Minutes of the Meeting of the
Kimberly-Little Chute Public Library Board
September 20, 2011
The meeting was called to order at 4:30 p.m. by Vice President Dollevoet at the James J. Siebers Memorial
Library in Kimberly.
PRESENT: Sarah Dollevoet, Jim Hietpas, Tamara Maxwell, Judy Stangel, Marcia Trentlage, Rose Vander
Velden, Lori Vanderloop.
EXCUSED: Jim Moes.
OTHERS PRESENT: Beth Carpenter, Barbara Fleming, Ann Hardginski.
Trentlage moved, seconded by Vander Velden, to approve the minutes of the August 16, 2011 meeting. Motion
carried. Vander Velden moved, seconded by Stangel, to approve the August 2011 invoices. Motion carried. The
August 2011 financial and statistics reports were discussed. Carpenter noted continued increases in circulation
and patron visits, web site hits, and wireless users.
DIRECTOR’S REPORT
New library assistant, Angela Schneider, is settling in nicely, and Karen O’Brien is recovering well from knee
surgery. She is expected to return to work in October. Carpenter has attended several webinars on customer
service, “Libraries in a Post-Print World,” and nonfiction readers advisory. Carpenter and several staff members
attended Wakanheza training at the New London Public Library, presented by a panel including Hardginski.
Carpenter attended an OWLS Directors Meeting at the Scandinavia Public Library on August 31st, which was a day
for library directors to share their successes and challenges and learn from one another. OWLS also provided
updates from their staff members on current projects. Carpenter also attended an AAC meeting on September
16th and reported on updates including a possible subscription to Recorded Books 1-Click Audio, a change in
NetLibrary ebook listings in InfoSoup, a discussion about the Overdrive Advantage Program for systems,
improvements to InfoSoup book blogs and readers pages, and other news from the system.
Carpenter and Hardginski met with a representative from Baker & Taylor to receive training on the B&T
database and other services. The transition from another vendor has started and progress is being made in
finalizing the move.
Adult programming has included a concert with Bill and Kate Isles in August, and “Paper and Premiere” in
September which encouraged people to read the classic banned book, The Grapes of Wrath, and watch a
showing of the original Academy Award winning film. The next 3rd Thursday program will take place on October
20th with Chad Lewis presenting “The Bizarre History of Wisconsin: The Weirdest Stories of Wisconsin’s Past.”
The Friends of the Library (FOLKS) will meet on October 7th at 9 a.m. at the Little Chute Library. They are making
progress on their 501c3 application. Carpenter thanked FOLKS President, Barbara Fleming, for being a huge help
with finding homes for materials not sold at the book sale. Fleming also participates in the Pooches and Pages
program by bringing her dog, Moses.
Meetings continue for Fox Cities Reads and the Fox Cities Book Festival. The Reads committee has selected an
author and book for 2012 and is working on details for the program. The Book Festival Board continues to work
on author selection and streamlining communications between the author committee and the marketing team,
of which Carpenter is a part.
The library survived the storm on September 2nd but OWLS in downtown Appleton had no power for the day, so
the library was without network and Internet services for the day. An offline circulation client was used to check
out materials, but incoming materials could not be checked in. Carpenter came in on Saturday to check in
everything that had piled up at Kimberly and thanked staff member Lynn Niemuth who did the same at Little
Chute.
The 2011 computer order and replacement schedule has been completed, along with computer-related CIP
projects. Five staff computers were upgraded, a new Internet computer was added at Kimberly along with an
additional online catalog, and a new online catalog was added to the youth department at Little Chute. Because
there is no room for additional desktop computers for the public at Little Chute, and additional laptop will be
added this week to increase public access to online resources. Carpenter thanked Julie at OWLS for her help with
the order and set up of all of the computers.
Carpenter continues to work on finding suitable replacements for chairs at the public Internet computers and
will look at shelving needs once the chair costs are known. Dave Bacon from OWLS has installed new routers at
both locations to prepare the way for additional bandwidth should it become available.
There will be a meeting for staff regarding health insurance changes coming in 2012 on Thursday, September
22nd. Carpenter will find out how the changes will affect the library’s budget for the coming year. Carpenter will
be meeting with D&M Interiors staff at the Little Chute Library to look at replacing faulty flooring in front of the
circulation desk, as well as exploring options for flooring under the high traffic areas where carpet is damaged
and coming up (e.g. Internet computers).
Presentations of the Library Plan: 2011-2015 have been made to both Village Boards, and the Plan will be
discussed at the staff meeting scheduled for September 21st. Carpenter shared the good news that Cheesefest
will be granting the library $2000 for the 1000 Books Before Kindergarten program. This is the 2nd year they have
given money to the program, and it is very much appreciated.
Carpenter shared a handout entitled “Fast Facts about Wisconsin Public Libraries 2010” and an invitation to an
OWLS workshop for Trustees coming up in October.
YOUTH SERVICES REPORT
Hardginski reported on recent events, including a School Bus Story Time, a Grand Night Out celebration of
grandparents, and the Talk Like a Pirate Day Party (including a large pirate ship and decorations donated by a
local family). Story times are underway again and the Pooches and Pages read to a therapy dog program started
on Saturday. Hasseler will be providing the baby story time starting in October and a train story time will be
repeated this Fall.
Events will be offered to teens during Teen Read Week in October, including an illustrating and cartooning
workshop with a graduate of the Kubert School of Graphic Arts, as well as a showing of a “Pirates of the
Caribbean” movie.
Carpenter and Hardginski met with Bradd at OWLS to finalize the design plans for the 1000 Books Before
Kindergarten program that will launch in November. They are looking for additional sponsors for the project,
and those present offered additional recommendations for funding sources.
Additional family movies nights will be coming in October and November, including the new Cars and
Winnie-the-Pooh movies.
OLD BUSINESS
Carpenter reported receiving updated funding formulas for intermunicipal agreements, which affects each
Village’s contribution to the library’s 2012 budget. Village contributions for the budget still remain at a 0%
increase, however, due to changes in population, Kimberly’s individual contribution will increase slightly while
Little Chute’s will decrease. Carpenter invited Board members to attend the Joint Budget Hearing on
October 10th which will be held at 6:30 p.m. in Council Chambers at Kimberly.
At the August meeting, Trustee Trentlage had asked for more information concerning a statewide average for
municipal appropriations to public libraries. Rick Krumwiede gathered additional data for peer libraries with
similar populations, and Carpenter shared that information with those present.
All OWLS member libraries will be required to make a contribution to a statewide digital media buying pool in
2012. An agreement was reached by OWLS member library directors to base the contribution amount on 50%
population and 50% circulation. The library’s share in 2012 will be $3,426 and has been included in the 2012
budget.
NEW BUSINESS
The library’s current open hours were re-examined based on complaints from patrons regarding opening at 10
a.m. instead of 9 a.m. Carpenter gather input from library staff, held a Supervisors meeting to brainstorm
possible options, examined transactions and item circulation by hours and days of the week, and examined the
schedules for both locations. The conclusion drawn from all of the data gathered is that the library cannot
increase its open hours with the current level of staffing and that no changes should be made to the schedule at
this time. However, if an additional staff person can be hired in 2012 as requested in the budget, it would be
possible to increase open hours and return to opening at 9 a.m. Monday through Friday. Discussion followed.
The current open hours will remain as is for the present time, but will increase in 2012 if a new person can be
hired.
The Safe Child Policy was reviewed. Discussion followed regarding the appropriate age for children to be able to
be unsupervised in the library and what age a caregiver should be. Stangel moved, seconded by Trentlage, to
change the age to 10 from 11. Motion carried. There was consensus that the remainder of the policy remain as
is.
Fleming left the meeting at 5:15 p.m.
Trentlage moved, seconded by Maxwell, to table the annual review of the Library Director until the next
meeting. Motion carried.
The following items were offered for the agenda of the October meeting: review of Laptop Use Policy to allow
high school students to use them for homework; copier purchase at Little Chute location; annual review for the
Director.
Trentlage moved, seconded by Vander Velden, to adjourn the meeting at 5:23 p.m. Motion carried.
