MINUTES OF THE DESIGN REVIEW BOARD MEETING OF JUNE 25, 2013 Call to Order: Charles Kell, Village Administrator called the meeting to order at 5:15 p.m. Roll Call: Present: Administrator Charles Kell-Chairperson, Village President Michael Vanden Berg, Diane DeBruin, John Elrick, Rob Peterson, Steve Reynebeau Excused: John Elrick (5:48 p.m.) Also Present: Community Development Director Jim Moes, Deputy Clerk Sandy Berkers, Seth and Kate Lenz, Lori Vosters, Mike McMahon, Don De Groot Public Appearances for Items Not on the Agenda None Approval of Minutes of April 16, 2013 Moved by D. De Bruin, seconded by R. Peterson approve the minutes of April 16, 2013 as presented. Ayes 7, Nays 0 – Motion Carried Review/Action – Seths Coffee – Replace Awning Fabric on Front of Building and Paint Seth Lenz presented a sample of the fabric to replace the torn fabric on his awning. Seth Lenz presented paint samples of colors he is looking to paint the building and trim. Moved by R. Peterson, seconded by D. De Bruin to approve Color Selection of Awning Fabric and Paint for the Front of Building Ayes 7, Nay 0 – Motion Carried Review/Action – Approval of Design and Materials for Village Hall Remodeling and Expansion Project M. McMahon presented samples of brick and the roof tiles to be used for the project. M. McMahon discussed the effis around the top of the Village Hall and the expansion. Discussion regarding the color of the windmill door occurred. J. Elrick questioned why the band of effis on the second floor windows was so tall. D. De Bruin stated that she felt that the effis on the top floor made the building design look chopped up. M. Mc Mahon stated that he would like to redraw the effis to see how it would look. D. De Bruin stated that she would like to see both drawings together. M. Mc Mahon stated that he would redraw the effis and forward to the Design Review Board members for approval. Moved by J. Elrick, seconded by S. Reynebeau to Approve Design and Materials for the Village Hall Remodeling and Expansion Project with the Alternate Drawing for the Effis Design being sent out to Board Members for Approval. Ayes 7, Nay 0 – Motion Carried Review/Action – Approval of Design and Materials for Little Chute Windmill and Visitors Center Moved by J. Elrick, seconded by S. Reynebeau to Approve Design and Materials for the Little Chute Windmill and Visitors Center. Ayes 7, Nay 0 – Motion Carried Review/Action- Approval of Design and Material for 136 E. Main St. – M&M Bar J. Moes discussed the pictures of the plywood covered windows on the top floor of 136 E. Main St. Lori Vosters stated that the brick is crumbling and a mason would not touch some of the brick work because of its poor condition. Lori Vosters presented a sample of the scalloped material the owners would like to use to replace plywood coverings on the top floor windows. J. Moes recommended painting the plywood a Design Review Board- June 25, 2013 Page 2 shiny black and then painting white lines on that to give the impression of a window. S. Mofle stated that he thought the scalloped looked out of place with the design of the building. Discussion regarding paint colors for the stucco on the front of the property. C. Kell questioned the possibility of painting the front of the building in the near future. D. De Bruin questioned if Ms. Vosters could also paint the portion of brick above the windows on the second floor. Moved by R. Peterson, seconded by D. De Bruin to Approve Design and Materials for 136 E. Main Street- M&M Bar with the Condition that Stucco is Painted the Same Color as the Scalloped Window Treatments in 90 days. Ayes 6, Nays 0 – Motion Carried Status of Design Review Board and Ordinance C. Kell stated that a Village Trustee brought up the possibility of eliminating the Design Review Board. D. De Bruin questioned the reason given for eliminating the Design Review Board and C. Kell stated that it was likely the regulations that come with the Design Review Board. Design Review Board members agreed they would like to be notified when the item is on a future agenda. Unfinished Business None Items for Future Agenda None Adjournment Moved by D. De Bruin seconded by R.
