MEETING MINUTES
PUBLIC WORKS & UTILITY COMMITTEE
The regular meeting of the Lisbon Public Works & Utility Committee was held on Wednesday, October
16, 2024, at the Lisbon Village Hall, W234N8676 Woodside Road, Lisbon, WI.
Committee Chairman Marc Moonen called the meeting to order at 5:18 p.m., noting the delay due to
computer connectivity issues with the Zoom web meeting application.
Roll Call: Present: Trustee Marc Moonen (Chair); Committee members Jane Mueller, Joe Eberle, and Dan
Plese; Utility District Accountant Mike Sargent; Village Engineer Don Neitzel; DPW Director Nick
Wilichowski; Administrator Kathy Nickolaus; and Clerk Elisa Cappozzo Katch to record the minutes.
Trustee Linda Beal was absent and excused.
Pledge of Allegiance
The Committee and members of the public recited the Pledge of Allegiance.

Minutes – 9/18/2024 Public Works & Utility Committee
Motion by Eberle, second by Mueller, to approve the minutes of the September 18, 2024 Public Works &
Utility Committee meeting as presented. Motion carried.
Department Reports
A. Dept. of Public Works
DPW Director Nick Wilichowski gave a brief update on current DPW projects and accomplishments
(see attached). No action was taken.
B. Utility District
Utility Administrator Mike Sargent provided an overview of external utility costs and revenue
comparisons, presenting an early draft 2025 budget outline that highlighted anticipated changes
in various financial line items while also addressing potential regulatory changes by external utility
partners.
Engineer Don Neitzel gave a brief update of current Utility District projects and accomplishments,
noting updates on the Richmond School Lift Station and mentioning run times and water usage
comparisons that raised concerns for potential interventions. No action was taken.

Unfinished Business
A. Policy & Procedure Creation re: Citizen Requests for Speed, Street Sign, and Traffic Control
The committee engaged in a detailed discussion to streamline the process for citizen requests.
Kathy brought forward ideas to direct initial concerns, especially about speeding, directly to the
Sheriff's Department via structured complaint forms within the Civic Plus platform. The committee
emphasized the importance of a public feedback process and ensuring citizen involvement in
appeals, suggesting the guidance of MUTCD standards for any such appeals.
No action was taken.
B. Phase I of Proposed Sewer Service Area Expansion
Discussion centered around the phased progression to eventual expansion along Lisbon Road.
Neitzel updated the committee on the communication with the Southeastern Wisconsin Regional
Planning Commission (SEWRPC), mentioning an upcoming meeting with Joel Dietle to outline
timeline expectations and responsibilities. Committee also briefly discussed options for
consideration, seeking to clarify expansions across differing areas and potential influence from
adjacent municipalities like Sussex and Menominee Falls.
No action was taken.
New Business
A. LW Allen Quote for Installation of LBPE Flow Meter
Neitzel reported on the equipment for a new flow meter for the Business Park East to address
concerns of inflow and infiltration contribution. He explained the coordination efforts with Sussex and
potential tie-in requirements needed. The committee discussed potential cost shares and
additional preparation necessary before installation. Neitzel noted that the outstanding information
needed should be available for either the November or December committee meeting for review.
No action was taken.
B. Brabazon Quote for Spare Pump at Richmond School Lift Station
A quote from Brabazon for a spare pump was discussed, centering on previous equipment failure
and maintenance schedules. Neitzel shared evaluation details, indicating that the difference in cost
between rebuilding and purchasing a new pump was minimal. Meeting participants debated
effectiveness, with both operational risks and contingencies being considered.
Motion by Mueller to approve purchase of spare pump for Richmond Lift Station for a cost not to
exceed $38,060.00, and recommendation to Village Board of the same. The motion was seconded
by Plese, was voted on, and carried unanimously.
C. Draft 2025 Utility Budget
Mike Sargent and Administrator Nickolaus presented adjustments to the budget for 2025 with in-
depth reviews on engineering costs and preventive measures for maintenance reduce unnecessary
financial allocation. Fiscal expectations and structural corrections helped integrate additional

balances. The committee emphasized capturing staff efforts through internal billing updates,
striving to bring together financial transparency across joint operational streams by setting new
forward-thinking propositions.
Motion by Moonen to approve the 2025 utility budget as proposed, implementing noted
amendments, and recommendation to Village Board of the same. The motion was seconded by
Eberle, was voted on, and carried unanimously.
Items for next Public Works & Utility agenda
Several items were proposed for future agendas, including the development of a comprehensive policy
and procedure framework to address citizen requests on traffic/ signage, follow-up updates on
SEWRPC-related expansion discussions, the final LW Allen Quote for Flow Meter installation, and the
evaluation of potential alternative contractors for grinder pump services to reduce costs and improve
repair efficiencies.
Adjournment
There being no further business, Moonen moved to adjourn. The motion was seconded by Eberle, was
voted on, and carried unanimously. The meeting was adjourned at 6:51p.m.

Minutes – 8/21/2024 Public Works & Utility Committee
A typo was noted listing Joe Eberle as both present and absent; should be listed as
bsent/excused. Motion by Mueller, second by Plese, to approve meeting minutes from the
August 21, 2024, Public Works & Utility Committee meeting as corrected. Motion carried.

accomplishments (see attached). No action was taken.

Utility Administrator Mike Sargent reported on August flows, and Engineer Don Neitzel gave
a brief update of current Utility District projects and accomplishments (see attached). No
action was taken.
Unfinished Business
A. Proposed Sewer Service Area expansion
Engineer Neitzel noted that he is coordinating with Waukesha County & SEWRPC. Feedback
is needed from both entities to determine whether a condensed amendment can be
pushed through, or if Lisbon will be required to complete a full amendment. Once a
determination has been made, then a quote can be finalized for consideration. No action
was taken.

New Business
A. Request for approval of Dorner quote for Lift Station Inspections
Motion by Mueller, second by Plese, to approve the Dorner quote for Lift Station Inspections,
for an amount not to exceed $1,750.00, and recommendation to Village Board of the same.
Motion carried.
B. Award 2025-2034 Garbage & Recycling Contract
Administrator Nickolaus reviewed all the bids that were received. GFL, Waste Management,
and LRS submitted bids for curbside collection, and GFL submitted the lone bid for up-the-
drive service. Discussion regarding curbside collection vs. up-the-drive service, or whether
consideration of a hybridized service with residents choosing to pay for optional up-the-
drive service was worthwhile. Tony Knoeck from Waste Management and Jason Johnson
from GFL were present and answered technical questions from the Committee.
Motion by Eberle, second by Mueller, to recommend that the Village Board award the 2025-
2034 trash and recycling contract to GFL for up-the-drive service. Motion carried.
