Committee Chair Marc Moonen called the meeting to order at 5:00 p.m. Roll Call: Present: Trustee Marc Moonen; Trustee Linda Beal (Vice-Chair); Committee members Jane Mueller, Joe Eberle, and Dan Plese; Utility District Accountant Mike Sargent; DPW Director Nick Wilichowski; Administrator Kathy Nickolaus; and Clerk Elisa Cappozzo Katch to record the minutes. Clerk Cappozzo noted Village Engineer Don Neitzel was running late. Pledge of Allegiance The Committee and members of the public recited the Pledge of Allegiance. Citizen Comment Gretchen Hoffman, W225N8080 Rolling Hills Drive, requested two stop signs on the intersection of Rolling Hills Drive and Longview due to a recent accident and safety concerns for children and pedestrians in the area. Mr. Moonen acknowledged the resident's statement and directed her to either leave her phone number with the clerk or have neighbors send comments to him or the Clerk. Minutes – 6/19/2024 Public Works & Utility Committee Marc Moonen invited comments on the draft minutes. Member Mueller asked if the location of sewer pump station could be included in the item approving Brabazon’s repair quote. Motion by Eberle, second by Plese, to approve the minutes of the June 19, 2024, Public Works & Utility Committee meeting as amended. Motion carried unanimously. Department Reports A. Dept. of Public Works DPW Director Nick Wilichowski gave a brief update on current DPW projects and accomplishments (see attached). No action was taken. B. Utility District Utility Administrator Mike Sargent reported successfully posting the C-MAR and noted that residential billing went out on July 1st. An increase of 26% in metered consumption by the end of June was observed, indicative of higher sewer processing volumes. He informed the committee that average flow data for June was discussed, and updates on sewer system maps and maintenance were included. It was noted that one section of sewer near Janine might need cleaning due to ponding water. Members questioned cleaning contracts and meter measurements, to which Engineer Neitzel explained there were no massive issues but recommended occasional cleaning for proper maintenance. New Business A. Sewer Rate Study presentation by Ehlers & recommendation to Village Board Jon Cameron and Ariana Schmidt from Ehlers provided an overview of the sewer rate study, which included examining historical rate performance, the upcoming wastewater treatment facility project in Sussex, and the potential impact on residential bills. Two options were outlined. Committee members debated the implications of both options, including rate increases and impact on cash flow. Most favored applying cash reserves considering future developments and possible rate stabilization. "Motion to recommend Option 2 with a set annual rate increase of 2%, starting in 2025, while using cash reserves for the project costs." Motion by Eberle, seconded by Beal. Motion passed unanimously. B. Request for speed controls at intersection of McKerrow & William Drives Chair Moonen reviewed the resident request for speed controls on McKerrow and William Drives. The results of the Sheriff's speed study, conducted between June 11th and June 26th, indicated that approximately 3% of the vehicles exceeded the speed limit of 25 mph. Consequently, the committee decided against making any changes to the current speed limit. "Motion to take no action on changing the speed limits on McKerrow and William Drives." Motion by Mueller, seconded by Beal. Motion passed unanimously. Unfinished Business A. Richmond School plans to address ongoing utility issues Don Neitzel mentioned discussions with school representatives regarding various maintenance issues including possible groundwater or septic issues impacting the area. A meeting with Adam Landowski from the school was scheduled to address and gather details on the highlighted concerns. Members emphasized the need to ensure that the school addresses maintenance issues to avoid further complications related to utility systems. No action taken. Committee members showed support for this initiative. Additionally, the committee will be tasked with reviewing a stop sign request at the intersection of Rolling Hills Drive and Longview. Repaired  MEMORANDUM August 15, 2024 To: Village of Lisbon Utility Committee From: Don Neitzel Re: Monthly Report The monthly engineer’s report for the Village of Lisbon Utility Committee is as follows:  July 2024 Flows – Flows for the Jeanine and Plainview Lift Stations continued trending downward for the month of July, with an average flow of 22 GPM (average 30,000 GPD) for Jeanine and 28 GPM (average 40,000 GPD) for Plainview. Willow Springs flows also continued to trend downward but flows were still quite during the first two weeks of the month. The average flow for Willow Springs was 40 GPM and 58,000 GPD. (see attached graphs for historical flows and current month).  Richmond School Lift Station – The lift station had a total run time of 49.5 hours for the month or an average of 0.8 hours of run time per day for each pump. The well reading for the month of July was 71,300 gallons and for the prior month of June it was 73,700. The calculated sewer flow for the month of July was 122,880 gallons (see attached water usage chart and sewer flow information) We met with the new buildings and grounds person for Richmond School on July 23rd. His name is Adam Landowski. We toured the school with him. Seeing as he was new, he was still getting up to speed on where everything is, how things work, etc… We discussed the past sewer televising work that was done there, investigating potential sources of I/I. Also discussed water usage that we are seeing on the weekend based on the lift station reports that are received from Sussex. Right now, he is focused on getting things ready for teachers to move back in and school starting. I did have discussion with him on investigating weekend water usage before school starts, as it would be a lot easier now that when school is in session. Will discuss with him on taking well readings on at end of day on Friday and then first thing Monday morning to see if well readings match what is being seen on lift station reports. I will also discuss with him on why water usage seems to be up so much during June and July this year, compared to 2023.  Fire station Well – The water usage for the month of July 2024 was 1,900 gallons while the water usage in the month of June was 2,000 gallons. (see attached water usage chart).  Caseys Well – The water usage at Casey’s for the month of July was 18,920 gallons while the water usage in the month of June was 19,862 gallons, which remains in-line with what was seen over the course of 2023.(see attached water usage chart).  Sewer System Maps (GIS) –No GIS updates for the month.  Lift Station Maintenance Quote – I received an annual maintenance quote from the Village of Sussex for all three lift stations that they received from  Dorner Company. Sussex obtained the quote for the Lisbon and Lannon lift stations. Per the quote they would be going through the electrical, control panels, pumps, floats, transducers, etc.. and will provide a report with any recommendations. The cost for Lisbon would be about $360 per lift station, so for all three lift stations it would total about $1,080. Sussex would like to have this work done by the end of the year if possible. I will have the quote on the September agenda for review and action.  CMOM Update – We are currently working on the CMOM update for the WDNR. The WCSD conducted a speed study in the subdivision in October 2023 when the PWC originally received the request. The Committee has weighed a number of possible options over several meetings, and last discussed the issue at their April 2024 meeting. At that time, the PWC requested targeted enforcement and a follow-up speed study from the Sheriff’s Department. A new speed study was conducted in late April & presented at the June 19 PWC meeting. Due to the vast difference between the previous 2 speed studies, the PWC requested a third study be conducted to determine which of the two was more consistent with regular activity in the area. Potential sewer service area of the sewer extension was delineated with respect to the surrounding terrain. Gravity sewer service limits is shown on the Overall Map, and Maps 2, 3, 3a, and 4 contained in this report. Background The area subject to this study is in the southwest part of the Village of Lisbon (formerly Town of Lisbon), in Waukesha County, Wisconsin. The is a developing area northwest of the City of Milwaukee and situated between the Village of Merton to the west and the Village of Sussex to the east. Land use is agricultural, mixed with residential subdivisions. Continued residential development of this area is anticipated. Currently with the exception of the Richmond School site and nearby Firehouse the area does not have public water or sewer service. In 1997 a sewer grinder pump station was installed to serve Richmond School with approximately 8,400 feet of 3” forcemain running east on Richmond Road to the Village of Sussex sewer system at the intersection of Highway 164. This installation has been problematic due to the intermittent use by the school, suspected inflow/infiltration issues, the long length of the forcemain, and the small diameter of the pipe. The Village of Lisbon has considered a gravity sewer extension to this area from the existing Village of Sussex sewer system, which lies just west of STH 164 along Lisbon Road. The sewer service area for the proposed Lisbon Road Sewer is currently outside the service area of the Village of Sussex Wastewater Treatment Plant (WWTP). Expansion of this WWTP service area will require a Sewer Service Area Plan Amendment, approved by the Southeast Wisconsin Regional Planning Commission (SEWRPC). The request must be a joint effort by both the Village of Lisbon and the Village of Sussex and will require a public hearing including notification of all affected property owners. The amendment process including the preparation of a revised service area plan report by SEWRPC, can take anywhere from 6 to 24 months to complete. Mapping and Study Objectives Terrain mapping shown in this study is sourced from Waukesha County Land Information, 2020 GIS contours, and aerial photography. Existing sewer elevations for connections to the downstream sewer system were provided by the Village of Sussex. The gravity sewer service limits projected in this study are from the far west end of the Village of Sussex sewer system on Lisbon Road. Sanitary sewer extensions were considered for pipe sizes of 8” through 15”. The depth for future sewer extensions that were considered was limited to 20 feet in areas where the sewer would cross hills or ridges. Construction issues regarding depth of bedrock and groundwater, or delineation of areas that could be served by lift stations were not included within the scope of this study. Kunkel Engineering Group Page 1 Village of Lisbon Southeast Gravity Sewer Service Area Study August 13, 2024 GRAVITY SEWER SERVICE AREA An Overall Map is provided to reference the following detailed Maps 2, 3, 3a, & 4: Lisbon Road Sewer Extension Route – Map #1 This 15” sewer extension would start at the intersection of Lisbon Road and Business Drive approximately 950 ft. west of Highway 164. The point of connection is to the Hwy K Interceptor Sewer, which is a 15” sewer on the west edge of the Village of Sussex sanitary sewer system. The capacity of the 15” sewer at the point of connection is 1,300 REU (residential equivalent units), however per the 2022 Boundary Agreement – Exhibit 2, with the Village of Sussex, the Village of Lisbon has been allocated 46% of the capacity of the Hwy K interceptor sewer, which would equate to roughly 600 REU’s for the Village of Lisbon. Based on this information, the extension would run west along Lisbon Road at a code minimum grade of 0.15% for approximately 3,600 feet passing through a low area (approximately STA. 65+00) where the shallowest section has 5 feet of cover. Along this section, areas south of Lisbon Road would require pumping or a lift station to reach the sewer extension. On the north side of Lisbon Road the land rises, so the undeveloped property to the north of this shallow section (between Lisbon Road and Richmond Road) could be served by future gravity sewer extensions from the Lisbon Road sewer. Lynndale Farms Subdivision southwest of the point where Lisbon Road curves to the northwest is too low to be served by gravity sewer extensions and would require pumping to reach the Lisbon Road sewer. Lands on the north of Lisbon Road in this same area increase in elevation, thereby allowing the undeveloped property to the north of Lisbon Road from the eastern Village Limits to High Road to be served by future gravity sewer extensions from the proposed Lisbon Road sewer, along with the Hurtgen Farm (STA. 30+00) and Lisbon Fire Station #47. The proposed sanitary sewer extension would then turn north at the intersection of High Road and Lisbon Road, continuing up to the Richmond School at intersection of Richmond Road and High Road. Both sides of High Road and Richmond School could be served by the gravity sewer extension. Gravity sewer can then be extended to the east down Richmond Road as depicted in Map #2. Future Richmond Road East Extensions – Map #2 A future sewer extension running east on Richmond Road, from the High Road intersection, is feasible to a point approximately 500 ft. east of Mary Hill Road. In this section, the lands fronting the north side of Richmond Road, along with Kay Estates, Richmond Heights, and McCormick Estates on the south side of Richmond Road could be served by gravity sewer. The limit of gravity service on the south side of Richmond Road is at the intersection of Boden Lane and Glenn Ridge Road. However, the remaining area of McCormick Estates along Glenn Ridge Court could be served by a future sewer extension from Lisbon Road to the north, as the existing undeveloped lands south of Glenn Ridge Court and north of Lisbon Road begin to develop, as noted on the Overall Map and Map 2. The limit of gravity service to the north of Richmond Road is approximately 500 ft north of the Mary Hill Road and Richmond Road intersection. Further gravity service could potentially be provided to the area of North Hill Drive, on the north side of Richmond Road by a possible extension of the Redford Hills sewer system west on Richmond Road. Please note that this is a possibility but would require further investigation and coordination/confirmation with the Village of Sussex. Kunkel Engineering Group Page 2 Village of Lisbon Southeast Gravity Sewer Service Area Study August 13, 2024 Future Richmond Road & Lisbon Road West Extensions – Map #3 & #3a A future sewer extension could be run west on Richmond Road from the intersection of High Road and Richmond Road, and then continuing down Lisbon Road to the west, reaching the intersection of Jessica Drive and Lisbon Road. Land further to the west would require lift stations. Land fronting Lisbon Road on the north side would have gravity sewer service from the Lisbon Road sewer. Lands on the south side of Lisbon Road, including Arrowhead Highlands Addition, lie below the elevation of the proposed sewer extension and would require gravity sewer service from the south. Map 3 shows a proposed sewer route running west from the proposed trunk sewer on Lisbon Road parallel to the north line of Lynndale Farms East to High Road thru a proposed utility easement. Further sewer extensions are shown serving the Arrowhead Highland Additions and the adjacent unplatted lands in this area up to Lisbon Road. These sewer routes are shown to illustrate gravity sewer service feasibility only, with the future sewer following possible street routes in future developments or through possible permanent utility easements where the sewers are shown to cross private property without platted street right of way. Sanitary sewer routes shown outside existing road right-of-way, on private property, are purely conceptual routes at this time and are depicted as such to show the possibility of providing gravity sewer service to these areas. Further investigation, coordination with property owners/developers, and utility easements would be required. Future Moraine Drive Extension – Map #4 This extension would run 5,600 ft. north on Moraine Drive from the Lisbon Rd intersection to a point where the Ironwood Golf Course main buildings could be served by gravity sewer. The Village of Merton lies to the west of this area. Sewer service north of the Ironwood Golf Course would require a lift station for sewer service. The majority of the Mountain Shadows Additions on the east side of Moraine Drive could be served by gravity sewer extensions, with the exceptions of lands at the Indian Head Drive in the northeast section which would require a lift station and lands in the southeast along Mountain Meadows Drive as shown on the service area map. However, the existing homes at the east end of Mountain Meadows Drive could be served by a gravity sewer extension from Richmond Road that would run thru the Richmond School property should appropriate easements be acquired. Lands located on the west side of Moraine Drive and east of the Harvest Ridge Subdivision, between Ainsworth Road and Lisbon Road, could be served by a gravity sewer extension running northwest from Lisbon Road, approximately 300’ west of the intersection of Moraine Drive and Lisbon Road. As noted in a prior section, these sewer routes are shown to illustrate gravity sewer service feasibility only, with the future sewer following possible street routes in future developments or through possible permanent utility easements where the sewers are shown to cross private property without platted street right of way. Sanitary sewer routes shown outside existing road right-of-way, on private property, are purely conceptual routes at this time and are depicted as such to show the possibility of providing gravity sewer service to these areas. Further investigation, coordination with property owners/developers, and utility easements would be required. Kunkel Engineering Group Page 3 Village of Lisbon Southeast Gravity Sewer Service Area Study August 13, 2024 Conclusions The primary finding of this study is that a gravity sewer could be extended along Lisbon Road to the Richmond School area, however the hilly topography in this area limits the amount of land that can feasibly be served by this gravity sewer extension. Incorporating adjacent areas to be served by future lift stations would greatly expand the potential sewer service area that could be served by this sewer extension, thereby maximizing the capacity of the proposed 15” sewer. Planning for areas that will require lift station sewer service should be an integral part of any future residential or commercial development design adjacent to the gravity sewer service area, along with considering the need and location for possible utility easements. As indicated above, effort to provide sewer service to the area covered within this study would constitute an expansion of the sewer service area for the Village of Sussex Wastewater Treatment Plant and will require a Sewer Service Area Plan Amendment to be submitted and approved by the SEWRPC. .
