees are expected to assist their supervisor and co-employees by
providing information concerning their current projects and help in the training of a replacement. During the
last two weeks, the employee may not use paid time off except paid holidays. The Borough Administrator will
conduct a confidential exit interview to discuss benefits including COBRA options, appropriate retirement
issues and any payment due. If applicable, a COBRA notification letter will be sent to the employee’s home
address. The exit interview will also include an open discussion with the employee. On the last day of work,
and prior to receiving the final paycheck, the employee must return all keys passwords, Employment Handbook,
and equipment. At this time, the employee will sign the termination memo designating all money owed and this
memo will be retained in the official personnel file. In the event of separation of employment with the

Borough, for any reason, within 18 months after attendance of the initial position certification program, the
Employee shall be obligated to reimburse the Borough for all costs and expenses incurred by the Borough
associated with the Employee’s attendance at the education course, including but not limited to tuition, travel
expenses, meal expenses, and lodging expenses. All such reimbursement to the Borough for these expenses may
be deducted from an Employee’s paycheck, from any other monetary benefit due to the Employee from the
Borough, or through the employee directly reimbursing the Borough for these costs.
THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that the
Personnel Manual be amended as recommended above.
RESOLUTION 2022:161 Renewal of Camden County Municipal Joint Insurance Fund
WHEREAS, the Borough of Lindenwold is a member of the Camden County Municipal Joint Insurance Fund; and
WHEREAS, said renewed membership terminates as of December 31, 2022 unless earlier renewed by agreement
between the Municipality and the Fund; and
WHEREAS, the Municipality desires to renew said membership;
NOW THEREFORE, be it resolved as follows:
1. The Borough of Lindenwold agrees to renew its membership in the Camden County Municipal Joint Insurance Fund
and to be subject to the Bylaws, Rules and Regulations, coverage’s, and operating procedures thereof as presently
existing or as modified from time to time by lawful act of the Fund.
2. The Mayor and Clerk shall be and hereby are authorized to execute the agreement to renew membership annexed
hereto and made a part hereof and to deliver same to the Camden County Municipal Joint Insurance Fund evidencing
the Municipality's intention to renew its membership.
RESOLUTION 2022:162 Emergency Appropriation
WHEREAS, an emergency has arisen with respect to a detailed review and analysis of a significant number and
age of Borough owned tax sale certificate liens. The governing body has deemed it necessary to take immediate action to
foreclose all of the tax sale certificates it currently holds in an effort to remove non-performing properties from the tax
base, and alleviate the resulting tax burden to the remaining tax paying properties. Foreclosing these tax sale certificate
liens, will have the salutary effect of increasing the tax collection rate while stabilizing the tax base. As a result of this tax
foreclosure project, ancillary expenses will be incurred, to include title searches, filing and recording fees, and attorney’s
fees in the amount of $280,000. And, no adequate provision was made in the 2022 budget for the aforesaid purpose; and
NJS 40A:4-46 provides for the creation on an emergency appropriation for the purpose mentioned above, and
WHEREAS, the total amount of the emergency appropriations created, including the appropriation to be created
by this resolution is $280,000 and three (3) percent of the total operating appropriations in the budget for 2021 are
$453,215.63.
WHEREAS, the foregoing appropriation together with prior appropriations does not exceed three (3) percent of
the total operating appropriations in the budget for 2022,
NOW, THEREFORE, BE IT RESOLVED, (by not less than 2/3 of all governing body members affirmatively
concurring) that in accordance with NJS 40A:4-48:
1. An emergency appropriation for the Tax Foreclosure Property is hereby made for Liquidation of Tax Title
Liens – Other Expenses in the amount of $280,000.
2. That said emergency appropriation shall be provided for in full in the
2023 budget and is requested to be excluded from CAPS, pursuant to NJS 40A:4-53.3c(1).
3. That two (2) certified copies of this resolution be filed with the Director
of the Division of Local Government Services.
RESOLUTION 2022:163 Renew Agreement with Empower Retirement
WHEREAS, The Borough of Lindenwold previously adopted a Deferred Compensation Plan and Service
Agreement provided by Great-West Life & Annuity Insurance Company Plan
Id#:170808-01 and Service Agreement #: for the purposes of:
• the desire to attract and retain qualified employees;
• the accrual of tax benefits to eligible employees through participation in a DeferredCompensation Plan as
established pursuant to Section 457 of the Federal Internal Revenue Code;
• the fact that there is no cost to the local governmental unit to adopt and implement a Deferred
Compensation Plan; and

• the implementation of a Deferred Compensation Plan serves the interests of the local governmental unit
by enabling it to provide enhanced retirement security to itseligible employees.
WHEREAS, Great-West Life & Annuity Insurance Company has assigned the provision of services to its wholly
owned subsidiary, Empower Retirement, LLC, who will continue to provide the same services under an updated Service
Agreement. The previously adopted Deferred Compensation Plan remains in full effect and is not being changed.
NOW, THEREFORE BE IT RESOLVED, Execution of a Service Agreement and Contractor Identified
RESOLUTION 2022:164 Award Camden County Pricing for Sodium Chloride
WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative Pricing System and to
enter into Cooperative Pricing Agreements for its administration, and
WHEREAS, the Borough of Lindenwold participated with the County of Camden hereinafter referred to as the
Lead Agency originally offered voluntary participation in a Cooperative Pricing System for Sodium Chloride and Pre-
treated Liquid Enhanced Sodium Chloride as awarded to various vendors as listed under the Camden County Cooperative
Pricing System #57-CCCPS for the first year with an option to renew in the second year, and
WHEREAS, Camden County Board of Chosen Freeholders has authorized the first year option, and
WHEREAS, Camden County Board of Chosen Freeholders had to award to the second lowest bidder due to a
mathematical error, and
WHEREAS, Atlantic Salt, Inc. was awarded the contract for Sodium Chloride at the price of $76.00 per ton for
the first year, and
WHEREAS, Atlantic Salt, Inc. was awarded the contract for Pre-treated Liquid Enhanced Sodium Chloride at the
price of $96.00 per ton for the first year, and
WHEREAS, there is a second year option to renew.
NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the Borough of Lindenwold as follows:
1. This resolution shall be known and may be cited as the Cooperative Pricing Resolution of the Borough of
Lindenwold.
2. Pursuant to the provisions of N.J.S.A. 40A:11-11(5) the Mayor is hereby authorized to enter into a
Cooperative Pricing Agreement with the Lead Agency
3. The Lead Agency shall be responsible for complying with the provisions of the Local Public Contracts
Law (N.J.S.A. 40A:11-1 et seq) and all other provisions of the revised statutes of the State of New Jersey.
4. This resolution shall take effect immediately upon passage.
RESOLUTION 2022:165 Chapter 159 for Distracted Driving Revenue
WHEREAS, N.J.S. 40A:4-87 provides that the Director of the Division of Local Government Services may
approve the insertion of any special item of revenue in the budget of any county or municipality when such item shall
have been made available by law and the amount thereof was not determined at the time of the adoption of the budget, and
WHEREAS, said Director may also approve the insertion of an item of appropriation for equal amount, and
WHEREAS, the Borough of Lindenwold has received $8,750.00 from the State of New Jersey Division of
Highway Traffic Safety and wishes to amend its 2022 Budget to include this amount as a revenue
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Borough Council of the Borough of Lindenwold
hereby requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue
in the budget of the year 2022 in the sum of $8,750.00 which is now available as a revenue from the State of New Jersey,
and
BE IT FURTHER RESOLVED that a like sum of $8,750.00 and the same is hereby appropriated under the
caption of: Distracted Driving Crackdown: U Drive, U Text, U Pay
BE IT FURTHER RESOLVED that a copy of this resolution will be sent to the Director of Local Government
Services for certification.
RESOLUTION 2022:166 Authorizing The Solicitor To Foreclose In Rem Certain Properties
WHEREAS, the Tax Collector of the Borough of Lindenwold has prepared and presented to the Mayor and
Council of the Borough of Lindenwold an In Rem Foreclosure List. The list includes Schedule Numbers 7,19, 26, 33 & 36
which set forth the particulars of the property and tax sale certificate for which the In Rem Foreclosure is being authorized

RESOLUTION 2022:171 Authorizing Transfer/Cancellation of various Items of Tax Collections-Sewer
BE IT RESOLVED, by the Borough Council of the Borough of Lindenwold in the County of Camden that the
Tax Collector is hereby authorized to make the following adjustments to the tax records of the Borough of Lindenwold.
IDENTIFICATION: 2022 TAXES
Block 134 Lot 5 $3,902.97
ADJUSTMENT: Cancel taxes along with corresponding assessments. Property owners are qualified as
Totally Disabled Veterans/Widows of Totally Disabled Veterans and as such are entitled to tax exempt status as ordered
by the New Jersey Division of Taxation.
RESOLUTION 2022:172 Refund Escrow
WHEREAS, Jessica Hebert of Mike Hebert Group submitted an escrow of $700.00 for 639 Sixth Ave., and
WHEREAS, the work was performed with a satisfactory inspection for the concrete work, and
WHEREAS, the applicant has requested a refund of the $700 escrow fee.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of
the Borough of Lindenwold that the amount of $700.00 escrow be refunded to Jessica Hebert as the job was been
completed and inspected.

RESOLUTION 2022:174 Accept 2021 Audit
WHEREAS, N.J.S.A. 40A:5-4 requires the governing body of every local unit to have made an annual audit of its
books, accounts and financial transactions, and
WHEREAS, the Annual Report of Audit for the year 2021 has been filed by a Registered Municipal Accountant
with the Municipal Clerk pursuant to N.J.S.A. 40A:5-6, and a copy has been received by each member of the governing
body; and,

WHEREAS, R.S. 52:27BB-34 authorizes the Local Finance Board of the State of New Jersey to prescribe reports
pertaining to the local fiscal affairs; and,
WHEREAS, the Local Finance Board has promulgated N.J.A.C. 5:30-6.5, a regulation requiring that the
governing body of each municipality shall by resolution certify to the Local Finance Board of the State of New Jersey that
all members of the governing body have reviewed, as a minimum, the sections of the annual audit entitled “Findings and
Questioned Costs” or “Comments and Recommendations, and,
WHEREAS, the members of the governing body have personally reviewed as a minimum the Annual Report of
Audit, and specifically the sections of the Annual Audit entitled “Findings and Questioned Costs” or “Comments and
Recommendations, as evidenced by the group affidavit form of the governing body attached hereto; and,
WHEREAS, such resolution of certification shall be adopted by the Governing Body no later than forty-five
days after the receipt of the annual audit, pursuant to N.J.A.C. 5:30-6.5; and,
WHEREAS, all members of the governing body have received and have familiarized themselves with, at least,
the minimum requirements of the Local Finance Board of the State of New Jersey, as stated aforesaid and have subscribed
to the affidavit, as provided by the Local Finance Board, and
WHEREAS, failure to comply with the regulations of the Local Finance Board of the State of New Jersey may
subject the members of the local governing body to the penalty provisions of R.S. 52:27BB-52, to wit:
R.S. 52:27BB-52: A local officer or member of a local governing body who, after a date fixed for
compliance, fails or refuses to obey an order of the director (Director of Local Government
Services), under the provisions of this Article, shall be guilty of a misdemeanor and, upon con-
viction, may be fined not more than one thousand dollars ($1,000.00) or imprisoned for not more
than one year, or both, in addition shall forfeit his office.
NOW, THEREFORE BE IT RESOLVED, that the Council of the Borough of Lindenwold, hereby states that it
has complied with N.J.A.C. 5:30-6.5 and does hereby submit a certified copy of this resolution and the required affidavit
to said Board to show evidence of said compliance.
RESOLUTION 2022:175 Authorizing the Solicitor to Foreclose In Rem Certain Properties
WHEREAS, the Tax Collector of the Borough of Lindenwold has prepared and presented to the Mayor and
Council of the Borough of Lindenwold an In Rem Foreclosure List. The list includes Schedule Numbers 38, 42, 44, 59 &
61 which set forth the particulars of the property and tax sale certificate for which the In Rem Foreclosure is being
authorized by the Borough of Lindenwold; and

RESOLUTION 2022:181 Shared Service with Camden County
WHEREAS, the Borough of Lindenwold, 15 North White Horse Pike, Lindenwold, New Jersey, and the County
of Camden, 520 Market Street, Camden, New Jersey, recognize that it is imperative to search for efficient means to
reduce spending through creative and innovative ideas and programs which benefit their community, and
WHEREAS, the “Uniform Shared Services and Consolidation Act”, N.J.S.A 40A:65-1 et seq. (the “Act”),
authorizes local units of the State of New Jersey to enter into an agreement with any other local unit or units to provide or
receive any service that each local unit participating in the agreement is empowered to provide or receive in its own
jurisdiction, and
WHEREAS, the respective parties have joined together authorizing a Shared Services Agreement for
development and/or enhancement of local recreation facilities for the Lindenwold/Gibbsboro Bikeway Network.

WHEREAS, N.J.S. 40A:4-87 provides that the Director of the Division of Local Government Services may
approve the insertion of any special item of revenue in the budget of any county or municipality when such item shall
have been made available by law and the amount thereof was not determined at the time of the adoption of the budget, and

Intergovernmental Purchasing Alliance Co. and administered by Sourcewell for the purchase of goods, products and
services; and

Motion was made by President Randolph-Sharpe, second by Councilwoman Hess that Resolution 2022:186 be adopted as

WHEREAS, the Borough of Lindenwold has identified a need to fulfill the position of Assistant Tax Collector in
the Borough of Lindenwold, and
WHEREAS, the Tax Collector made this recommendation based on the completion of the certification for Ana
Langenbach, and
WHEREAS, it is the procedure of the Borough of Lindenwold to promote employees by resolution, and
WHEREAS, Mayor and Council has accepted the recommendation to appoint Ana Langenbach to the position of
Assistant Tax Collector .
THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that Ana
Langenbach be appointed to the position of Assistant Tax Collector with the salary being retroactive to January 1, 2022.
President Randolph-Sharpe congratulated the employee on her efforts of successfully completing the courses and state
exam as an employee of the Borough of Lindenwold.
Matthew Magill of Remington and Vernick presented the Engineer’s Report including an update on the survey work for
the Municipal Parking Lot and design in progress, updates on the construction of Linden Town Phase 2, and the start of
the reconstruction of Cooper Avenue.
Mayor Roach opened the meeting to Council.
Councilman DiDomenico presented the Police Department August report including 2,377 total calls for service.
Councilwoman Hess presented the Public Works Report for August including 766.9 tons of trash collected and recycling
collected was 91.11with no accidents. She also gave the Sewer Report including 109 service calls.
President Randolph-Sharpe presented the number of inspections and violations that were completed by the department.
The training for the SDL program has started for the new software to assist in this office. She also stated that she attended
a meeting held with this office along with the Mayor and Administrator to review the policies and service being provided
to the residents. She congratulated the Finance Department on the excellent audit received this year. September 15-
October 15 is Spanish heritage month recognizing and celebrating the many contributions of citizens with this heritage.
Next week, is prostrate awareness cancer week, which is personal as her husband is a survivor. She recommends men to
receive annual checkups. Also, close to her heart is September 10 for the recognition of Suicide Awareness Day. She
encourages anyone suffering to seek assistance.
Councilman Lenkowski informed the residents that school is back in session and the school will be stricter on the uniform
regulations. He stated that passing the referendum was a good thing as the enrollment this year has increased. He
attended the Town Meeting and more funding will be available for higher education. In addition, he acknowledged the Be
Smart Program instituted at the school for gun safety and related a personal experience.
Councilwoman Patton announced upcoming events including Lindenwold Neighbor Fest on October 1, October 13 starts
the Book Sale at the Library, October 22 will be the community yard sale and October 29 is the Halloween Celebration
Councilwoman Sinon presented at the last meeting the declaration of Monkey Pox as an emergency. There are currently
631 cases. Numbers are staying low with the vaccine available at Cooper. Next, she informed the residents that the CDC
lists Camden County as “medium”. She updated residents regarding the booster that is available. In addition, Camden
County has information on the Caregiver Relief Fund.
Mayor Roach opened the meeting to the public.
Carol Shook, resident, informed Council of the problems at the Bellmont regarding drugs and shouting that is affecting
the residents in the area.
Jamie Porter, resident, again complained to Mayor and Council about the conditions at The Pines including rodents in her
apartment and lack of lighting.
Lucy Counter, resident, also commented on the conditions at The Pines. She had a snake in her apartment.
Robert King, resident, requested an update on the speeding on Walnut and Carlton. He also asked about adding a light in
that area.
Rosy Arroyo, regarding programs for citizens and a partnership with the township.
Joe Amodeo, resident, requested an update on the dog park and the house that is currently a junk yard. In addition, due to
the vehicles, the residents are concerned about contamination.

Minister Erika Fortune, representative from St. Marks AME, thanking Councilman Lenkowski and others who assisted
with the Church clean up on September 11, which was a day of service. She also questioned the traffic light pattern at the
High School.
Ms. Rivera, resident, questioned a fire hydrant near the house she just purchased.
Trevor Shaw, resident, commented on the rental of the community center. He also questioned President Randolph-Sharpe
on an update regarding property owned in the Borough that has not been inspected. He questioned the date for the hosting
the fall business meeting. He acknowledged a resident who assisted with school needs. He also addressed prior meeting
issues with no additional contact from the Mayor.
Diane Veteri, resident, questioned the report read by President Randolph-Sharpe and addressed the violation she was
issued.
Mayor Roach re-opened the meeting to the Council.
Mayor Roach apologized for the violation issued to Ms. Veteri and matter was addressed.
President Randolph-Sharpe addressed comments by Trevor Shaw regarding the property owner and the meetings that had
to be re-scheduled and violations were discussed. She will discuss his new complaints with the department. She also
addressed Ms. Veteri regarding the meeting held regarding her complaint, which was submitted, anonymous and steps are
being taken to address the procedure. Dates are being considered for the fall business connection. She also thanked
Diane for her donation to the school, which also received donations from the library.
Mayor Roach addressed the house with a junkyard violation that was just postponed by the court. The Borough Solicitor
added that the matter is now being handled by the municipal court. He also addressed that the traffic pattern is new but
has improved the traffic in the area.
Business Administrator addressed that the dog park is still in the process with quotes received for fencing.
Mayor Roach stated that the Fire Commission is the organization that would address her issue regarding a fire hydrant.

RESOLUTION 2022:160 Amend Lindenwold Employee Handbook
WHEREAS, the Borough of Lindenwold is a member of the Camden County Municipal Joint Insurance Fund, and
WHEREAS, there is a requirement for the Borough of Lindenwold to maintain an Employee Manual, and
WHEREAS, after a review by the Borough Solicitor the following items are recommended to be updated:
Addition:
Resignation Policy(Page 111):
An employee who intends to resign must notify the Department Head in writing at least two weeks in advance.
After giving notice of resignation, employees are expected to assist their supervisor and co-employees by
providing information concerning their current projects and help in the training of a replacement. During the
last two weeks, the employee may not use paid time off except paid holidays. The Borough Administrator will
conduct a confidential exit interview to discuss benefits including COBRA options, appropriate retirement
issues and any payment due. If applicable, a COBRA notification letter will be sent to the employee’s home
address. The exit interview will also include an open discussion with the employee. On the last day of work,
and prior to receiving the final paycheck, the employee must return all keys passwords, Employment Handbook,
and equipment. At this time, the employee will sign the termination memo designating all money owed and this
memo will be retained in the official personnel file. In the event of separation of employment with the
Borough, for any reason, within 18 months after attendance of the initial position certification program, the
Employee shall be obligated to reimburse the Borough for all costs and expenses incurred by the Borough
associated with the Employee’s attendance at the education course, including but not limited to tuition, travel
expenses, meal expenses, and lodging expenses. All such reimbursement to the Borough for these expenses may
be deducted from an Employee’s paycheck, from any other monetary benefit due to the Employee from the
Borough, or through the employee directly reimbursing the Borough for these costs.
THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that the
Personnel Manual be amended as recommended above.
RESOLUTION 2022:161 Renewal of Camden County Municipal Joint Insurance Fund
WHEREAS, the Borough of Lindenwold is a member of the Camden County Municipal Joint Insurance Fund; and
WHEREAS, said renewed membership terminates as of December 31, 2022 unless earlier renewed by agreement
between the Municipality and the Fund; and
WHEREAS, the Municipality desires to renew said membership;
NOW THEREFORE, be it resolved as follows:
1. The Borough of Lindenwold agrees to renew its membership in the Camden County Municipal Joint Insurance Fund
and to be subject to the Bylaws, Rules and Regulations, coverage’s, and operating procedures thereof as presently
existing or as modified from time to time by lawful act of the Fund.
2. The Mayor and Clerk shall be and hereby are authorized to execute the agreement to renew membership annexed
hereto and made a part hereof and to deliver same to the Camden County Municipal Joint Insurance Fund evidencing
the Municipality's intention to renew its membership.
RESOLUTION 2022:162 Emergency Appropriation
WHEREAS, an emergency has arisen with respect to a detailed review and analysis of a significant number and
age of Borough owned tax sale certificate liens. The governing body has deemed it necessary to take immediate action to
foreclose all of the tax sale certificates it currently holds in an effort to remove non-performing properties from the tax
base, and alleviate the resulting tax burden to the remaining tax paying properties. Foreclosing these tax sale certificate
liens, will have the salutary effect of increasing the tax collection rate while stabilizing the tax base. As a result of this tax
foreclosure project, ancillary expenses will be incurred, to include title searches, filing and recording fees, and attorney’s
fees in the amount of $280,000. And, no adequate provision was made in the 2022 budget for the aforesaid purpose; and
NJS 40A:4-46 provides for the creation on an emergency appropriation for the purpose mentioned above, and
WHEREAS, the total amount of the emergency appropriations created, including the appropriation to be created
by this resolution is $280,000 and three (3) percent of the total operating appropriations in the budget for 2021 are
$453,215.63.
WHEREAS, the foregoing appropriation together with prior appropriations does not exceed three (3) percent of
the total operating appropriations in the budget for 2022,
NOW, THEREFORE, BE IT RESOLVED, (by not less than 2/3 of all governing body members affirmatively
concurring) that in accordance with NJS 40A:4-48:
1. An emergency appropriation for the Tax Foreclosure Property is hereby made for Liquidation of Tax Title
Liens – Other Expenses in the amount of $280,000.
2. That said emergency appropriation shall be provided for in full in the
2023 budget and is requested to be excluded from CAPS, pursuant to NJS 40A:4-53.3c(1).
3. That two (2) certified copies of this resolution be filed with the Director
of the Division of Local Government Services.
RESOLUTION 2022:163 Renew Agreement with Empower Retirement
WHEREAS, The Borough of Lindenwold previously adopted a Deferred Compensation Plan and Service
Agreement provided by Great-West Life & Annuity Insurance Company Plan
Id#:170808-01 and Service Agreement #: for the purposes of:
• the desire to attract and retain qualified employees;
• the accrual of tax benefits to eligible employees through participation in a DeferredCompensation Plan as
established pursuant to Section 457 of the Federal Internal Revenue Code;
• the fact that there is no cost to the local governmental unit to adopt and implement a Deferred
Compensation Plan; and
• the implementation of a Deferred Compensation Plan serves the interests of the local governmental unit
by enabling it to provide enhanced retirement security to itseligible employees.
WHEREAS, Great-West Life & Annuity Insurance Company has assigned the provision of services to its wholly
owned subsidiary, Empower Retirement, LLC, who will continue to provide the same services under an updated Service
Agreement. The previously adopted Deferred Compensation Plan remains in full effect and is not being changed.

RESOLUTION 2022:164 Award Camden County Pricing for Sodium Chloride
WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative Pricing System and to
enter into Cooperative Pricing Agreements for its administration, and
WHEREAS, the Borough of Lindenwold participated with the County of Camden hereinafter referred to as the
Lead Agency originally offered voluntary participation in a Cooperative Pricing System for Sodium Chloride and Pre-
treated Liquid Enhanced Sodium Chloride as awarded to various vendors as listed under the Camden County Cooperative
Pricing System #57-CCCPS for the first year with an option to renew in the second year, and
WHEREAS, Camden County Board of Chosen Freeholders has authorized the first year option, and
WHEREAS, Camden County Board of Chosen Freeholders had to award to the second lowest bidder due to a
mathematical error, and
WHEREAS, Atlantic Salt, Inc. was awarded the contract for Sodium Chloride at the price of $76.00 per ton for
the first year, and
WHEREAS, Atlantic Salt, Inc. was awarded the contract for Pre-treated Liquid Enhanced Sodium Chloride at the
price of $96.00 per ton for the first year, and
WHEREAS, there is a second year option to renew.
NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the Borough of Lindenwold as follows:
1. This resolution shall be known and may be cited as the Cooperative Pricing Resolution of the Borough of
Lindenwold.
2. Pursuant to the provisions of N.J.S.A. 40A:11-11(5) the Mayor is hereby authorized to enter into a
Cooperative Pricing Agreement with the Lead Agency
3. The Lead Agency shall be responsible for complying with the provisions of the Local Public Contracts
Law (N.J.S.A. 40A:11-1 et seq) and all other provisions of the revised statutes of the State of New Jersey.
4. This resolution shall take effect immediately upon passage.
RESOLUTION 2022:165 Chapter 159 for Distracted Driving Revenue
WHEREAS, N.J.S. 40A:4-87 provides that the Director of the Division of Local Government Services may
approve the insertion of any special item of revenue in the budget of any county or municipality when such item shall
have been made available by law and the amount thereof was not determined at the time of the adoption of the budget, and
WHEREAS, said Director may also approve the insertion of an item of appropriation for equal amount, and
WHEREAS, the Borough of Lindenwold has received $8,750.00 from the State of New Jersey Division of
Highway Traffic Safety and wishes to amend its 2022 Budget to include this amount as a revenue
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Borough Council of the Borough of Lindenwold
hereby requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue
in the budget of the year 2022 in the sum of $8,750.00 which is now available as a revenue from the State of New Jersey,

RESOLUTION 2022:174 Accept 2021 Audit
WHEREAS, N.J.S.A. 40A:5-4 requires the governing body of every local unit to have made an annual audit of its
books, accounts and financial transactions, and
WHEREAS, the Annual Report of Audit for the year 2021 has been filed by a Registered Municipal Accountant
with the Municipal Clerk pursuant to N.J.S.A. 40A:5-6, and a copy has been received by each member of the governing
body; and,
WHEREAS, R.S. 52:27BB-34 authorizes the Local Finance Board of the State of New Jersey to prescribe reports
pertaining to the local fiscal affairs; and,
WHEREAS, the Local Finance Board has promulgated N.J.A.C. 5:30-6.5, a regulation requiring that the
governing body of each municipality shall by resolution certify to the Local Finance Board of the State of New Jersey that
all members of the governing body have reviewed, as a minimum, the sections of the annual audit entitled “Findings and
Questioned Costs” or “Comments and Recommendations, and,
WHEREAS, the members of the governing body have personally reviewed as a minimum the Annual Report of
Audit, and specifically the sections of the Annual Audit entitled “Findings and Questioned Costs” or “Comments and
Recommendations, as evidenced by the group affidavit form of the governing body attached hereto; and,
WHEREAS, such resolution of certification shall be adopted by the Governing Body no later than forty-five
days after the receipt of the annual audit, pursuant to N.J.A.C. 5:30-6.5; and,
WHEREAS, all members of the governing body have received and have familiarized themselves with, at least,
the minimum requirements of the Local Finance Board of the State of New Jersey, as stated aforesaid and have subscribed
to the affidavit, as provided by the Local Finance Board, and
WHEREAS, failure to comply with the regulations of the Local Finance Board of the State of New Jersey may
subject the members of the local governing body to the penalty provisions of R.S. 52:27BB-52, to wit:

RESOLUTION 2022:181 Shared Service with Camden County
WHEREAS, the Borough of Lindenwold, 15 North White Horse Pike, Lindenwold, New Jersey, and the County
of Camden, 520 Market Street, Camden, New Jersey, recognize that it is imperative to search for efficient means to
reduce spending through creative and innovative ideas and programs which benefit their community, and
WHEREAS, the “Uniform Shared Services and Consolidation Act”, N.J.S.A 40A:65-1 et seq. (the “Act”),
authorizes local units of the State of New Jersey to enter into an agreement with any other local unit or units to provide or
receive any service that each local unit participating in the agreement is empowered to provide or receive in its own
jurisdiction, and
WHEREAS, the respective parties have joined together authorizing a Shared Services Agreement for
development and/or enhancement of local recreation facilities for the Lindenwold/Gibbsboro Bikeway Network.
BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that the Mayor and
Borough Clerk are hereby authorized to execute the agreement with the County of Camden for the development and/or
enhancement of local recreation facilities for the Lindenwold/Gibbsboro Bikeway Network.
RESOLUTION 2022:182 Recreation Facility Enhancement Grant
WHEREAS, N.J.S. 40A:4-87 provides that the Director of the Division of Local Government Services may
approve the insertion of any special item of revenue in the budget of any county or municipality when such item shall
have been made available by law and the amount thereof was not determined at the time of the adoption of the budget, and
WHEREAS, said Director may also approve the insertion of an item of appropriation for equal amount, and
WHEREAS, the Borough of Lindenwold has received $25,000.00 from the County of Camden and wishes to
amend its 2022 Budget to include this amount as a revenue
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Borough Council of the Borough of Lindenwold
hereby requests the Director of the Division of Local Government Services to approve the insertion of an item of revenue
in the budget of the year 2022 in the sum of $25,000.00 which is now available as a revenue from the State of New Jersey,
and
BE IT FURTHER RESOLVED that a like sum of $25,000.00 and the same is hereby appropriated under the
caption of: Round 22 – Recreation Facility Enhancement
BE IT FURTHER RESOLVED that a copy of this resolution will be sent to the Director of Local Government
Services for certification.
RESOLUTION 2022:183 Renew Postage Lease
WHEREAS, the leases for the postage machine in the Lindenwold Police Department has expired, and
WHEREAS, the Lindenwold Police Department has leased this postage equipment, and
WHEREAS, Pitney Bowes has renewed the state contract #41258 for another year.
THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that
pursuant to N.J.S.A. 40A:11-12 the following state contract be awarded:

RESOLUTION 2022:184 Authorizing Fleet Management And Leasing From Enterprise Fleet Management
Pursuant To Master Inter-Governmental Cooperative Purchasing Agreement With Sourcewell
WHEREAS, the Borough of Lindenwold participates in the Cooperative Purchasing Program with the National
Intergovernmental Purchasing Alliance Co. and administered by Sourcewell for the purchase of goods, products and
services; and
WHEREAS, it is necessary for the Borough of Lindenwold to execute a contract with Enterprise Fleet
Management to place an orders for (2) - 2023 Ford F-150 XLT 4x4, (1) 2023 Ford F-150 XL 4 x2, and (2) 2023 Ford
Explorers as there is a significant time lag in production; and
WHEREAS, the Borough of Lindenwold received the following proposals for the leasing and management
program with an amount not to exceed $271,000 with the equity lease agreement made payable over a period of five years
according to the following schedule.

BE IT FURTHER RESOLVED this resolution shall take effect immediately upon adoption.
RESOLUTION 2022:185 Property Maintenance Lien
WHEREAS, the following properties in the Borough of Lindenwold had property maintenance work done by the
Lindenwold Public Works for Code Compliance and/or Police Department, and
WHEREAS, a lien should be put on the following property for the cost of performing this work:
