Vanden Berg, Village President Attest: Laurie Decker, Village Clerk  VILLAGE OF LITTLE CHUTE RESOLUTION NO. 9, SERIES OF 2021 RESOLUTION PROCLAIMING ARBOR DAY IN THE VILLAGE OF LITTLE CHUTE, OUTAGAMIE COUNTY, WISCONSIN WHEREAS, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for planting of trees, and this holiday, called Arbor Day, was established in 1872 in the State of Nebraska to recognize the importance of trees in our lives; and WHEREAS, the first Arbor Day was a great success with the planting of more than a million trees and the idea spread to the neighboring states. Today, over 100 years later, Arbor Day is celebrated throughout the nation and the world; and WHEREAS, trees in our Village increase property values, enhance the economic vitality of business areas, beautify our community, and clean our air; and WHEREAS, J. Sterling Morton’s dream of a greener tomorrow is still alive, thanks to the National Arbor Day Foundation’s Tree City USA program that provides guidelines which help communities establish a comprehensive care program for their trees. Our cities are becoming greener, healthier places in which to live, and people everywhere are more aware of the need to plant trees; and NOW, THEREFORE BE IT PROCLAIMED, that Michael R. Vanden Berg, Village President, and the Village Board designate Friday, April 30, 2021, to observe Arbor Day in the Village of Little Chute and urge all citizens to support the efforts to plant and protect our trees now and in the future. Vanden Berg, Village President Attest:___________________________________ Laurie Decker, Village Clerk  Village of Little Chute REQUEST FOR VILLAGE BOARD CONSIDERATION ITEM DESCRIPTION: Security Cameras in the Parks PREPARED BY: Adam Breest, Parks, Recreation, & Forestry Director REPORT DATE: March 25, 2021 ADMINISTRATOR'S REVIEW/COMMENTS: No additional comments to this report: ______________________________ See additional comments attached: _________________________________ EXPLANATION: For the last few years, village staff have been putting together plans to install security cameras in the village parks. Doyle Park already has a security camera system by the pool and band stage area. This system at Doyle Park was just updated in 2020. The Parks Department and Fox Valley Metro have found the cameras at the Doyle Pool very beneficial in monitoring events and activities that have occurred at the pool. We have been able to identify individuals trespassing into the pool, an individual burning a backpack on the tennis courts, and other vandalism. In 2020, the village has experienced more vandalism at Legion, Heesakker, and Van Lieshout Parks. In 2021, Fox Valley Metro and the Parks department has already had to suspend 4 individuals from the skatepark and Van Lieshout park. We would like to install cameras to better monitor the areas of the parks with the most activity. We feel the cameras will help in a similar way that the Doyle Park cameras have assisted staff. • Heesakker Park – Installing cameras that will monitor the bathroom area, playground, shelter, and general park areas adjacent to Lincoln Avenue. The village also has 3 trail cameras to help try and track activity on the trails and in the wooded area. • Legion Park – At this park, we would like to run electrical to the skatepark, install a security light to allow for use later into the evening, and install security cameras at the skatepark, bathroom area, shelter, and other general facilities. • Van Lieshout Park – At this park, we would like to install cameras that will monitor the bathroom area, concession stand, playground, shelter, and general park area. At the March, 17 Village Board meeting $20,000 in carryover funds were approved for this project. Park department staff recommend entering into a contract with LaForce for the amount of $15,152.00 and an additional $4,532 with Enterprise Electric and Kaukauna Utilities for running electrical lines at all 3 parks and installing a security flood light at the Legion park skatepark. The total amount requested is $19,684.00. 3 Security Camera Proposals • LaForce – $15,152.00 • Lappen Security – $21,337.18 • Amplitel - $24,005.79 Staff have also investigated the use of an all-mobile system through Cellcom, our cell carrier. The City of Appleton utilizes both mobile cameras and internal systems. They have found that the mobile cameras only last an average of 3 years, do not provide as quality of images, and utilize 100 GB of data per month for just 6 cameras. In comparison, our cameras at the Doyle Pool lasted for about 12 years, have provided higher quality video, and have more customization tools. RECOMMENDATION: Staff Recommend Approving the Purchase and Installation of Security Cameras at Legion, Heesakker, and Van Lieshout Parks.
