VILLAGE OF LISBON Public Works & Utility Committee Minutes September 18, 2024 DRAFT PUBLIC WORKS & UTILITY COMMITTEE MINUTES Committee Chair Marc Moonen called the regular meeting of the Lisbon Public Works & Utility Committee to order at 5:01p.m. on Wednesday, September 18, 2024, at the Lisbon Village Hall, W234 N8676 Woodside Road, Lisbon, WI. Roll Call Those present included: Trustee Marc Moonen (Chair); Committee members Jane Mueller, Joe Eberle, and Dan Plese; Utility District Accountant Mike Sargent; Village Engineer Don Neitzel; DPW Director Nick Wilichowski; Administrator Kathy Nickolaus; and Clerk Elisa Cappozzo Katch to record the minutes. Trustee Linda Beal was absent and excused. Pledge of Allegiance Committee and members of the public recited the Pledge of Allegiance. Citizen Comment None. Minutes – 8/21/2024 Public Works & Utility Committee A typo was noted listing Joe Eberle as both present and absent; should be listed as bsent/excused. Motion by Mueller, second by Plese, to approve meeting minutes from the August 21, 2024, Public Works & Utility Committee meeting as corrected. Motion carried. Department Reports A. Dept. of Public Works DPW Director Nick Wilichowski gave a brief update on current DPW projects and accomplishments (see attached). No action was taken. B. Utility District Utility Administrator Mike Sargent reported on August flows, and Engineer Don Neitzel gave a brief update of current Utility District projects and accomplishments (see attached). No action was taken. Unfinished Business A. Proposed Sewer Service Area expansion Engineer Neitzel noted that he is coordinating with Waukesha County & SEWRPC. Feedback is needed from both entities to determine whether a condensed amendment can be pushed through, or if Lisbon will be required to complete a full amendment. Once a determination has been made, then a quote can be finalized for consideration. No action was taken. Request for approval of Dorner quote for Lift Station Inspections Motion by Mueller, second by Plese, to approve the Dorner quote for Lift Station Inspections, for an amount not to exceed $1,750.00, and recommendation to Village Board of the same. Motion carried. B. Award 2025-2034 Garbage & Recycling Contract Administrator Nickolaus reviewed all the bids that were received. GFL, Waste Management, and LRS submitted bids for curbside collection, and GFL submitted the lone bid for up-the- drive service. Discussion regarding curbside collection vs. up-the-drive service, or whether consideration of a hybridized service with residents choosing to pay for optional up-the- drive service was worthwhile. Tony Knoeck from Waste Management and Jason Johnson from GFL were present and answered technical questions from the Committee. Motion by Eberle, second by Mueller, to recommend that the Village Board award the 2025- 2034 trash and recycling contract to GFL for up-the-drive service. Motion carried. Minutes – 7/17/2024 Public Works & Utility Committee Motion by Mueller, second by Plese, to approve the minutes of the July 17, 2024, Public Works & Utility Committee meeting as presented. Motion carried. Village Engineer Don Neitzel arrived at 5:02p.m. Department Reports A. Dept. of Public Works DPW Director Nick Wilichowski gave a brief update on current DPW projects and accomplishments (see attached). Trustee Moonen noted the DPW’s efforts in their ongoing projects and thanked them for sharing pictorial updates in the report. No action was taken. B. Utility District Utility Administrator Mike Sargent reported on July flows for the Utility District. Engineer Don Neitzel gave a brief update of current Utility District projects and accomplishments (see attached). No action was taken. Request for Walnut Grove Speed Controls A speed study was completed showing 404 analyzed vehicles with a 4% enforceable violation rate, primarily going 31 mph. Several members expressed their view that the traffic was not heavy and noted that average speeds were within reasonable limits. Discussion indicated standalone traffic management solutions were adequate. Motion by Mueller, second by Plese, to deny the request for additional speed or traffic controls along Walnut Grove Drive, and recommendation to Village Board of the same. The motion carried unanimously. B. Richmond School plans to address ongoing utility issues Engineer Neitzel and the committee discussed ongoing utility issues at Richmond School, including ongoing investigations and mitigations concerning leaking and increased water usage. Administrator Nickolaus noted they would be providing the new grounds manager a previous letter Lisbon had sent communicating ongoing concerns. Coordination with school administration will continue to ascertain increased water usage at the school, and follow-up with grounds supervisors will attempt to mitigate concerns. No action was taken. C. Kunkel proposal for Sewer Area Study & possible gravity sewer extension Don Neitzel presented a sewer area study draft, outlines potential gravity sewer extensions and capacity based on current infrastructure agreements with Sussex (estimating approx. 600 REUs). Outlined were service zones leading to the southwestern area, followed by east and west sewer boundary discussions from Richmond Road, extending toward adjacent subdivisions and potential dwelling zones. A phased approach might execute these extensions feasibly while managing easement negotiation needs. Richmond Elementary School could showcase tract ground infiltration atypical possibly attributed to septic issues as mentioned by staff. Exploration of phased completion initiated with specific connection points recommended. Marc Moonen reiterated phase interests posed by business developers on sewer alignment project toward School and across intersections. Motion by Mueller, second by Plese, to authorize Kunkel to put together a cost estimate for construction and proposal for service fees regarding possible gravity sewer extension, and recommendation to Village Board of the same. The motion carried unanimously. New Business A. TAC Meeting Update Administrator Nickolaus recapped the recent TAC meeting outcomes focusing on installation of required meters in Business Park East and a similar installation for Office: (262)246-6100 | Email: villagehall@lisbonwi.gov | Web: www.LisbonWI.gov Public Works & Utility Committee Minutes August 21, 2024 Page 3 of 3 Menomonee Falls, noting potential cost burdens being distributed fairly. Ongoing actions include isolating I & I and a metering project. No action taken. B. 2025 Sussex Wastewater Treatment Facility Project Agreement Presented was the agreement pertained to cost allocations and partnership priorities in shared usage project with Sussex. The evaluations outlined Lisbon’s earmarked budget and cost share estimated at $632,077 for the agreed rehabilitation. Motion by Mueller, second by Plese, to recommend to the village board the approval of the 2025 Sussex wastewater treatment facility rehabilitation project. The motion carried unanimously. C. Create policy/procedure for citizen request for traffic/speed controls A draft policy encompassing experiences from neighboring municipalities was delved into. Pertinent additions suggested were to bridge implementation from citizen inputs to staff's compiling assessments efficiently while working within DOT mandates. Continued staff research is needed to bring back a starting outline for the committee to review at a future meeting. No action taken. Willow Springs flows were also down, with an average flow of 16 GPM and 25,000 GPD for the month of August. (see attached graphs for historical flows and current month).  Richmond School Lift Station – The lift station had a total run time of 36 hours for the month or an average of 0.2 hours (Pump #1) and 0.3 hours Pump #2) of run time per day. The well reading for the month of August was 16,000 gallons and for the prior month of July it was 71,300, so water usage has dropped significantly from what has been used the last three months. The calculated sewer flow for the month of July was 36,000 gallons (see attached water usage chart and sewer flow information) I did check with Richmond School Bldg. & Grounds Super. (Adam) on the increased water usage during the months of May, June, & July. He stated that they had been pressure washing all of the furniture from the School, along with doing work in the bathrooms which has required a fair amount of water. So that would explain the increase water usage overall the last few months. As previously mentioned, water usage has dropped at the School during the month of August. I provided Adam a copy of the letter that went out to the School regarding the Inflow/Infiltration issue and the required measures that the Village wanted the School to take to investigate this issue. I let him know that the previous person in his position had completed the sewer televising and started looking at roof drain connections, but did not complete the investigation. Adam informed me that he began looking at some of the roof drains when he had time during the last month and feels he found at least a couple that he feels are connected to the sanitary sewer. We met with him on September 11th to look at a couple of these locations, as well as looking at places where some may discharge outside of the School. While doing this there was at least one storm outfall that is shown on a plan that could not be found. After spending a couple of hours with us, Adam needs to get onto other things. We will be scheduling to meet with him again to continue going through the School and investigating any potential cross connections to the sanitary sewer. Prior to our next meeting we will assemble one plan from the 3 different sets of plans of the School, showing the location of the sanitary sewer, roof drains, storm outfalls, etc… so we have something to work off of and mark-up while going through the School with him.  Fire station Well – The water usage for the month of August 2024 was 2,000 gallons while the water usage in the month of July was 1,900 gallons. (see attached water usage chart).  Caseys Well – The water usage at Casey’s for the month of August was 26,645 gallons while the water usage in the month of June was 18,920 gallons, which remains in-line with what was seen over the course of 2023 (see attached water usage chart).  Sewer System Maps (GIS) –No GIS updates for the month.  CMOM Update – A draft copy of the updated CMOM will be provided for the September meeting.  Business Park East Sewer Flow Meter Install – As of the date of this report, I have left two messages for the Tom Dimoff, Superintendent of Utilities for the Village of Menomonee Falls, regarding combining efforts to install the meter at Business East and at Silver Spring Estates. I have not heard anything back as of today. I will reach out to the Engineering Department at the Village to see if there is someone else, I should speak to regarding this. Let me try this again.
