MINUTES OF THE DESIGN REVIEW BOARD MEETING
OF APRIL 16, 2013
Call to Order: Charles Kell, Village Administrator called the meeting to order at 5:30 p.m.
Roll Call:
Present: Administrator Charles Kell-Chairperson, Village President Michael Vanden Berg,
Diane DeBruin, Rob Peterson, Hollie Hammen
Excused: John Elrick
Absent: Steve Reynebeau
Also Present: Community Development Director Jim Moes, Village Clerk Vicki Schneider, Kelli Lax of
Creative Sign Company

Approval of Minutes of November 27, 2012
Moved by R. Peterson, seconded by D. De Bruin to approve the minutes of November 27, 2012 as
presented. Ayes 5, Nays 0 – Motion Carried
Review/Action – New Sign Proposal for Salon Indulgence
C. Kell informed Kelli Lax that he had sent the Review Board the plan for the sign that was shown on the
building design that was approved and the plan for the new sign proposal looks like the sign on the back
of her current building. Kelli Lax stated that the sign is the same as the current sign on the building
except for the words Day Spa & Boutique being added and she also stated that at this time, no sign is
planned for the back of the building. Kelli Lax stated that the sign is a 4′ by 8′ panel that is not
illuminated and she wasn’t aware of these design review standards and she believes that the owner was
also not aware of the requirement and the design is the identity and branding of the logo that is needed in
the marketing world. H. Hammen and D. De Bruin both commented on the design and colors being very
trendy and contemporary and not adhering to the design manual requirements. Discussion took place.
R. Peterson stated that the Review Board needs to oblige by corporate branding for businesses and the rest
of the building was approved and just because the sign isn’t in the exact font that we want we cannot
punish the business and he likes the outline of the sign. R. Peterson stated that the Jets Pizza’s sign letters
do not look old world but that was allowed because it is the corporate branding for the business.
H. Hammen stated the lime green color isn’t the color in the design manual and others have been told that
that color wouldn’t be allowed.
Moved by R. Peterson, seconded by President Vanden Berg to approve the sign for Salon
Indulgence as presented.
Further Discussion: D. De Bruin stated that the sign is nice but it does not fit with the Design Manual
requirements. D. De Bruin stated that she doesn’t like the font or the colors. H. Hammen questioned if
the Board was going to rubber stamp everything as was the question brought up by J. Elrick at a previous
meeting. D. De Bruin stated that orange and green are not allowed colors and round dots are not old
world. Kelli Lax stated that this sign is part of the branding for this business and she is shocked that this is
being brought up at the 11th hour. Kelli Lax stated that it is a flat panel sign that is not going to be
illuminated from the back and they are using branding for the business and this is a tax paying business.
D. De Bruin also commented that it is a contemporary style. H. Hammen stated that the owner was as she
did know about the requirements and this is not the sign that was presented in the original design.
Members looked at the green colors that would be allowed. Discussion continued. C. Kell stated it
wasn’t clear if the sign design was approved when the building design was approved as it was a different
sign that was presented at that time. H. Hammen reiterated that others were told lime green was not

acceptable. D. De Bruin stated that her concern is that the sign is too contemporary and modern. C. Kell
stated to the Village President that the Village Board should go back and look at this issue because if the
sign industry is saying that these logos are needed for branding and the design manual isn’t allowing them
that is an issue that needs to be addressed. D. De Bruin stated that the manual then needs to say that logos
will be allowed. C. Kell stated that in the past signs that are not as tied to logos or branding made
adjustments but others like Jets Pizza didn’t have anything else to offer but their corporate logos for the
signs. C. Kell stated that it isn’t good to treat corporate businesses different from the local businesses.
Discussion continued and Board members reviewed that the appeal process would go before the Plan
Commission. C. Kell stated that that the Curves sign that was approved was also not an old world design.
C. Kell called the question.
Roll Call Vote on the Motion: R. Peterson – Aye, President Vanden Berg – Aye, D. De Bruin – Nay,
Hollie Hammen – Aye, Chuck Kell – Aye Ayes 4, Nays 1 (De Bruin) – Motion Carried
C. Kell informed Kelli Lax that she can obtain the permit from J. Moes.
Unfinished Business
C. Kell stated that this issue with corporate signs and logos should be taken to the Plan Commission or
Board to see what they want to do about the issue. C. Kell stated that Design Review Board members will
be notified when this issue is on the agenda for the Plan Commission and/or the Village Board.

Board at 5:57 p.m. Ayes 5, Nays 0 – Motion Carried
