1. CALL TO ORDER / ROLL CALL
The Regular Lodi Improvement Committee meeting of May 14, 2024 was called to order by
Chair Nuss at 6:10 p.m.
Present: Member – Davis, Eproson, Hill, Mellor, Vargas, and Chair Nuss
Absent: Member – Shirk
Also Neighborhood Services Manager Jennifer Rhyne, Community
Present: Development Director John R. Della Monica, Jr., and CDD Program
Specialist Kari Chadwick
Chair Nuss asked staff to introduce the new members. Neighborhood Services Manager
Rhyne stated that Brian Shirk, Lyndsy Davis, and Charles Eproson are the new Committee
Members and asked Ms. Davis and Mr. Eproson to introduce themselves. Both members
stated their excitement for being on the committee and their hope to be of assistance in the
community.
2. MINUTES
March 12, 2024 Minutes
MOTION / VOTE:
The Lodi Improvement Committee, on motion by Member Hill, Vargas second, approved the
minutes from the March 12, 2024 Lodi Improvement Committee meetings.

4. PRESENTATION: CommUNITY Service Team
Chair Nuss invited Bill Moersch to come forward and give a presentation on the CommUNITY
Service Team Program.
Mr. Moersch stated the Team’s mission and goals. He stated that his main goal when he got
started was to find the needs in the community and building the pathways to get those needs
served. He also added that he knew it would take a team to meet that goal. Mr. Moersch
stated that if anyone wants to learn how they can volunteer they can go to the
communityserviceteam.com website.

Vice Chair Hill stated her appreciation for the presentation. She asked where the funding
comes from. Mr. Moersch stated that half is private and the rest comes from the community.
Member Mellor stated her appreciation for what the CommUNITY Service Team is doing and
asked how she could get on the list to be notified of community needs. Mr. Moersch stated
that he will add her to the notification list.
Mr. Moersch encouraged the Lodi Improvement Committee to sign up for serving a lunch at
the Lodi Access Center. The Committee stated that they would like to do that and will work
with staff to make that happen.
Member Davis asked where Mr. Moersch sees this going in the future. Mr. Moersch stated
that he would like to see this continue in perpetuity even after he steps down and one of his
board members takes over. He added that the main item that the program needs is funding.
5. COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG):
Neighborhood Service Manager Jennifer Rhyne gave a brief report based on the staff report
regarding the Community Development Block Grant program.

Central Avenue between Flora and Vine Street, Community Recognition
suggestions will go to the same City Council meeting as the LIC update, Poster
Contest, City Beautification through clean parks and murals, looking to put a
series of murals on the back side of the Police Station, another mural could
possibly be placed at Heritage School, new storm drain mural at the corner of
Locust and School Street, and The Women’s Trail.

3. COMMENTS BY THE PUBLIC ON NON-AGENDA ITEMS (5 MINUTE LIMIT PER
SPEAKER)
Lyndsy Davis, Lodi resident, came forward to express her concerns with the lack of progress
in the revitalization plan of the east side with focus on Lodi Avenue, Central Avenue,
Kettleman Lane and Sacramento Street. She stated that the plan is from 2006. Director
Della Monica commented on current plans for the downtown and stated that Central Avenue
updates described in plan are at the top of the list when funding becomes available.
Rick Freedman, Lodi resident, came forward to express his concerns regarding the traffic
speed on Church Street. He stated that he has spoken to Dorothy in Public Works and is
looking for another way of getting the assistance to help him get the traffic to slow down on
Church Street. Director Della Monica stated that Dorothy in Public Works is the authority in
this matter. He recommended that Mr. Freedman continue to express his concerns at the
staff and City Council level.
4. PRESENTATION: LODI GRIP PROGRAM
Neighborhood Services Manager Jennifer Rhyne invited GRIP Outreach Worker Nick Leon to
come forward and give a presentation on the Lodi GRIP Program.
Nick Leon, Lodi GRIP Outreach Worker, came forward to explain what the program has been
working on. He stated that there are several ways for a student to be referred to the
program: 1 – School referral; 2 – Parent referral; 3 – Self referral; 4 – Other student referral.

Mr. Leon stated that the referrals from other students really shows that the program is helping
the students. He described the Mill Creek Correctional Facility experience that the students
can attend. Mr. Leon described several other services that can have helped in the program.
Vice Chair Hill asked how many staff members there are that work in the program. Mr. Leon
stated that he is the only Outreach Worker for the program. Ms. Hill stated her appreciation
for the presentation.
Member Mellor asked how long do the students stay in the program. Mr. Leon stated that
they can stay in the program until they age out.
Member Vargas asked if female students are in the program. Mr. Leon stated that there are
female students in the program. Ms. Vargas ask what “Self Refer” means. Mr. Leon stated
that the students come to him and request to work with him in the program. Ms. Vargas
asked what other organizations besides the 180 Teen Center have been used in the
program. Mr. Leon stated the YMCA has been used for sports programs. Ms. Vargas asked
if the Boot Camp Program credits are good towards a diploma. Mr. Leon stated that they are.
Ms. Vargas asked how the Lodi Improvement Committee can assist. Mr. Leon stated that he
needs job opportunities for the students, mentor programs, and any other skills that can be
passed along to the students.
Lyndsy Davis came forward to ask if there is room to grow in the program. Ms. Rhyne stated
that staff is always looking for additional funding for the program, but unfortunately the
funding isn’t readily available. Ms. Davis stated that she would like to see a program for the
students that are on the receiving end of bulling. She asked how students can find out about
the program. Mr. Leon stated that he is introduced at the beginning of the year at an
assembly and then makes himself available during the lunch time by being present and
visible. Ms. Davis also wondered if there were positive activities verses the fear activities to
show what life can be like through a positive experience. She stated her appreciation for all
that Nick does.
Vice Chair Hill encouraged Ms. Davis to reach out to Mr. Leon to discuss possible programs.
Member Vargas stated that the committee has the GRIP Program as a goal and asked if the
Lodi Improvement Committee can work with Mr. Leon to assist. Ms. Rhyne stated that so
long as there isn’t a quorum on members then meetings with Mr. Leon can occur.

Town Hall Meeting.
• Member Vargas stated that March 24th from 3pm to 5pm at 502 E. Lodi Ave. there will be
a ribbon cutting for the first Latino Art initiative.

Subject: Staff Report on CDBG Program Updates, Lodi GRIP Program, LIC 2024 Annual
Activities, Regular Business
Purpose: Lodi Improvement Committee 1) supports Staff in implementation of the City’s five-year
Consolidated Plan including conducting outreach, providing feedback on program processes, and making
recommendations to the City Council on funding and project priorities; 2) has its purpose of maintaining and
improving the quality of life and appearance of Lodi by the coordinated efforts of a broad spectrum of the
community; 3) creates and takes action to implement annual goals and activities.
Action: Lodi Improvement Committee will 1) receive presentation by the CommUNITY Service Team, and 2)
receive update on the CDBG program by Staff, 3) committee and Staff provide updates 2024 Annual Activities,
4) determine topics for upcoming meetings.
Presentation:
Bill Moersch from the CommUNITY Service Team will share information about the program and answer any
questions.
Background:
2024-2025 CDBG Program Year
Staff presented the 5-Year Consolidated Plan, Analysis of Impediments to Fair Housing Choice, and the 2024-25
Annual Action Plan to City Council on May 1st and received approval to submit to HUD. Below are the approved
programs/projects for program year 2024-25.
Based upon the estimated allocation, the distribution of funds will be as follows:
Capital projects $390,000 (Includes project cost and activity delivery/admin costs)
CBO projects $ 90,000 (15% Cap)
Administration $120,000 (20% Cap – Includes fair housing activities)

2023-2024 CDBG Program Year
The City of Lodi solicited applications for the CDBG Program Year, which is funded by Community Development
Block Grant (CDBG) entitlement program. The City estimates receiving a 2023-2024 CDBG grant award of
approximately $640,000. Eligible organizations are limited to nonprofits and local government entities.
Awarded funds were made available on July 1, 2023, and projects must be completed by June 30, 2024.
The application was made available on Wednesday, December 16, 2022, and was due by 5 p.m. on Friday,
January 27, 2023. Late applications were not accepted. The application instructions and forms were available
on the City’s Community Development webpage: https://www.lodi.gov/183/Community-Development-Block-
Grant-Progra.
Applicants presented (informally) on potential projects to be funded during the 2023-2024 CDBG Program Year
on February 16, 2023. As the March 14, 2023 meeting was canceled due to a lack of a quorum, Staff received
funding recommendations from Chair Siddle and provided individually to each other LIC member for their
recommendations. Chair Siddle, Members Hill and Mellor, and Vice-Chair Scott all were in favor of the below
funding recommendations for Public Services and it was concurred per vote of the Committee on April 11,
2023:

AAP Draft with funding recommendations were approved by City Council on May 3, 2023 and subsequently
submitted to HUD
2024-2029 Consolidated Plan and Analysis of Impediments
The 2024-2029 Consolidated Plan, which includes the 2024-2025 Program Year details and is informed by the
Analysis of Impediments, is due to U.S. Department of Housing and Urban Development (HUD) by May 15,
2024.
The following process is planned for the 2024-2029 Consolidated Plan cycle:
- November 2022 (completed) – begin to prepare community outreach materials and schedule needs
assessment meeting with stakeholders or similar outreach.
- Late November 2022 (completed) – published notice for upcoming release of funding availability,
analyze community stakeholder outreach, gather community data and policies for the Analysis of
Impediments
- December 2022(completed) – published notice of funding availability (NOFA), application presentation
and community outreach meeting at LIC meeting
- January 2023(completed) – release community survey via utility bills to solicit community feedback
required for Analysis of Impediments
- February 2023 –preliminary survey results and Analysis of Impediments and request public comment
at LIC meeting
- March 2023 to February 2024 – Complete draft Consolidated Plan and Analysis of Impediments to Fair
Housing Choice with input from HUD Representative
- Mid-March 2024 – draft Consolidated Plan released to public for 30-day public review
- Mid-April 2024 – presented draft Consolidated Plan to City Council
- May 15, 2024 – submit Consolidated Plan to HUD
The City is required to complete the Analysis of Impediments prior to approval of its Consolidated Plan, so that
the recommendations provided in the report are incorporated into the Consolidated Plan. The City presented
on preliminary results of the Analysis of Impediments and request comments from the Public on February 16,
2023. Consolidated Plan and Analysis of Impediments is planned for completion in February/March 2024.
Evaluate Annual Activities for 2024
The Committee will evaluate 2023 Annual Activities and determine what items they would like to continue in
2024 and what changes they would like to make. They will then vote on the Annual Activities for 2024.

Fiscal Impact:
HUD’s annual allocation for the City of Lodi is $640,916 for FY 2023-2024. Anticipated for 2024-2025 is
$600,000.

The LCOH is tasked with assisting the unhoused (and those at reisk of becoming unhoused) in Lodi. The LIC
should remain informed with the LCOH's activities and be available to assist and solicit support when asked
