PUBLIC WORKS & UTILITY COMMITTEE MINUTES
The regular meeting of the Lisbon Public Works & Utility Committee was held on Wednesday, July 19,
2023, at the Lisbon Village Hall, W234N8676 Woodside Road, Lisbon, WI.
Committee Chairman Marc Moonen called the meeting to order at 5:00 p.m.
Roll Call: Present: Trustee Marc Moonen (Chair); Trustee Linda Beal (Vice-Chair); Committee members
Jane Mueller, Joe Eberle, and Dan Plese; Sanitary District Administrator Mike Sargent; Village Engineer
Don Neitzel (via Zoom); DPW Director Joe DeStefano; and Administrator Kathy Nickolaus.
The Committee and members of the public recited the Pledge of Allegiance.
Citizen Comment
None.
Minutes – June 28, 2023 meeting
Motion by Beal, second by Eberle, to approve the minutes of the June 28, 2023 Public Works & Utility
Committee meeting as presented. Motion carried 4:0 with Mueller abstaining.
Department Reports
A. Dept. of Public Works
DPW Director Joe DeStefano gave a brief update on current DPW projects and accomplishments (see
attached). No action was taken.
B. Utility District
Utility Administrator Mike Sargent reported on July flows for the Utility District.
Engineer Don Neitzel gave a brief update of current Utility District projects and accomplishments (see
attached). No action was taken.
Unfinished Business
A. Discussion Only regarding future update of Utility Code
The Committee discussed taking a look at Sussex’s code and whether that needed any updates. The
Committee preferred working on sections of the code at a time, and they would prefer to set up
workshops to take place after regularly scheduled meetings. No action was taken.
B. Discussion and necessary action re: next steps for Richmond School and Willow Springs
The Committee directed Engineer Neitzel to bring back a recommendation for how to address the
sewer issues with Richmond School for consideration at a future meeting. No formal action was taken.
New Business
A. Discussion and necessary action re: purchase of Grinder Pump locks
The Committee directed DPW Director to obtain quotes for locks and bring them back to a future
meeting for consideration. No formal action was taken.

B. Discussion and necessary action re: purchase of a skid steer
Motion by Moonen to approve the Letter of Intent with Bobcat for an amount not to exceed $33,298
after trade-in, and recommendation to Village Board of the same. The motion was seconded by Eberle,
was voted on, and carried unanimously.
C. Discussion and necessary action re: purchase of new pickup truck for DPW Director
Motion by Moonen to approve the Letter of Intent with Ewald – with no strings attached – and to also
look at Griffin, and recommendation to Village Board of the same. The motion was seconded by Beal,
was voted on, and carried unanimously.
D. Discussion and necessary action re: adding a Crosswalk on Lake Five Road
No action was taken.
E. Discussion and necessary action re: creation of Sewer Permit & related process
Motion by Moonen to direct Engineer Neitzel to create and present a process that can be integrated
into the Sewer Code to include a permitting process. The motion was seconded by Mueller, was voted
on, and carried unanimously.
F. Discussion and necessary action re: creation of Grinder Pump policy
Mike Sargent indicated his belief that Lisbon is responsible for everything from the Grinder Pump to
the road, and the homeowners are responsible for everything from the Grinder Pump to the house.
Motion by Moonen, second by Beal, to table to a date uncertain. The motion was voted on and carried
unanimously.
G. Discussion and necessary action re: Late Fees for Utility Bills
Checking on Special assessments for pipes in front of houses. Check on past Town Board meeting
minutes for creation of Sanitary District and related Resolution. No action was taken.
H. Discussion and necessary action re: water & sewer needs for Circle Crest Park subdivision
Motion by Moonen, second by Beal, to direct Engineer Neitzel to break out households’ actual costs
including connection fees and costs of easements for both sewer and water. The motion was voted on
and carried unanimously.

No additional items were added.
Adjournment
There being no further business, Moonen moved to adjourn. The motion was seconded by Beal, was voted
on, and carried unanimously. The meeting was adjourned at 7:09p.m.

Report
Highway Division
• Staff started and completed the first round of roadside mowing.
• Staff ground all the brush from the annual brush pickup with Enercon.
• Staff performed ditching work in Lynndale West Subdivision.
• Staff paved approaches and edge of pavement along Indiangrass Dr. as well as shouldering it.
• Staff began shouldering in Thousand Oaks and Woodland Oaks subdivisions.
• Staff continues to maintain and pushup the Compost Site twice a week.
• Staff performed repairs and preventive maintenance on HWY and FD trucks and equipment
as needed.
Parks Division
• Staff cleaned bathrooms and took care of garbage as needed at all Parks.
• Staff maintained and prepared all the baseball fields and soccer field for games.
• Staff continued their steady mowing patterns.
• Staff have been cleaning shelters as needed after rentals were completed.
• Staff performed maintenance and cleanup at LCP to prep for the Lisbon Community Festival.
• Staff is working a getting the weed concerns under control at all Parks.
• Staff performed repairs and preventive maintenance on Parks trucks and equipment as
needed.
DPW Director
• I attended and conducted the June 7th Waukesha County Public Works Assoc. meeting.
• I attended the Public Works and Utility Committee Meeting on June 28th.
• I conducted the bid opening on June 7th for the 2023 Crack Sealing Program.
• I attended a forum regarding emergency management procedures with Waukesha
County.
• I have been working with the contractors for the salt shed and the 2023 road paving.
• I assisted with setup and take down for the Lisbon Community Festival.
• I continued my Weed Commissioner duties by checking on complaints and sending
letters as needed.
• I continued to take care of invoices, r/w permits, capital projects, all clerical tasks
needed and helped around the shop or in the field as needed.

Re: Monthly Report
The monthly engineer’s report for the Village of Lisbon Utility Committee is as follows:
June 2023 Flows – Flows were normal for the month of June at each of the
sites, with average flows for the month of 17 GPM for Jeanine Lift Station, 20
GPM for Plainview, and 22 GPM for Willow Springs.
Richmond School Lift Station – Flows at Richmond School Lift Station
were also within range for the month.
Business Park East – Work on lane widenings on east side of Townline Road
began the week of July 3rd. Curb & gutter at the intersections will be poured
the week of July 17th, with asphalt paving and pavement marking to follow.
Manhole and Sewer Repairs – I have contacted Visu-Sewer to let them
know that their proposal was approved at last month’s meeting at a maximum
of $15,000. Awaiting a proposed schedule from them to complete this work.
Sewer System Maps (GIS) – Sewer maps have been updated to include the
boundary of the approved sewer service area, the drainage basins for the
different sections of the sanitary sewer, the parcels that are currently served
by sanitary sewer and those that are not, and the sewer infrastructure and
laterals. I will be reviewing the maps yet this week and having any needed
revisions done. Once completed an on-line link will be provide for the map.

COMMITTEE CONSIDERATION: PW & Utility Committee
ITEM DESCRIPTION: Discussion and necessary action on purchasing locks that are keyed the
same for grinder pumps and pump control panels.

REPORT DATE: 7-10-2023
RECOMMENDATION: If approved, purchase locks with matching keys for grinder pumps.
EXPLANATION:
When we were shadowing with Debelak on the grinder pump PM’s. We noticed that
some of the pump lids and control panels did not have locks. And there are a few
different styles. I am asking if the committee would like to look into getting 70 locks that
are keyed the same for locking lids and control panels. Regardless of who the
responsibility of the pumps are going forward. It may make sense to keep keys in our
hands only and have the resident request the tank and/or panel be open. That way we
can keep tabs on work being performed.

Bobcat track skid steer.

RECOMMENDATION: Continue with signed agreement until we can finalize during 2024
Budget approvals.
EXPLANATION:
When we get into 2024 budget talks, you will find that we have a 2024 track skid steer in the
proposed budget. We currently have a 2020 John Deere tire machine. Over the last couple
years, we have seen the need for a track machine grow emesly. Stone Family Park, Compost
Site, Lisbon Oaks Basketball Court to name a few. And the track machine can do everything that
the tire machine can plus be used as a premium site grading tool.
We have been contacting dealers to discuss pricing and lead times. We demo’d a few
machines(Bobcat, Kubota, ASV) and have decided to focus on going with a Bobcat T76 Track
Machine. The three quotes are below and are also attached. I did sign the no strings attached
proposal from Bobcat Plus to lock a machine in for us as allocations are not like they were pre-
covid. We can back out of this if something changes with no penalty. There was no money due
to get our name on the list. If this all goes through, this machine would be built in the first quarter
of 2024. We will look to trade our current 2020 John Deere tire machine in towards the track
machine. We have been given a trade value from Bobcat Plus of $46,000, which is $6,000 more
then we paid for it.

EXPLANATION:
When we get into 2024 budget talks, you will find that we have a 2024 Director’s Pickup Truck in
the proposed budget. We currently have a 2018 Chevrolet Silverado 2500. Our policy is to
replace the Director’s truck every 6 years, One-Ton Dumps every 12 years and Plow Trucks
every 15-18 years. I received a quote from Ewald Chevrolet, where we normally get our Chevy’s

RECOMMENDATION: None at the moment. Hopefully will have proposals at meeting time.
EXPLANATION:
A request from the Village of Merton came in to assist with paying for a painted and signed
crosswalk on Lake Five Road at Wren’s Way.
Per our discussion at the June meeting, I am hoping to have a second estimate from the Village
of Merton from a different contractor for comparisons. The first estimate came in at $13,540,
which was significantly higher than the engineer’s estimate.
We will discuss the second proposal at the meeting.
