On March 16th, 2020, the Wisconsin Attorney General released guidance for local communities related to Open Meetings and the use of technology while still complying with Wisconsin’s Open Meeting laws. Van Lankvelt, seconded by Trustee Van Deurzen to Approve Minutes of the Regular Board Meeting of October 7, 2020 Ayes 7, Nays 0 – Motion Carried Presentation—Emergency Response This presentation was postponed Presentation—Fire Study Administrator Fenlon advised the board that the Fire Department has been working with Mr. Tim Franz and Mr. Jim Austad from Public Administration Associates, LLC on recommendations on a survey done to improve services. Administrator Fenlon complimented the Fire Department for opening up their department to this survey. Discussion—Public Safety Budgets – 2021 Administrator Fenlon went over the documents in the agenda for the 2021 Public Safety Budget. Chief Meister then went over the Fox Valley Metro 2021 Budget requests. Action—Ebben Storm Sewer Bids Engineer Murawski advised the Board of the bids received for the Ebben Trail and Storm Sewer. The recommendation is to award the project to Superior Sewer & Water Inc. of Luxemburg, WI and an amount of $906,540.29 base bid, contract number L0001-9-18-00487 (2020005). Moved by Trustee Peerenboom, seconded by Trustee L. Van Lankvelt to Award the bid for Ebben Storm Sewer to Superior Sewer & Water in the amount of $906,540.29 base bid. Ayes 7, Nays 0 – Motion Carried Discussion/Action—CARES ACT Funding Administrator Fenlon went over the balance of the Cares Act funding donation. Moved by Trustee L. Mr. Jansen is noting that the smell is much worse and has contacted DNR after not receiving any replies from the Outagamie County Landfill and is hoping the board could address this issue. Consent Agenda Items on the Consent Agenda are routine in nature and require one motion to approve all items listed. Prior to voting on the Consent Agenda, items may be removed at the request of any Board Member or member of the public. Van Lankveldt to Approve Consent Agenda as presented Ayes 6, Nays 0 – Motion Carried Other Informational Items—September Fire Monthly Report and September Monthly Report Discussion/Possible Action—Johnson Street Parking Director Taylor went over the parking situation on Johnson Avenue and Johnson Court and advised the board that the plow trucks cannot get through to plow snow if cars are parked on both sides of the street. Director Taylor advised staff recommendation is to put signs on the Northside of the road for no parking in the winter months, December 1st to April 1st. Mr. Tim Schepp, 607 Johnson Court would like to see no parking year- round on one side. Trustee L. Van Lankvelt asked if all the residence have been notified and Director Taylor advised that yes, letters were sent out and has not received any opposition. Ms. Alison Wallace, 414 Johnson Avenue, is also in favor of no parking on one side all year long due to the change in the exit for the school and events at the baseball diamond causing congestion. Trustee Smith asked if the parking ban could be changed to year-round, President Vanden Berg suggested putting the no parking signs up now and consider again in March or April to see if it should be year-round. Trustee B. Van Lankveldt asked if it became permanent, would you need new signs; and yes that would be the case. Administrator Fenlon suggested installing no parking signs on the North side without the signage for winter only and then if it is a permanent move, signs would not have to be changed. Moved by Trustee Smith, seconded by Trustee L. Van Lankvelt to Install the no parking signs on the North side of Johnson Avenue and Johnson Court on December 1, 2020 and will bring back to the board in March to decide if it is permanent once residence have been notified of temporary or permanent. Ayes 7, Nays 0 – Motion Carried Discussion—2021 Proposed Budget Administrator Fenlon went over a few minor changes to the proposed budget that was presented in the earlier board meeting. Trustee Peerenboom stated and various board members felt they have enough information to adopt this 2021 budget on November 4th. Discussion—Covid-19 Updates Administrator Fenlon thanked the board for the action on the Cares Act to purchase various equipment for the 3 school districts in our area. Murawski, P.E. REPORT DATE: November 6, 2020 ADMINISTRATOR'S REVIEW / COMMENTS: No additional comments to this report ___________________ See additional comments attached ________________________ EXPLANATION: On November 5, 2020 bids were opened for the 2020 Downtown Storm Sewer Extension Project. This storm sewer will serve additional properties in the downtown area and more specifically for the private hotel site currently under construction. Seven bids were received for this project ranging in cost from $321,463.20 to $483,776.98. The low bid was submitted by Advance Construction, Inc. from Green Bay, WI in the amount of $321,463.20 for the contract base bid. The estimated cost for this project was $524,000 for construction and $78,600 for design, inspection and construction administration. Alternate bids were received for Lyle Street Storm Sewer Improvements. This project was initiated to replace storm pipe that has been identified to be causing backup issues for residents. The alternate bids for this work ranged from $212,990.60 to $288,832.05. Advanced Construction, Inc, from Green Bay, WI submitted the second lowest bid for this work in the amount of $232,847.20. The estimated amount for this work by the Village Engineering Department was $300,000 but is not included in the Village’s CIP or borrowed debt amount. An additional $24,000 is expected to be required for design, inspection and construction administration. Contractor Selection is based on the low base bid (Downtown Storm) and if the alternate bid is selected, the combined low bid (Downtown Storm and Lyle Street) will be awarded for this contract. Advanced Construction, Inc. has submitted the low base bid and the combined low bid in the amount of $321,463.20 and $554,310.40 (combined) respectively. This contractor appears to be a responsible and qualified contractor to perform the specified work. If selecting only the downtown storm sewer project with a 10% construction contingency the construction amount of $353,609.52 is below the budgeted amount in the CIP of 524,000 by $170,390.48. When considering both projects the additional debt for the Lyle Street Storm Sewer Project including inspection and project management with a 10 percent construction contingency is approximately $109,800. RECOMMENDATION: CONTRACT AWARD AND BUDGET ADJUSTMENT Lyle Street Storm Sewer Improvements – Alternate Bid Given that the bids were favorable when considering costs and that the Lyle Street Storm Sewer Improvements are being provided to alleviate storm sewer overflow issues. It is recommended by the Village Engineer that the additional funding of $109,800 be provided for this contract. We are not likely to experience this type of competitive market in the near future and we should take advantage of the prices that are being provided. Stormwater Utility Lyle Street Project +$109,800 Cash Balances -$109,800 2020 Downtown Storm Sewer Extension Approve the contract price for the submitted bid for the 2020 Downtown Storm Sewer Extension Improvements (within budget) with allowing for an additional approximate 10 percent contingency for construction.
