MINUTES OF THE WATER COMMISSION MEETING – JULY 16, 2013 Call to Order The Water Commission meeting was called to order at 6:00 P.M. by Kevin Coffey, Chair Roll Call PRESENT: Kevin Coffey, Chair Mark Gloudemans Jason Wegand Tim Wegand Tim Bevers ALSO PRESENT: President Vanden Berg, MCO Rep. Jerry Verstegen, Public Works Director Roy Van Gheem, Finance Director Teri Matheny, Village Deputy Clerk Sandy Berkers Public Appearance for Items Not on the Agenda None Approval of Minutes Water Commission Minutes of May 21, 2013 Moved by Commissioner Gloudemans, seconded by Commissioner J. Wegand to approve the Minutes of May 21, 2013 as Presented. All Ayes – Motion Carried Private Well Permits Jerry Verstegen reported that 2 residents applied for a private well permit. J. Verstegen reported that 1125 W Main would like to use the well water for outdoor spigots and would not be used for consumption. J. Verstegen stated that a cross connection inspection and bacti test will need to be performed. The second application was from 3327 Arts Way the well is not connected to the home and the water would only be used for gardening. J. Verstegen reported that the permits would be dated for July 1, 2013. Moved by Commissioner J. Wegand, seconded by Commissioner T. Bevers to Approve Private Well Permits for 1125 W. Main Street and 3327 Arts Way on the condition that safe bacti samples are received by Water Department. All Ayes- Motion Carried Update on Private Wells J. Verstegen reported on the private wells in the village and stated that all bacti testing has been done on all wells except the two that were just approved. J. Verstegen stated that wells are not officially abandoned until paperwork is complete and it appears on the DNR website as abandoned. J. Verstegen reported that wells that were not abandoned the residents were given paperwork to either apply for a permit or start the abandonment process. J. Verstegen reported on individuals that applied or will apply for County Grants for well permits. J. Verstegen reported that 1008 W. North Avenue has been contacted and the resident does not know at this time what he wants to do with his well and also he was informed that he will be given a citation if he does not comply. J. Verstegen reported on a home on Freedom Road that has a well but the home is in foreclosure and stated that he is sure the abandonment paperwork will be taken care of when the home is sold. J. Verstegen stated that the well inventory is down to 10 permitted wells and that the building inspector has the right to issue citations if necessary. Verstegen reported that all brine tanks are cleaned and inspected and that the shells at Doyle Park will be cleaned. J. Verstegen noted that chemicals will be put in the shells to clean them and then the resin will be measured. J. Verstegen noted that on tank No. 1 the brine header was found broken off. J. Verstegen stated that the resin will be sampled and he would get back with the board regarding the results. J. Verstegen reported on discolored water at 2209 Riverside Drive and that the line will be flushed on July 18. J. Verstegen reported on the upcoming WWA Annual Conference in the Wisconsin Dells is scheduled for September 18-20. Director of Public Works R. Van Gheem reported that rock crushing is in process on Main Street and that all the water mains and sewer mains are finished and the storm sewer is 60% complete. R. Van Gheem reported that the concrete on Main Street will be poured starting the first or second week in August. R. Van Gheem stated that if members would like to attend the WWA conference they could look it up online and email Public Works to confirm attendance. R. Van Gheem reported that he and Teri Matheny are working on the CIP. Finance Director T. Matheny reported that the village is in good financial standing and that the water meter inventory is almost finished. T. Matheny reported that the village had an expense of $19,988 for water meters that were needed. T. Matheny reported that she is working on the CIP and that the village has some big projects coming up. T. Matheny reported that she is working on a 5 year CIP. Approval of Vouchers Questions regarding the cost of lights for Water Department trucks and Lappen Security. Moved by Commissioner Coffey, seconded by Commissioner T. Wegand to approve and authorize payment of the vouchers in the amount of $576,822.04 and draw from their respective funds. All Ayes – Motion Carried Unfinished Business J. Verstegen stated that he and Roy Van Gheem are meeting with SEH and should have a cost estimate to replace the booster pump at pump house #2 at the next meeting.
