Excused absence: Councilman DiDomenico Resolution 2022:218 Executive Session BE IT RESOLVED by the Mayor and Council of the Borough of Lindenwold that the Mayor and Council are now going into closed session to discuss Legal Updates and Personnel Motion was made by President Randolph-Sharpe, second by Councilwoman Sinon, that Resolution 2022:218 be adopted as read. Voice vote was unanimous in the affirmative. Motion carried. Motion was made by President Randolph-Sharpe, second by Councilman Lenkowski to go out of executive session. Voice vote was unanimous in the affirmative. Motion carried. Motion was made by President Randolph-Sharpe, second by Councilman Lenkowski that all bills that have been properly audited be approved for payment. Roll call vote was unanimous in the affirmative. Motion carried. CONSENT AGENDA: The items listed below are considered routine by the Borough of Lindenwold and will be enacted by one motion. There will be no formal discussion of these items. If discussion is desired, this item will be removed from the Consent Agenda and will be considered separately. Motion was made by President Randolph-Sharpe, second by Councilwoman Hess that Resolution 2022:219-226 be adopted as read. Roll call vote was unanimous in the affirmative. Motion carried. Resolution 2022:219 Animal Control Contract WHEREAS, the Borough of Lindenwold has an agreement with Independent Animal Control Services, and WHEREAS, this agreement has an extension for the Borough of Lindenwold at the same proposed rates, and WHEREAS, the Borough of Lindenwold wishes to maintain these services for 2023, and WHEREAS, this agreement for Animal Control Services is for an additional term ending December 31, 2023, unless terminated by either party with thirty (30) day notice. THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold accepts the agreement for Animal Control Services with Independent Animal Control Services in the amount of $1,300.00 per month. Resolution 2022:220 Duplicate Tax Certificate WHEREAS, the Borough of Lindenwold acquired Tax Sale Certificate number 3-90 on December 28, 1990, with reference to Block 12, Lot 5 on the Tax Map of the Borough of Lindenwold; and WHEREAS, the Tax Collector of the Borough of Lindenwold has engaged in a good faith search for the original Tax Sale Certificate 3-90, but has been unable to locate or retrieve said tax sale certificate; and WHEREAS, Tax Sale Certificate 3-90 has been destroyed, lost, or otherwise is no longer available in the Office of the Tax Collector; and WHEREAS, N.J.S.A. 54:5-52.1 authorizes the issuance of a duplicate tax sale certificate, in the event the original tax sale certificate is lost or otherwise destroyed. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Lindenwold that the Tax Collector of the Borough of Lindenwold is authorized to issue a new duplicate tax sale certificate to replace the original tax sale certificate 3-90; BE IT FURTHER RESOLVED that there shall appear on the new duplicate tax sale certificate a statement that it is a duplicate of the original certificate 3-90, the date of the tax sale upon which it was issued, and the name and title of the officer who issued the new replacement certificate. COUNCIL CAUCUS MEETING, December 28, 2022 Page | 2 Resolution 2022:221Hire Police Clerks WHEREAS there is a need in the Police Department to hire two office clerks, and WHEREAS, it is the procedure of the Borough of Lindenwold to hire employees by resolution. WHEREAS, the Rosa Perez-Gonzalez and Lisa Baumann have been recommended to be hired after the successful completion of their pre-employment screening: THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that Rosa Perez-Gonzalez and Lisa Baumann be hired as the Police Office Clerks starting on January 9, 2023 after successful completion of the employment screening. Resolution 2022:222 Cancellation of Various Items, Division of Tax Collections-Sewer BE IT RESOLVED, by the Borough Council of the Borough of Lindenwold in the County of Camden that the Tax Collector is hereby authorized to make the following adjustments to the tax records of the Borough of Lindenwold. IDENTIFICATION: 2022 TAXES Block 170 Lot 7 $902.74 Block 244.04 Lot 14 $978.10 ADJUSTMENT: Cancel taxes along with corresponding assessments. Property owners are qualified as Totally Disabled Veterans/Widows of Totally Disabled Veterans and as such are entitled to tax exempt status as ordered by the New Jersey Division of Taxation. Resolution 2022:223 Budget Transfers BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that the following transfers be made to the 2022 Budget in accordance with N.J.S 40A:4-58: From To General Fund Compliance OE 15,350.00 Accumulated Compensation 5,000.00 Street Lighting OE 6,000.00 Public Defender S&W 4,350.00 Total 15,350.00 15,350.00 Resolution 2022:224 Shared Service with Lindenwold Fire District WHEREAS, the Borough of Lindenwold, 15 North White Horse Pike, Lindenwold, New Jersey, and the Lindenwold Fire District No. 1, 801 Scott Ave, Lindenwold, New Jersey, recognize that it is imperative to search for efficient means to reduce spending through creative and innovative ideas and programs which benefit their community, and WHEREAS, the “Uniform Shared Services and Consolidation Act”, N.J.S.A 40A:65-1 et seq. (the “Act”), authorizes local units of the State of New Jersey to enter into an agreement with any other local unit or units to provide or receive any service that each local unit participating in the agreement is empowered to provide or receive in its own jurisdiction, and WHEREAS, the Borough of Lindenwold has in its employ certain individuals to perform maintenance services on vehicles and equipment, and WHEREAS, the Borough of Lindenwold and the Lindenwold Fire District wish to enter into an agreement for these individuals to perform maintenance services on vehicles and equipment owned by the Fire District as set forth in the Shared Service Agreement dated December 26, 2022 and commencing on January 1, 2023. BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that the Mayor and Borough Clerk are hereby authorized to execute the agreement with the Lindenwold Fire District No. 1 as stated in the Shared Service Agreement stated above. Resolution 2022:225 Authorizing Fleet Management and Leasing From Enterprise Fleet Management WHEREAS, the Borough of Lindenwold participates in the Cooperative Purchasing Program with the National Intergovernmental Purchasing Alliance Co. and administered by Sourcewell for the purchase of goods, products and services; and COUNCIL CAUCUS MEETING, December 28, 2022 Page | 3 WHEREAS, it is necessary for the Borough of Lindenwold to execute a contract with Enterprise Fleet Management to place an orders for (1) - 2023 Ford F-350 4x4 and (2) 2023 Ford F-450 XL 4 x4 as there is a significant time lag in production; and WHEREAS, the Borough of Lindenwold received the following proposals for the leasing and management program with an amount not to exceed $250,000 with the equity lease agreement made payable over a period of five years according to the following schedule. P881129 – (1) 2023 Ford F-350 4x4 – Sewer Department Year 1 - $32,393, Year 2 – $12,491, Year 3 – $12,491, Year 4 – $12,491, Year 5 – $12,492 P881117 – (2) 2023 Ford F-450 XL 4x4 – Public Works Department Year 1 - $61,994, Year 2 – $26,369, Year 3 – $26,369, Year 4 – $26,369, Year 5 – $26,370 BE IT FURTHER RESOLVED that the appropriate Borough Officials are hereby authorized to execute the Contract for fleet management and leasing subject to submission of documentation and Notice as required by New Jersey Law. BE IT FURTHER RESOLVED this resolution shall take effect immediately upon adoption. Resolution 2022:226 Agreement with Homeward Bound WHEREAS, the Borough of Lindenwold has an agreement with Camden County for providing animal shelter services, and WHEREAS, the official name is Homeward Bound Pet Adoption Center, Inc., and WHEREAS, the Borough of Lindenwold wishes to maintain this agreement for the benefit of its residents, and WHEREAS, the agreement must be signed by December 31, 2022 for services to start on January 1, 2023. THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold renew the agreement for animal holding with Homeward Bound Pet Adoption Center, 125 County House Road, Blackwood, NJ 08012 for the basic amount of $5,775.00 per month with additional services outlined in the contract. Resolution 2022:227 Promotion Public Works Motion was made by President Randolph-Sharpe, second by Councilwoman Hess that Resolution 2022:227 be adopted as read. Roll call vote was unanimous in the affirmative. Motion carried. WHEREAS, the Borough of Lindenwold permanently hired Zachary Wojnar as a Labor 1in January of 2011, and WHEREAS, Zachary Wojnar continued to excel and obtained additional certifications which benefited the Borough of Lindenwold, and WHEREAS, in January of 2022 he was promoted to a Maintenance Repairer, and WHEREAS, it is the procedure of the Borough of Lindenwold to promote employees by resolution, and WHEREAS, Mayor and Council has accepted the recommendation for the promotion of Zachary Wojnar to the position of Crew Supervisor Building Maintenance Worker, and WHEREAS, the Borough of Lindenwold requires that the position of Crew Supervisor possess a valid CDL-A license which Zachary Wojnar maintains. THEREFORE, BE IT RESOLVED by the Mayor and Borough Council of the Borough of Lindenwold that Zachary Wojnar to the position of Crew Supervisor Building Maintenance Worker. Mayor Roach opened the meeting to the Public Diane Veteri, resident, again requested the Borough adopt a TNR program due to the large cat population. There being no one else desiring the floor, the Mayor closed the meeting to the public. Mayor Roach opened the meeting to Council. Councilwoman Sinon informed the residents of programs offered through Camden County including Bingocizing and the Caregiver Support Group. She had flyers for any resident that was interested. Applications are still being accepted applications for the Caregiver Relief Fund. President Randolph-Sharpe reminded residents of the deadline to apply for the ANCHOR Program that assists with property taxes or rental. She wished everyone a Blessed Holiday. Councilman Lenkowski wished everyone a safe holiday. He reminded everyone to be careful driving.
