Minutes of the Meeting of the
Kimberly-Little Chute Public Library Board
February 19, 2013
The meeting was called to order at 4:35 p.m. by President Moes at the James J. Siebers Memorial Library in
Kimberly.
PRESENT: Amanda Fletcher, Jim Hietpas, Jim Moes, Tamara Talsma, Rose Vander Velden, Lori Vanderloop.
EXCUSED: Kris Graff, Marcia Trentlage.
OTHERS PRESENT: Beth Carpenter, Barbara Fleming, Ann Hardginski.
MINUTES AND REPORTS
Vander Velden moved, seconded by Vanderloop, to approve the minutes of the January 15, 2013 meeting.
Motion carried. Hietpas moved, seconded by Vander Velden, to approve the final December 2012 invoices.
Motion carried. The December financial reports were discussed. Talsma moved, seconded by Hietpas, to
approve the January 2013 invoices. Motion carried. The January financial and statistics reports were discussed.
DIRECTOR’S REPORT
Carpenter provided an update on the Brown County Library billing issue, including activities undertaken by Rick
Krumwiede, Director of OWLS, related to changing the legislation regarding the billing of neighboring counties,
as well as setting a meeting with the Brown County Library director to plan for an agreement for the future.
Carpenter also reported that the Kaukauna Public Library had been checking out materials to some Brown
County residents contrary to action taken by the Kaukauna Library Board to cease service as of January 1, 2013.
Moes attended the last Kaukauna Library Board meeting to share concerns about this practice, as did
representatives from OWLS and the Seymour library. The Kaukauna Library has since ceased checking out
materials to Brown County Library per the Library Board’s policy.
The new Pay for Performance program is underway. Carpenter expressed concerns with the format of the
review form, time challenges, and pay inequities that are resulting from the program. Discussion followed.
A handout sharing upcoming adult programming was shared, as well as information about A Year of Reading
Dangerously, an InfoSoup-wide adult reading challenge. The Fox Cities Reads launch will take place February 21st
at 10AM at Heckrodt Nature Center in Menasha. Carpenter has been working on a new booklet for the Reads, as
well as preparing the website and t-shirts. A list of Fox Cities Book Festival authors coming to the library was
included on the upcoming program handout. Carpenter presented a program at the start of the month to
Kornerstone School students to share information about online library resources and how to access them via
their mobile devices.
Carpenter has been working on the Wisconsin Library Association annual conference, as well as working on the
library’s new website. Carpenter demoed the new site and shared some of the changes coming with it. The site
will go live by the end of February.
Carpenter attended several workshops recently, including sessions on Twitter, the importance of early literacy,
and creative fundraising. Carpenter invited Barbara Fleming, Presidents of the Friends of the Library (FOLKS) to
share her thoughts on the fundraising workshop. Fleming asked for input on the role of FOLKS in raising money
for the library and shared what she learned at the workshop. Discussion followed. Fleming shared a handout
with ideas for upcoming fundraisers and invited the Library Board to become involved and to share ideas for
future projects.
YOUTH SERVICES REPORT
Youth Services Librarian, Ann Hardginski, reported on recent youth programs, including family story times, craft
night with The Learning Shop, Tween Scene, and Pooches & Pages. Upcoming programs include Book Babies
Story Time, After School Fun with Folktales, and Tales of the Amazing Dr. Seuss featuring Bob Kann. Hardginksi
will be hosting a visit from Haven of Hope this week and will be visiting their facility in March. She looks forward
to a successful partnership with them in the future.
Letters soliciting donations for the summer reading program are being sent out. Hardginski has been invited to
represent the Wisconsin Library Association on Governor Walker’s Read to Lead program.
OLD BUSINESS
Several projects were unable to be completed during Fall 2012 due to the Library Director’s absence due to
health reasons. Carpenter requested that funds designated for those projects (CIP shelving project in Kimberly
and 2 patron donations for materials) be provided from the Joint Library Trust Fund so that the projects can be
completed this year. Vander Velden moved, seconded by Fletcher, that a total of $10,800 be reallocated from
the Joint Library Trust Fund to Capital Outlay and Donation Expenses for the projects to be completed. Motion
carried.
Carpenter asked if those present had any questions or comments concerning the Library Plan progress summary
that was handed out at the last Library Board meeting. There were none.
NEW BUSINESS
Carpenter presented the 2012 Annual Report for review and discussion. Vanderloop moved, seconded by
Talsma, to approve the report as presented. Motion carried. A more graphical version of the annual report in
brochure format was also presented. Copies of the brochure will be shared with the Village Boards, FOLKS
members, staff, and patrons.
A request for consideration was presented and discussed regarding support of the Fox Cities Book Festival. Six
authors will be making presentations at the Kimberly and Little Chute libraries in April 2013. Moes moved,
seconded by Talsma, to donate $600 to the Fox Cities Book Festival from the Joint Library Trust Fund. Motion
carried.
Carpenter is seeking assistance with several issues related to personnel, including library staff compensation, a
staffing plan for the future, how to address possible changes to staffing in the budget, pay for performance plan,
etc. The formation of a Personnel Committee of the Board was discussed. Vanderloop and Fletcher offered to be
part of the Committee with President Moes and the Library Director.

No items were offered for future agendas.
Vander Velden moved, seconded by Fletcher, to adjourn the meeting at 5:43 p.m. Motion carried.
