May 6, 2019  MINUTES OF THE DESIGN REVIEW BOARD MEETING OF NOVEMBER 28, 2018 Call to Order: James Fenlon, Village Administrator called the meeting to order at 4:00 p.m. Roll Call: Present: Administrator James Fenlon-Chairperson, John Elrick, Steve Reynebeau, Harriette Janssen, Village Clerk Laurie Decker, Community Development Director Jim Moes Steve Tramp, BLC Bank, Josh Turkow, Appleton Sign Co. Excused: Village President Vanden Berg, Ben Schultz Public Appearances for Items Not on the Agenda None Approval of Minutes of October 30, 2018 Moved by S. Reynebeau, seconded by J. Elrick, to Approve the Minutes of October 30, 2018 All Ayes–Motion Carried Review/Action—BLC Community Bank Director Moes advised that the current code for the business district does not allow digital message boards and BLC Bank is looking to replace their current sign. Director Moes is asking the Design Review Board to send a recommendation to the Plan Commission to adopt an amendment that would narrowly allow a replacement of this sign and to specify dimensions. Also in attendance Steve Tramp, BLC Bank and Josh Turkow, Appleton Sign Company. Director Moes said digital moving changing signs are no longer allowed in the Little Chute business district. BLC advised that the current sign is outdated and will eventually not work. Josh Turkow did advise that the sign is basically a face replacement, will not be an eyesore and the most updated available. Director Moes did advise that they still need a permit for replacement. Director Moes made a recommendation to regulate the dimensions when presented to the Plan Commission. Moved by S. Reynebeau, seconded by H. Janssen to Approve the recommendation to the Plan Commission to upgrade the digital sign. All Ayes–Motion Carried Review/Action—Updated Design for the Main Connection LLC Director Moes went over a few minor changes to the drawing that was previously approved by the Design Board that was requested by the owner of the Main Connection LLC. Director Moes will bring the drawing back to have the owners to create a new drawing and return to the Design Review Board in the future.
