LODI IMPROVEMENT COMMITTEE REGULAR MEETING MINUTES CARNEGIE FORUM, 305 WEST PINE STREET TUESDAY, MARCH 9, 2021 1. CALL TO ORDER / ROLL CALL The Regular Lodi Improvement Committee meeting of March 9, 2021 was called to order by Chair Diskin at 6:00 p.m. Present: Member – Madrigal-Lauchland, Saldana, Siddle, Vargas, Zicari and Chair Diskin Absent: Member – Nuss Also Community Development Director John Della Monica, Neighborhood Present: Services Manager Jennifer Rhyne, Contract CDBG Specialist Patrice Clemons and Department Administrative Assistant Kari Chadwick 2. MINUTES None 3. COMMENTS BY THE PUBLIC ON NON-AGENDA ITEMS (5 MINUTE LIMIT PER SPEAKER) Martin Ross, Ready To Work, gave a brief presentation regarding the work done by his organization. 4. REGULAR BUSINESS A. Determine Topics for upcoming meetings a. April – Review draft 2021-22 Annual Action Plan b. May – Public Works Director Attend c. June – Chair Diskin stated that he would like to invite Code Enforcement to the June meeting to do a presentation if nothing else is pressing. 5. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) Jennifer Rhyne, Neighborhood Services Manager, introduced item 5A and gave a brief description of the coming calendar for meetings. She then introduced Patrice Clemons, CDBG Specialist, to present the scoring segment. A. CDBG Entitlement 2021-2022 Annual Action Plan Process Patrice Clemons gave a brief presentation regarding the draft scores. i. Review and Score Applications for 2021-22 Program Year Discussion regarding any left over funding in the Capital Improvements section. Ms. Clemons stated that the funds that are not expended can still be used for a potential City projects. Chair Diskin asked if these fund distribution numbers are for a single year of for two years. Ms. Clemons and Rhyne stated that they are for two years. Chair Diskin asked what amount was asked for last year for Graffiti Abatement. Ms. Clemons stated that the City requested $30,000 last year. Approved at the April 13, 2021 LIC Meeting Lodi Improvement Committee Regular Meeting Minutes Tuesday, March 9, 2021 Page 2 of 3 Mr. Diskin asked for the reasoning behind the increase this year to $50,000. Ms. Clemons stated that the amount better reflects what is spent in the CDBG target area. She also added that staff is still only recommending an award of $30,000. Chair Diskin lead the discussion regarding each application in order from the top of the score sheet:  San Joaquin Fair Housing – Robert Brooke-Munoz spoke on their behalf  Women’s Center – Theresa Galano and Muay Saechao spoke on their behalf  Second Harvest – No representative was present to speak  LOEL – Tracy Williams spoke on their behalf  Community Partnership for Families of San Joaquin – Meredith Baker spoke on their behalf  Ready To Work – Martin Ross spoke on their behalf  The Salvation Army – Major Mark Thielenhaus spoke on their behalf  Graffiti Abatement – City Staff spoke on behalf of this application  Lodi House – Shelby Young spoke on their behalf  World of Wonders – Mamie Starr spoke on their behalf  City of Lodi Affordable Housing – Staff spoke on behalf of this application ii. Finalize Recommendations on 2021-22 Projects and Allocations Chair Diskin lead the discussion to finalize the recommended awards. Member Madrigal-Lauchland, Saldana, Vargas, Siddle and Chair Diskin all expressed their concern with the fact that the Graffiti Abatement program is taking so much money away from local service providers and recommends that the City look to fund the program with other funds or hire a service provider to do the work. MOTION / VOTE: The Lodi Improvement Committee, on motion of Member Siddle, Vargas second, makes the recommendation to the City Council to award the 2021-22 CDBG Program projects as outlined in the attached Scoring Sheet (Attachment A). The motion carried by the following vote: Ayes: Member – Madrigal-Lauchland, Saldana, Siddle, Vargas, Zicari and Chair Diskin Noes: Member – None Absent: Member – Nuss B. Staff Update on CDBG-CV Jennifer Rhyne gave a brief update regarding the current funding efforts. 6. 2020-2021 ANNUAL ACTIVITIES A. Update on LIC 2019-20 Goals from Members and Staff a. COMMENTS FROM BOARD MEMBERS OR STAFF ON NON-AGENDA ITEMS . Member Vargas stated that she would like to see a map of the Graffiti clean up efforts . Chair Diskin stated he will be getting his first Covid-19 shot tomorrow. He also wished all of his fellow Committee members a Happy Women's Day and stated his pleasure for being able to serve on a committee with such strong female representatives of the community. . Chair Diskin asked new Committee member Lisa Zicari to introduce herself. o Member Zicari introduced herself and stated her pleasure of being chosen to be a part of this Committee. 8. ANNOUNCEMENTS . Jennifer Rhyne Neighborhood Services Manager Page 2 of 2 MEMORANDUM, City of Lodi, Community Development Department To: Lodi Improvement Committee From: Jennifer Rhyne, Neighborhood Services Manager, City of Lodi Date: March 9, 2021 Subject: Staff Report on Updates to the Community Development Block Grant (CDBG) Program for the 2021-22 Program Year. Purpose: Lodi Improvement Committee (Committee) 1) supports Staff in implementation of the City’s five-year Consolidated Plan including conducting outreach, providing feedback on program processes, and making recommendations to the City Council on funding and project priorities; 2) has its purpose of maintaining and improving the quality of life and appearance of Lodi by the coordinated efforts of a broad spectrum of the community; 3) creates and takes action to implement annual goals and activities. Action: Lodi Improvement Committee will 1) receive update from staff on the CDBG-EN grant application process for the 2021-22 Annual Action Plan; and review and make recommendations to City Council on project allocations for 2021-22 program year; 2) receive an update on CDBG-CV applications; 3) provide updates on progress towards meeting its goals and activities. Background: CDBG-EN - 2021-2022 Annual Action Plan Process The City of Lodi solicited and received applications from community-based organizations for the 2021-22 Annual Action Plan (AAP), which is funded by Community Development Block Grant (CDBG) entitlement program. The City estimates receiving a 2021-22 CDBG grant award of approximately $630,000. The actual amount of funding will be announced by the U.S. Department of Housing and Urban Development (HUD) after the federal budget has been approved. The amount will most likely be announced by HUD in April or May of 2021. Eligible organizations are limited to nonprofits and local government entities. If awarded, funds are anticipated to be available on July 1, 2021, and projects must be completed by June 30, 2022. The applications were made available on Wednesday, December 16, 2020, and were due Friday, January 29, 2021. The City received seven applications for social services activities and four applications for capital improvement activities. City and consultant staff are conducting preliminary review of these applications for completeness and eligibility, as well as, preliminary scores. The City has provided the applications to the Committee for them to review and conduct preliminary scoring. At the Committee’s March 9 meeting, the Committee will review and discuss applications; will consider public comment and finalize scores; and will make recommendations for award allocations to the City Council for the Council’s consideration. Page 1 of 5 Schedule The 2021-2022 AAP is due to HUD by May 15, 2021. The following process is planned for the 2021-22 AAP cycle: - January – potential applicants provide presentations and answer questions at regular LIC meeting - January – applications due and City reviews for completeness and eligibility - February – Committee members receive applications to review and preliminary scores - March – vote on final scores and allocations at regularly scheduled LIC meeting - Mid-March – draft AAP released to public for 30-day public review - Mid-April – presented draft AAP to City Council - May – presented final AAP to City Council for approval The City prepared and submitted an Analysis of Impediments to Fair Housing Choice (AI) report to HUD in August 2016 for review and approval. The City is drafting a schedule for the next AI (or Assessment of Fair Housing, as required under state law). This information will be shared with the committee when finalized. City’s CDBG Allocation Policies and Practices: The City Council has a policy that 60% of CDBG award funds will be allocated to City-sponsored projects, and that the remaining 40% will go towards community-based organizations. City-sponsored projects also obtain priority ranking over community-based organization projects. The Lodi Improvement Committee will be scoring community-based organization projects only. CDBG Public Service Projects: Per HUD regulations, public service activities are limited to 15% of the total grant award. Next year’s estimated cap on public services is $98,881; this is based on the City allocation of $659,204 in total award funds as posted by HUD. Graffiti Abatement has been a City sponsored public service activity for the last several years. The project helps clean-up and repair damaged or marked private and public property. This also prevents future graffiti marks and reduces the deterioration to property. The amount that is anticipated to be proposed for the graffiti abatement service this year is approximately $50,000. This leaves approximately $48,881 in available public service funds for community- based organizations. The City received applications from seven community-based organizations listed below. The total amount of requested funds is $209,764.71 and exceeds the available amount set aside for public services. 1. Community Partnership for Families of San Joaquin - $50,000 2. San Joaquin Fair Housing - $18,000 3. Women’s Center - $16,000 4. LOEL Foundation - $20,000 5. Ready to Work - $18,264.71 6. Second Harvest Food Bank - $10,000 7. Salvation Army – Hope Harbor - $27,500 8. Graffiti Abatement (City Project) - $50,000 Page 2 of 5 The Lodi Improvement Committee will be charged with ranking these applications, helping to determine which applications should be funded and how to budget the limited remaining public services funding and make their recommendation to City Council. CDBG CBO Capital Improvements: As mentioned, the City allocates 40% of award funds to community-based organization (CBO), which leaves an estimated $112,064 available for CBO capital improvement projects. Please note, the Lodi Improvement Committee will only be scoring the CBO applications. The total amount of requested funds for CBO Capital Improvements is $207,937.27 and exceeds the available amount set aside for CBO capital improvement. 1. Lodi House - $9,000 2. Salvation Army - $32,996 3. Salvation Army - $4,941.27 4. World of Wonders - $161,000 CDBG Planning and Administration: Per HUD regulations, the City’s planning and administrative related activities are limited to 20% of the total grant award. The City typically uses its entire planning and administration allocation. The 2021-22 program year’s estimated allocation is $131,841. Fair Housing Activities Fair Housing activities can fall under the Planning and Administrative activities. In the last several years, the City transferred fair housing activities from Public Services to Planning and Administrative in order to free up more Public Services dollars. The City received one application for fair housing activities for the upcoming program year. San Joaquin Fair Housing (SJFH) proposes to provide fair housing mediation, counseling, seminars, and community outreach. The total amount of requested funds is $18,000. 1. San Joaquin Fair Housing - $18,000 CDBG Non-Public Service/CBO Projects: Approximately $316,417 would be available for non-public services/CBO projects Process of Final Scoring and Funding Recommendations at LIC Meeting: At tonight’s Lodi Improvement Committee meeting, the Committee will follow the following agenda: o Before providing a final score on an application, a Committee member may ask for additional information from committee members, staff, or applicants that are present. They may adjust their scores accordingly. o Lodi Improvement Committee members and staff will then announce their final score on each application. Page 3 of 5 o Public comment will be invited on proposed final scores. o Committee members will vote to accept final scores. o Once final scores are announced, applications will be ranked according to scoring. o Next, the Committee will discuss the amounts to fund for each application. The committee may use a number of options to determine the amount; for example, fund the top ranked applications at the amounts requested until all funds are used-up; fund all applications at declining amounts based on rank or percentage. o Public comment will be invited on proposed final scores. o Committee members will vote to accept final scores. CDBG-CV Applications for Funding HUD has recently allocated additional funds to jurisdictions across the Country in an effort to help better respond to immediate needs resulting from the COVID-19 pandemic. As a result, the City of Lodi could receive approximately $795,000 in additional Community Development Block Grant – COVID Response (CDBG-CV) funds. Funds can be used to prevent, prepare for, and respond to Coronavirus impact. Social Services The City of Lodi solicited social services applications for its Coronavirus Aid, Relief, and. Economic Security Act (CARES Act) CDBG (CDBG-CV) program. Eligible organizations are limited to nonprofits and local government entities. In January, City and consultant staff received and scored applications, and awarded approximately $637,000 in grant dollars to Lodi social service providers to assist Lodi residents with the following assistance: 1. Emergency Rental Assistance 2. Landlord-Tenant Mediation Services 3. Basic Needs Assistance (Food, Diapers, Childcare, etc.) 4. Technology Improvements City and consultant staff are preparing grant agreements with these awardees, and on March 3rd at the City Council meeting, the final awardees, program names, and award amounts are anticipated to be announced. Small Business Assistance The City of Lodi started its Small Business Assistance Program in December, which provides grant dollars to those Lodi businesses impacted by COVID-19. The City has received approximately 68 requests for assistance and grant awards were anticipated to be announced at the March 3rd City Council Meeting. Updates on 2020-2021 Committee Annual Activities Please see the Committee’s attached 2020-2021 Committee Activities. Members will provide an update. Page 4 of 5 Fiscal Impact: HUD’s annual allocation for CDBG funds was just announced and the City anticipates receiving $659,204. In 2020, HUD announced $795,000 in CDBG-CV funds for City of Lodi. COVID Response A. CDBG-CV Grant HUD has made available a $780,000 fund that the City of Lodi may use to assist its residents, non-profit organizations, and businesses to relieve some of the impact of the COVID-19 pandemic. Note: This project is now the responsibility of the City Staff and thus removed from our list. B. Assist Families with Distance Learning Recognizing that COVID-19 has impacted families with school-aged children, LIC will explore and possibly assist with solutions to ease the burden and improve distance learning until it is safe for children to return to school in person. Civic Engagement and LIC Meetings A. Meet in Alternative Venues In an effort to hear from as many residents as possible, some regular LIC meetings will be held in alternative venues throughout the city. Affordable Housing The lack of affordable housing (for owners and renters) in Lodi has greatly contributed to the number of unhoused (and at-risk) in our community – and placed a considerable strain on those whose rent continually increases. Website and Social Presence The LIC could have its own website, hosted by the City, to serve as a launching point for its meetings, progress towards annual goals, links to useful resources, and opportunities to get involved. Likewise, accounts on popular social media platforms could assist the LIC in its goals and help the community be informed. Multilingual and Accessible (ML/ADA) Announcements, Agendas, and Meetings The LIC has agreed that all announcements and agendas should be published in at least English, Spanish, and Urdu. Further, the availability of interpreters should be made more obvious. Specific Goal Description Date Assignee Request that all LIC announcements and agendas be ML Documents for LIC available in English, Spanish, and Urdu, published at the Sandra same time. Encourage the City Council to do the same with their ML Documents for CC announcements, agendas, and minutes (if they aren’t Sandra already) and extend that to all committees. Review meeting announcements and agendas and add Interpreters language (if necessary) to ensure that non-English residents are made aware that interpreters are available upon request.
