Excused absence: President Randolph-Sharpe Resolution 2022:187 Executive Session BE IT RESOLVED by the Mayor and Council of the Borough of Lindenwold that the Mayor and Council are now going into closed session to discuss Legal Updates, Personnel and Professional Services Motion was made by Councilman DiDomenico, second by Councilwoman Sinon, that Resolution 2022:187 be adopted as read. Voice vote was unanimous in the affirmative. Motion carried. Motion was made by Councilman DiDomenico, second by Councilwoman Hess to go out of executive session. Voice vote was unanimous in the affirmative. Motion carried. Motion was made by Councilman DiDomenico, second by Councilwoman Sinon that the Council Meeting and Executive Session for September 14, 2022 be adopted as presented. Roll call vote was unanimous in the affirmative. Motion carried. Motion was made by Councilman DiDomenico, second by Councilwoman Hess that all bills that have been properly audited be approved for payment. Roll call vote was unanimous in the affirmative. There will be no formal discussion of these items. If discussion is desired, this item will be removed from the Consent Agenda and will be considered separately. Resolution 2022:188-194 Motion was made by Councilman DiDomenico, second by Councilman Lenkowski that Resolution 2022:188-194 be adopted as read. Roll call vote was unanimous in the affirmative. RESOLUTION 2022:188 Foreclose In Rem Certain Properties For Delinquent Taxes WHEREAS, the Tax Collector of the Borough of Lindenwold has prepared and presented to the Mayor and Council of the Borough of Lindenwold an In Rem Foreclosure List. The list includes Schedule Numbers 11, 29 & 37 which set forth the particulars of the property and tax sale certificate for which the In Rem Foreclosure is being authorized by the Borough of Lindenwold; and WHEREAS, N.J.S.A 54:5-104.35 provides in pertinent part that the Governing Body may by Resolution, foreclose any of the tax sale Certificates held by it, by the summary proceedings In Rem as provided in the In Rem, Foreclosure Act [L.1948, c, 96]; and NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Lindenwold, in the County of Camden and the State of New Jersey that the Borough Solicitor, David A. RESOLUTION 2022:190 Curfew and Hours for Halloween WHEREAS, there currently exists a curfew for the Borough of Lindenwold residents seventeen (17) years of age and under, and WHEREAS, it is necessary to amend this curfew for Sunday, October 30, 2022 through Tuesday, November 1, 2022 for Halloween, and WHEREAS, it is also necessary to designate the time for Trick or Treating in the Borough of Lindenwold for Monday, October 31. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Lindenwold that the curfew hours for Sunday, October 30, 2022 through Tuesday, November 1, 2022 inclusive shall be from 8:00 p.m. until 6:00 a.m. prevailing time each night, and NOW, THEREFORE, BE IT FURTHER RESOLVED that the hours for Trick or Treating on Monday, October 31 be 2:00 pm until 6:00 pm. RESOLUTION 2022:191 Deer Carcass Removal WHEREAS, N.J.S.A. 40A:11-11(5) authorizes contracting units to establish a Cooperative Pricing System and to enter into Cooperative Pricing Agreements for its administration, and WHEREAS, the County of Camden hereinafter referred to as the Lead Agency has offered voluntary participation in a Cooperative Pricing System for deer carcass removal services awarded to Deer Carcass Removal Service, P.O. Box 328, Cream Ridge, NJ 08514 for a one year term at the cost of $65.00 per deer carcass removal with a second and third year option at the sole discretion of the County for the cost of $65.00, and WHEREAS, this term commences on or about October 1, 2022 through September 30, 2023. NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the Borough of Lindenwold as follows: 1. This resolution shall be known and may be cited as the Cooperative Pricing Resolution of the Borough of Lindenwold. 2. Pursuant to the provisions of N.J.S.A. 40A:11-11(5) the Mayor is hereby authorized to enter into a Cooperative Pricing Agreement with the Lead Agency. 3. The Lead Agency shall be responsible for complying with the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq) and all other provisions of the revised statutes of the State of New Jersey. 4. This resolution shall take effect immediately upon passage. RESOLUTION 2022:192 Refund Escrow WHEREAS, ARCR Properties LLC submitted an escrow of $700.00 escrow fee and $1,400 sewer connection fee for 705 Scott Ave., and WHEREAS, the work was performed with a satisfactory inspection for the concrete work, and WHEREAS, the applicant has requested a refund of the $700 escrow fee and $1,400 sewer connection fee. COUNCIL BUSINESS MEETING October 12, 2022 Page | 3 NOW, THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that the amount of $700.00 escrow and $1,400 sewer connection fee be refunded to ARCR Properties LLC as the job was been completed and inspected. RESOLUTION 2022:193 Refund Escrow WHEREAS, Germaine Carroll submitted an escrow of $700.00 for 2303 South Cuthbert Dr., and WHEREAS, the work was performed with a satisfactory inspection for the concrete work, and WHEREAS, the applicant has requested a refund of the $700 escrow fee. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that the amount of $700.00 escrow be refunded to Germaine Carroll as the job was been completed and inspected. Resolution 2022:194 Refund Permit WHEREAS, Sunrun Installation Services submitted a permit in the amount of $340.00 for 923 East Linden Ave., and WHEREAS, this job was cancelled, and WHEREAS, the applicant has requested a refund of the $340 permit fee. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that the amount of $340.00 escrow be refunded to Sunrun Installation Services as the job was cancelled. Mitchell Butler of Remington and Vernick presented the Engineer’s Report including an update on the survey work for the Municipal Parking Lot that has been submitted for approval. Engineers are still waiting on final approval for the traffic signal project and the reconstruction of Cooper Avenue has started. Mayor Roach opened the meeting to Council. Councilman DiDomenico presented the Police Report for September including 2,159 total calls serviced. Tragically, on September 30, there was a murder in town. Lindenwold Police worked with Gloucester Township and had the suspect in custody in twelve hours. He also advised residents to be vigilant due to recent incidents of road rage and officer shootings. Councilwoman Hess presented the September Report for Public Works including 286 tons of trash collected and for sewer 82 service calls. She wished everyone a safe and happy Halloween. Councilman Lenkowski reported on the Lions first football game last Friday on the new, beautiful field. He thanked the Lindenwold Fire Department on Fire Prevention. He also presented information from the County regarding the Anchor Program. Mayor added that this program is completed on line. Councilwoman Patton on behalf of President Randolph-Sharpe thanked the volunteers on Public Events. The Lindenwold Neighbor Fest has been rescheduled to October 16. Lindenwold Moose is also having a fall event on Saturday. The following Saturday is the Lindenwold Community Yard Sale on October 22. Residents need to sign up soon. On October 29 is the Halloween Event at the Lindenwold Park. Volunteers are still needed for upcoming events. The Library is holding their Fall Book Sale starting tomorrow. Councilwoman Sinon announced the upcoming events sponsored by Camden County for seniors. She had flyers for anyone who is interested. Camden County will be holding several small health fairs. She also reminded the residents of the Caregivers Support Group for upcoming discussions. For the Health report, Camden County is still listed at medium level for COVID. Booster shots are now available for gest 5-11 years old. Business Administrator informed the public regarding the Best Practices Checklist required by the state. Results will be presented at the next Council Meeting. Mayor Roach opened the meeting to the public. Diane Veteri, resident, commented on the speeding on Fifth Avenue. She rescued a cat was that was hit by a speeding car. This is one of the many feral cats that are being abandoned in the area. She questioned Borough policy and enforcement regarding animals. Jamie Porter, resident, again complained to Council regarding the conditions at The Pines. She is demanding that Council take action regarding the many problems faced by the residents. Rose Roane, resident, also complained about The Pines. She had moved into a one bedroom unit. She complained about the problems with the window and the patches on the patios that are falling down. She complained about the unsafe conditions and asking for Council to assist. COUNCIL BUSINESS MEETING October 12, 2022 Page | 4 Roxannnn Berger, resident, questioned about what Council is doing to resolve the situation at The Pines. She questioned if the situation is being monitored, also the problem with the trash and bulk pickup. She suggests that there be a healthcare program for residents in Lindenwold. Linda Gilchrist, resident, informed Council how The Pines has deteriorated since the last time she lived here. Her biggest complaint is the mice. She also gave examples of the problems in her unit and no assistance when refrigerator broke. Also, the problem at the office not answering calls or returning phone calls. Trevor Shaw, resident, he thanked the Lindenwold Police Department, the Lindenwold Fire Department, and Public Works for the Cooper Avenue project. He questioned the benefit for the Arborwood Redevelopment. It is the same owner as The Pines with all the complaints expressed by the residents. He also questioned the re-opening of the Senior Center. Mayor Roach closed the meeting to the public. Mayor Roach re-opened the meeting to the Council. Councilman DiDomenico responded that the Police Department is investing the speeding on Homesite. Also, the Borough is in the process of ordering the blinking speed signs. Councilwoman Sinon also commented on the speeding. She clarified the information on health fairs. Motion was made by Councilwoman Sinon, second by Councilwoman Hess that the meeting be adjourned.
