Minutes of the Meeting of the
Kimberly-Little Chute Public Library Board
August 20, 2013
The meeting was called to order at 4:35 p.m. by President Moes at James J. Siebers Memorial Library in
Kimberly.
PRESENT: Amanda Fletcher, Kris Graff, Jim Hietpas, Mike Hruzek, Jim Moes, Tamara Talsma, Rose Vander
Velden, Lori Vanderloop.
OTHERS PRESENT: Beth Carpenter, Marcia Trentlage.
MINUTES AND REPORTS
Graff moved, seconded by Vander Velden, to approve the minutes of the July 16, 2013 meeting. Motion carried.
Talsma moved, seconded by Hietpas, to approve the July 2013 invoices. Motion carried. The July financial and
statistics reports were discussed. Carpenter shared further statistics regarding crossover lending and borrowing,
lender/borrower ratios, and circulation totals.
DIRECTOR’S REPORT
The Kimberly Library was closed for 2 ½ days due to the power outage caused by the storm that hit the Fox
Cities on August 7th. Carpenter worked with OWLS to reset due dates for materials to help those dealing with
storm clean-up. Damage was caused to hard drives on the security DVR and a materials sensitizer/desensitizer.
Carpenter is working on several staff evaluations, as well as reviewing 36 applications received for the 2 open
Library Assistant positions. She hopes to have the positions filled by mid- to late September. Carpenter thanked
the library staff for filling the many open hours left by the unfilled positions and for sometimes working short-
staffed due to the vacancies.
Moes and Carpenter contacted local legislators to encourage sponsorship of Representative Murphy’s legislation
which would remedy the Brown County billing situation. Representative Otts responded favorably and will be
co-sponsoring the legislation. SRLAAW has adopted a report, “Creating More Effective Public Library Systems.”
Carpenter reported on the OWLS Director hiring process.
Adult summer reading registrations were up 10% from last year with 521 adults participating in the program this
year. Carpenter reported on other adult programming, as well as a meeting held with Teri Matheny regarding
the use of the Little Chute Civic Wing for library programming. Fox Cities Reads continues to make progress on
the 2014 author selection.
FOLKS met on August 6th. Carpenter thanked them for purchasing more binders for the 1000 Books Before
Kindergarten early literacy program, as well as some floor pillows for the youth department. FOLKS President,
Marcia Trentlage, reported that FOLKS will have a booth at the Kermis festival coming up in September. FOLKS
will also be sending out a donation request letter before year end.
Carpenter participated in staff meetings with candidates for the Village of Little Chute Administrator. A
candidate will be confirmed this week at the next Village Board meeting. Carpenter will be attending a webinar
offered by the DPI regarding the Affordable Care Act and the role libraries will play in this program. Carpenter
also met with a DEMCO representative regarding the shelving project pending in Kimberly. This project will be
completed by year end and will be done in conjunction with rearranging spaces to move computers closer to the
circulation desk.
The Little Chute Library security gates have been ordered, as Carpenter could not find used gates. In addition to
hiring & training new staff, shelving projects, and the 2014 budget, Carpenter will be working on this year’s
computer upgrade plan with OWLS staff. Carpenter reported upcoming vacation time.
YOUTH SERVICES REPORT
Carpenter shared a report from Youth Services Librarian, Ann Hardginski. This year’s summer reading program
wrapped up on August 2nd and was very successful. Statistics for the program were shared. 1381 kids registered
for the program, and 290 kids completed reading cards for every single week.
PBS Get Up and Go Day was a huge success with 900 people in attendance. Many daycares came, as well as
families, and everyone enjoyed activity booths with hula hooping, golfing, bicycle blenders, fingerprinting, fire-
hose spraying, and more. Visits were made by Cat in the Hat and Clifford, as well as some of the therapy dogs
from Compassionate Canines. Hardginksi hopes to partner with Child Care Resource and Referral to return this
event to Kimberly annually. The library was one of 5 statewide sites to be hosts.
Carpenter reported on other programs provided in partnership with the Park & Rec departments of both
villages, including Trivia Trek and Pages in the Park. We were excited to be able to give away a set of 4 Packer
Family Night tickets to a family at each location thanks to our involvement in the Leap Into Reading program
sponsored by Edvest College Savings Plan, the DPI, and the Green Bay Packers. The Kimberly Library was also
awarded a $500 grant by Edvest because of our involvement.
Thank you to Katie and Jenna, Summer Students, for their wonderful work staffing the SLP desk this summer and
to the rest of the staff for their hard work during the busyness of summer. Community sponsors were also
thanked, as the library could not offer such a wonderful summer program if it weren’t for the additional funding
provided by the community.
1000 Books Before Kindergarten puppet kits are now out for circulation. The bagged kits include a puppet plus
three stories to mirror the levels on Old MacDonald’s Farm. Thanks to Lori Van Dyke for her work in preparing
the kits for circulation.
Upcoming programs include storytimes, sign language classes – one for parents/babies and one for elementary
kids, a Lego Ninjago building night, two money programs, and tween afterschool programs. Pooches and Pages
will resume on the 3rd Saturday of each month in Little Chute starting in September. Visits to Haven of Hope will
resume, as well.
OLD BUSINESS
Vander Velden moved, seconded by Graff, to enter into Closed Session at 5:04 p.m. for the annual review of the
Library Director (Closed Session 19.85(1)(c) Consideration of Employment, Promotion, or Performance
Evaluation Data of Any Public Employee of the Village of Kimberly). Motion carried. Carpenter was invited to
stay. Trentlage left the meeting at 5:04 p.m.
Graff moved, seconded by Vanderloop, to exit Closed Session at 5:40 p.m. Motion carried. Fletcher moved,
seconded by Vanderloop, to approve the modified Library Director’s annual review. Discussion followed. Motion
carried.
NEW BUSINESS
Carpenter presented a Request for Board Consideration asking for funds from the Joint Library Trust Fund to be
used to send library staff to one day of the Wisconsin Library Association’s upcoming conference in Green Bay.
This day would replace an annual staff in-service training day. Discussion followed. Vander Velden moved,
seconded by Graff, that up to $3400 be used from the Joint Library Trust Fund to send library staff to the WLA
conference on October 23rd. Motion carried.
Carpenter presented the first draft of the 2014 Library Budget for review. A modified Mission Statement was
read for inclusion in the budget. Carpenter highlighted changes from 2013 and plans made in the new budget, as
well as areas where adjustments may still need to be made (e.g. health and retirement benefits). Discussion
followed. Talsma moved, seconded by Fletcher, to approve the 2014 budget draft reserving the option to adopt
a final budget at a future meeting. Discussion followed. Motion carried.

There were no items offered for inclusion on future agendas.
Hietpas moved, seconded by Fletcher, to adjourn the meeting at 6:00 p.m. Motion carried.
